Erie County, Erie Community College and Buffalo &Brie County Public Library & CSEA, Local 815 MEMORANDUM OF UNDERSTANDING BETWEEN ERIE COUNTY, ERIE COMMUNITY COLLEGE & BUFFALO & ERIE COUNTY PUBLIC LIBRARY (hereinafter “The Joint Employers” or “The Employers”) AND ‘THE CIVIL SERVICE EMPLOYEES ASSOCIATION INC., LOCAL 1000, AFSCME, AFL-CIO on behalf ofthe CSEA ERIE 1 UNIT LOCAL 815 UNIT 6700 ¢herein fer referred \o as “THE CSEA") 1. The purpose of the guidelines is to ensure that employees present an appearance that reflects positively on Erie County, the Buffalo & Erie County Public Library and Erie Cornmunity College ("The Employers”) and complement an environment that refiects an efficient, orderly, and professionally operated organization. Client, customer and public confidence is enhanced when staff are professionally ated and clearly idemified. 2. The guidelines apply to all CSEA sal working in all jobs and departments and all locations of The Employers. The ‘guidelines represent acceptable minimum standards 3, _Itis expected that employees will exercise good judgment regarding attire and maintain a neat, well-groomed personal appearance at all times. As departments vary in their needs, requirements, contacts and hazards, each department head will be responsible for encouraging the appropriate attire and appearance of each employee in the department. 4. This policy is intended to describe guidelines on what is considered appropriate dress for The Employers’ workplace. Employees who are hosting or attending meetings with clients, vendors or employees from another company should wear appropriate clothing, which may include business attire. ‘5. These guidelines are not intended tobe all-inclusive, but rather should help set the general parameters for appropriate attire, and allow employees to use good judgment and common sense about items not specifically addressed, 6. This policy shall become effetive on May 19, 2016. The Employers agree to an adjustment period of May 19 = June 1, 2016, During that time, The Employers will distribute (o thei respective supervisors and management staff information ‘regarding the policy and its implementation. During the same time, The Employers will advise employers of the policy, land employees willbe advised or counseled for non-compliance, but not issued a formal discipline, until after the ‘adjustment period. Dress Policy ‘Altre should be clea, neat, and appropriate tothe job duties associated with the respective employee's work environment. Unkempt appearance is inconsistent with the image of The Join Employers Appropriate atte includes: 1 Recommended attire includes skins, pants and clothing that cover the back, shoulder, and midriff 2) Shoes should be clean and in good condition, Sneakers are appropriate attire only when denim is worn, For safety reasons, adequate foot protection should be worn. 3. Jewelry must not interfere in any way with job performance job safety or be vulgar. 4. Attire should be neat and professional. 5. Denim may be worn ifit i not faded, diy, ripped, frayed, tattered, or tom. However, denim would not be considered “appropriate aie i an employee, asa representative ofthe Employer is engaged in one ofthe followings (1) appearing, or testifying infront ofa legislative body, (2) appearing, testifying or advocating in a Court of Law, (3) appearing, testifying or advocating in a judicial or quasi-judicial hearing, (4) representing the Employer in press briefings oF press Conferences, (5) providing formal presentations on behalf of the Employer in a community forum or group, If an “Employee has advanced notice that they will e engaged in one ofthe five aforementioned functions on behalf ofthe Employer, such employee shall not wear denim to work on that particular day 6. Hats or caps unless they are part of a required uniform, Clothing that works wel for the beach, yard work, and the gym, isnot appropriate for work. icles of clothing that may denote gang involvement or eeligiousacia/ethncisexual intimidation, or illegal activities ‘or violence ate prohibited in the work place in addition to items with offensive slogans or picture, political slogans andi derogatory words. 3) Tattoos which contain gang symbols, profanity, sexually explicit words or pictures, or which promote illegal activity. such as drug use, underage drinking, etc. should be covered at all times 4) Employees must exhibit good personal hygiene at all times. 5) Employees with specific clothing requests should see their manager/designee.
