PCF PROJECT PROPOSAL FLOOD CONTROL PROJECT A. Project Location The Flood Control Project is located at Barangay Langlangca Primero, Candon City, which is within the 2 Legislative District of the Province of locos Sur. The city is about 77.40 kms. north of San Fernando La Union. The project is located about 7.00 kms., 6-minute drive going north of the City Hall. The project is about 10 meters north side along a portion of the barangay road. B. Brief Summary of the Project The City of Candon is endowed with natural landscapes. Mountains tower the eastern part while the West Philippine Sea cuts the western part. In between is a flat area ideal for human settlement and agricultural activity. The two (2) rivers that traverse the area, the Candon River and Oaig-Daya, nurture crop production. However, these life-giving natural water conduits can also become disastrous whenever water overflows due to heavy rainfall. This overflowing causes erosion along river banks, destroying agricultural areas and other structures near to it. The Candon River which is the largest in the area traverses also the municipalities east of the city making the city as the catchment area. The topography of the area indicates agriculture and fishery as major sources of livelihood. Through time, portions of the river banks are eroded and this continues yearly. The erosion of river banks destroys infrastructures and other sources of livelihood opportunities near to it. Damaged roads may impede the transportation of products and other livelihood activities from one place to another. Residential and commercial establishments near rivers will also be affected and impending damaged to properties will bring great loss and sufferings to affected families. The productive areas of agricultural lands near rivers are also affected once these banks are eroded thus reducing agricultural productivity, especially to the livelihood of families owning these lots. Once this happens, incidence of poverty may not be averted or reduced but keeps on rising. At present only portions of river banks have flood control or retaining walls constructed by the city government. The project will form part of the existing flood control constructed along the most critical part of the river. The target is to construct flood control along the entire length of the river but this will take time due to the big chunk of financial resources it needs. Hence, the adverse effects of these occurrences at the river banks will be solved by such project. C. Goals and Objectives The goal is to provide protection to humans and properties thus enhancing economic growth and social development in the area. OBJECTIVES: a) To reduce human deaths due to flooding of rivers during heavy rain falls; b) To reduce soil erosion near river banks; ) To reduce damaged to infrastructures and properties near the river; 4d) To preserve the natural scenery; and ) To preserve agricultural productivity near river banks. D. Target Beneficiaries The project will benefit the 133 households of Barangay Langlangca Primero. It will also protect the 132.81 hectares of agricultural land in the barangay and the 500-meter concrete road. E. Project Partners The Office of the Congressman of the Second Le District of locos Sur has been generously providing financial assistance for the development projects of the city particularly on the safety of the Candonians. Project Management The City Engineering Office that is in charge of the preparation of the Project Specifications, Detailed Engineering Design and Program of Works will assist the Bids and ‘Awards Committee in the bidding and awarding of the project in accordance with the guidelines of RA9184 and other rules and procedures adopted by the BAC. The Office of the City Engineer will be responsible in directly monitoring the implementation of the project and sees to it that all engineering works are in accordance with the approved agency standards and specifications. The Project Mor certify to the physical presence of the project item before every billing is made. The Performance Challenge Fund (PCF) Team of the city headed by the Mayor will oversee the implementation and monitoring of all the approved projects under the PCF and submit all status and completion reports and liquidation documents. Project Sustainability The project will greatly ease barangay inhabitants from the burdens brought by flooding and waterborne diseases. Inhabitants will be living a safe and comfortable environment and investments near to it are safe and protected particularly the agricultural products. After the completion of the project, the barangay government will take charge of the maintenance of the project in a regular basis until its life span. The barangay government may adopt an ordinance or measure prohibiting man-made activities inducing damage to the project, especially on the weight of loads induced on the it and improper solid waste disposal especially in canals, open spaces and creeks. The local government should ensure the participation of all the sectors in the area to protect learn to value the importance of the project. vl |. Project Output/Outcome The Flood Control Project will include the following benefits to the barangay: a) Improve the flow of water in rivers; b) Reduce soil erosion in river banks; ) ©) Reduce flooding in the area; d) Generation of local jobs during construction; e) Protects investments and properties from destruct erosion; and 1n during flooding and soil f) Protects the bamboos, plants and other trees growing in river banks. VII. Risk Management There be no major problems that the project sustains during the implementation period except for unforeseen events such as earthquake or sudden change in the weather during the construction period. In such cases the duration of the construction of the project will take longer than expected depending on the time of the delays. If earth movernent such as earthquake happens during the construction period, possible misalignment of the gabion may occur depending on the magnitude but this can be repaired thru realignment of the gabion baskets. In any case, the structural integrity of the project as a whole may not be affected and can be safely used since no heavy loads are put on the facility during service life. Since the project is a flood control and the foundation is embedded below the level of the river bank, this could only be easily achieved when construction is done during the dry season when water subsides. months of January to March.
