This specification is to be used jointly with the Data Sheet. Unless otherwise specified in the Data Sheet, the Vendor shall comply with the requirements of this specification. Should any conflict arises between this specification and Data Sheet; the Data Sheet shall take precedence. In the event of ambiguity of any portion of the subject documents, it shall be the responsibility of the vendor to contact Purchaser for clarification. CODES AND STANDARDS A. Unless noted otherwise, the design, fabrication, testing and performance of the power transformer shall be in accordance with the latest International Electrotechnical ‘Commission (IEC) recommendations and standards. If there are, in the opinion of the bidder, any conflicts between the specified codes, the data sheets, and this specification, these contradictions shall be brought to the attention of the Buyer. Alternative Standards: The transformers may conform to the standards of the country of manufacture, provided these standards are based on, or comply with IEC requirements. The equipment and materials furnished shall be labeled, listed, certified, accepted or otherwise assured to be safe for the use intended by internationally recognized testing laboratory. DATA SHEETS AND VENDOR INSTRUCTIONS Vendor shall comply with all transformers characteristics given in data sheet. Vendor shall fil in “Vendor Confirmation” column with data appropriate. GENERAL REQUIREMENTS Transformers furnished in accordance with this specification shall be low loss units. The value to be used for efficiency evaluation shall be provided by vendor in the Data Sheet. The power transformers complete with all accessories and fittings must be capable of withstanding the effects of direct solar radiation. Transformer shall have delta connected primary windings with wye connected secondary winding. Star-connected neutral winding shall be fully rated and brought to the outside. Secondary neutral shall be resistance grounded or solidly grounded as specified in the data sheet. The Basic Insulation Levels (BIL) shall be as defined by IEC 60076-3, according to the rated primary and secondary winding voltages specified. The transformer connection group shall be Dyn11 unless otherwise specified in the data sheet. a) Unless otherwise specified, all kVA ratings shall be continuous, based on an average winding temperature rise of 65 degrees Kelvin (65 K) by resistance measurement, according to IEC 60076-2, sub-clause 4.2. The top oil temperature rise shall not exceed 60 K, per IEC 60076-2, sub-clause 5.3.1 These temperature-rise limits are based on the normal ambient temperature limits stated in IEC 60076-1, sub-clause 1.2 as follows: = Maximum temperature: +40 °C ~ Monthly average temperature of the hottest month: +30 °C (defined as half the sum of the average of the daily maxima and the average of the daily minima during a particular month, over many years) — Yearly average temperature: +20 °C (one-twelfth of the sum of the monthly average temperatures) {f the temperature conditions at site, specified in the Data Sheet, exceed one of those limits, the specified temperature-rise limits for the transformer shall all be reduced by the same amount as the excess. b) When specified, provisions for forced air cooling shall include capacity for fan cooled rating for all current carrying pars. ©) Forced air cooling, when specified, shall include: Dial type thermometer with contacts, fans, motors, mounting brackets, control cabinet and all control wiring connected to terminal blocks in the control cabinet, all ready to receive Purchaser's auxiliary power source as specified in the Data Sheet. ) Forced air cooling shall be controlled automatically by a top oil temperature sensing device, normally liquid thermometer with high temperature contacts. The temperature sensing device shall have two contacts separately calibrated, one to start fans as the maximum self cooling rate is reached and the other to activate a lack of fan cooling alarm, set about 5° C above fan start setting. Impedance H Unless otherwise stated in the Data Sheet, Manufacturer's standard impedance shall be provided, based on the self-cooled rating of 55°C. Transformers of identical ratings and impedance voltage must be suitable for parallel operation without exceeding their rated values. Tolerances as per IEC 60076-1.7 (+ 10% of the total losses, +0.5% of voltage ratio, and + 10% of impedance voltage) may be applied, if not specifically stated otherwise in the data-sheets, but this fact must be clearly stated in the quotation. Transformers shall be supplied filled with NON-PCB insulating oil, however due to shipping limitations transformer maybe shipped without oil; provided manufacturer supplies oil and filing instructions. Oil characteristics and testing shall be according to COVENIN 1128. Captive transformers used for across-the-line starting of individual large motors shall be designed for the mechanical and thermal duty imposed by the magnitude of the motor starting current, plus the number of starts and intervals between starts. The transformer shall be designed for a minimum of three successive motor starts. Requirements for converter transformers: a) Transformers connected to converter equipment, such as power rectfiers/inverters or that form integral part of an adjustable speed electrical drive system (PDS) as input or output isolation transformers, shall comply with the following: - Be a rectifier/converter duty transformer meeting the requirements of IEC 61378, IEC 60146-1-3, and applicable IEC 60076 requirements, or alternatively IEEE C57.18.10 and their related IEEE C57 series standards. - Be a coordinated component of the PDS with respect to optimum secondary voltage rating, short-circuit impedance, drive output power, and rectifier bridge components, to obtain an optimized system performance and to keep disturbances at the incoming line to a minimum. - The impedance shall be selected to minimize the voltage notch depth of the input voltage waveform and to limit the available short circuit current to a SINCOR ‘incor Document No: (cA04.08.33-P-SP.002 Sinoor Interface Code: ° Project Tie: SINCOR, C. The converter transformer shall be rated for maximum harmonic currents produced by the converter. Design shall include an analysis of the eddy loss distribution in the windings and calculation of the hottest spot temperature rise. The converter transformer shall provide the number of phases and phase shifting according to the number of pulses of the rectifier bridge Phase windings shall be insulated for the maximum common mode voltage possible, and provide common mode noise isolation. CONSTRUCTION REQUIREMENTS: General a) Oil immersed transformers below 1600 kVA shall be hermetically sealed b) Oil immersed transformers above 1600 kVA and up to 3150 kVA shall be hermetically sealed or shall have a conservator. ¢) _Oilimmersed transformers above 3150 kVA shall have conservator. 4) If radiators are required they may be detachable. Flanges for these radiators must be easily accessible and shut-off valves must be provided on top and bottom of each removable radiator group. ) __Ifoll conservators are used, they shall be provided with level indicator, and shall fy be mounted such as to avoid interference with the power terminals or bushings. ‘Suitable fittings for filing, draining, and connecting shall be provided. Transformers shall be provided with two suitably sized earth terminals on diagonally opposite corners on the transformer main frame or tank wall, for connection to external earthing grid. Tank Construction a) b) Tanks with bolted covers made from welded sheet steel and reinforcing profiles are preferred. Welded covers after assembly are not acceptable. Cover seals shall be protected from overpressure and from contact with the environment, Tank designs that do not require the separation of any internal connection for core and coil untanking are preferred. Facilities for lifting the complete transformer (with the cover securely fastened in place) shall be provided too, The base of the transformer shall be of heavy plate or have members forming a rectangle that will permit rolling it in the directions of the centerlines of the segments Jacking facilities shall be located near the extreme ends of the junctions of the segments Paint shall be Vendor's standard or light grey, medium gloss, unless otherwise stated in the Data sheet. Al filling and draining pipes for tank, conservator, and on-load tap-changer vessel must be accessible from the ground, with suitable shut-off valves, C. Bushings and Terminals a) b) °) d) e) f) 9) h) Insulation class of the line bushings, when used, shall be equal to or greater than the insulation class of windings to which they are connected. Bushings 34.5 kV and above shall meet all requirements of IEC Standards for bushings for outdoor transformers. In general, Primary connections will be made using porcelain bushings and flat- bars for bus duct connections in secondary. Bushings that can be exchanged without opening the oil tank are preferred. As specified in Data Sheet, transformer primary shall be provided with either ‘separate terminal box or insulated elbow connectors, and a grounding terminal with suitable size lug for ground cable connections. If terminal box is provided it shall be provided with sufficient space requirements for cable stress cone termination. Transformer secondary shall be provided with separate terminal box for cable or bus duct connections, along with ground terminal, as specified in data sheets. All bushings/terminals must be clearly and permanently marked according to IEC 6076-4. Other markings require the approval of the purchaser. The degree of protection for all terminal boxes shall be IPS5 as minimum or as specified in Data sheet. Bushings shall be for outdoor use. Draw-lead connections for bushing current rating below 1200 A and through conductor construction for bushing current ratings of 1200 A and above. Epoxy materials shall be acceptable for bushings rated 600 V and less. i) Bushings shall be top mounted or side mounted as specified on the data sheets, Bushings on primary and secondary shall be 180° apart unless otherwise specified. On units with side mounted bushings, the vertical positioning of the bushings should allow proper space for cable terminations. The seller and contractor should work together to determine the optimum bushing mounting height required for terminations. k) Bushing shall be equipped with threaded stud or drilled hole flat pads as specified on the data sheets. Conductors materials shall be copper 0. Core a) The core shall be made of high-grade, non-aging, grain oriented, low hysteresis loss and high permeability, cold rolled silicon steel sheets, specially made for this purpose. b) The core shall be rigidly mounted with all parts firmly secured to each other and to the tank to prevent any displacement or vibration under short circuit, seismic, transportation, and operating conditions. ©) Adequate lifting hooks shall be provided to lift the core and coils without transmitting an excessive mechanical force to its components. E. — Windings a) The windings shall be made of high-conductivity electrolytic copper. b) The primary and secondary windings shall withstand the mechanical and thermal strengths due to external short-circuit currents, according to IEC 60076-5. ¢) The coils shall be constructed in such a way that contractions and expansions due to temperature changes will not cause abrasion to the insulation. Insulation material shall meet the requirements of Class A (105 °C). F. Control Cabinet a) Control Cabinet shalll be built with steel plates within IP55 enclosure. It shall be located at a convenient height to be accessible from the floor. b) Inside the control cabinet shall be located alarm relays. Enough space shall be Provided to locate contactors for manual/automatic operation of the cooling system. Cables shall be resistant to high temperatures, to oil and water. All cables shall be protected with conduits. d) _Allcables and terminal blocks shall be clearly identified. e) Cabinet shall be provided with space heater controlled by thermostat. Current transformers a) Neutral current transformer shall be mounted with transformer tank. Current transformers shall be supported using clamps which must be isolated from the tank. b) Current transformer terminals shall be connected to a terminal block. From there must be connected into the control cabinet, finishing in a terminal block containing short circuitable terminals. Finish a) Finish of all equipment, specially tank, radiator, pipes, control cabinet and other accessories exposed to corrosion, shall be for outdoor use, and shall be designed to prevent humidity and saltpeter. Color for the final finish is defined in data sheet. b) _Before painting, all parts without galvanizing, shall be completely clean and free of grease and stain. Shall be cleaned using chemical processes. c) Internal tank areas shall be painted with anticorrosive fluid and after a varnish resistant to oil, according to manufacturer approved practices. d) Any damage to painting during transport shall be corrected by purchaser, cleaning previously damaged parts and applying all paint that is necessary ACCESSORIES Externally operated, no-load tap changer with two 2-1/2 percent full capacity taps above and two 2-1/2 percent full capacity taps below rated primary voltage. The tap changer handle shall have provision for padlocking and shall provide visible indication of tap position without unlocking. When specified in the data sheet, transformers shall be provided with on-load type tap changer. ‘Tap changer shall be designed to carry the maximum load current to the transformer. X3/21 Junio 2008, e ron ozz2zfFR The neutral of the low voltage winding shall be brought into the secondary terminal enclosure through the transformer tank using an insulating bushing. The secondary enclosure shall be provided with a gland entrance for a ground cable termination, Transformer shall have a dial type thermometer with two hands, one to show the ‘temperature at the time of reading and the other to show the maximum temperature reached since last resetting. The thermometer shall have a normally closed, hermetically sealed alarm contact calibrated to open as the maximum self-cooling rate is reached. Magnetic oil level gauge (with normally closed alarm contacts) capable of showing the oil level for maximum and minimum operating temperature of the transformer. This shall have high and low level alarm contacts. ‘One drain valve with oil sampling device. Upper filter press valve. Lower filter press valve. Pressure vacuum gauge. Mechanical pressure relief device with alarm contacts, one (1) NO and one (1) NC. Diagrammatic nameplate. Pressure vacuum bleeder. Oil and gas sampling valve. Auxiliary Devices as specified in the data sheet. Fault pressure relays shall be provided for all transformers 500 kVA and above. They shall be rate-of-rise pressure type for sealed tank transformers and BUCHHOLTZ relays of the 2 float type for transformers with conservator. The relays shall be provided with two spare contacts (one NO for trip and one NC for alarm) and the control power shall be 125V DC. 1-gas alarm relay for OLTC compartment, if oil immersed load-breaking diverter switches are used. 1-auxiliary terminal box with compression glands and terminals for all device and field cables in class of protection IP §5. Thermometer wells. When specified, power transformer shall be provided with current transformers on primary or secondary for metering and protection. CT's shall be bushing type with required burden ratings and accuracy and shall be terminated on shorting type terminal blocks in water-tight separate external terminal box mounted on the transformer. NAMEPLATE DATA Name plates shall be of stainless steel and be permanently fixed to a non-removable part of the transformer. In addition to the minimum amount of information to be given on transformer nameplates as covered by IEC 60076-1, the following information shall also be given: a) Connection diagrams. b) Insulation levels. c) Details of tappings. d) Purchase order number. e) Date of manufacture. f) Temperature rise, if higher or lower than normal (IEC 60076-2). g) _Untanking weight (for Transformer exceeding 5,000 kg total weight). h) Type of oil and manufacturer. i) Transformer item number. INSPECTION All transformers furnished according to this specification, are subject to inspections of buyer. Buyer shall design one or several inspectors to inspect the equipment at any moment during or after its manufacture. Inspector may accept or reject pieces if they are not according to standards or specifications. Before leaving the manufacturing facility, each transformer shall have been inspected and tested and the results recorded in a test report. a) Unless specified otherwise on the Data Sheet, Buyer shall witness all production ‘and functional tests. Three weeks in advance notice shall be given to Buyer for required inspection and testing date. Additionally, Buyer reserves the right to observe the manufacturing, fabrication, or any part of work which concerns the subject equipment, inspect materials documents and manufacturing operations, and evaluate results of nondestructive examinations, when specified on the Data Sheet. b) Individual items, such as tap changers, instrument transformers, instruments and relays, motors, surge arresters, neutral grounding resistors, (if specified), shall be factory routine tested per applicable standards. Individual test certifications shall be submitted to Buyer. All transformers shall be subject to the “routine tests” of IEC 60076 including the following: a) Measurement of winding resistance. b) Measurement of voltage ratio, polarity and phase relationship. c) Measurement of impedance voltage (short circuit impedance). d) Measurement of load losses (at 50, 75, 100 & 125% of self-cooled rating), e) Measurement of no-load losses and current. f) Power frequency withstand voltage test. 9) Induced over voltage withstand test. h) Measurement of insulation resistance. i) Tap changer test as required by applicable standards. At least one transformer per group of up to five identical transformers shall be subject to the “type tests” of IEC 60076. At least one transformer of each group of identical transformers shall be subject to the “special test” of IEC 60076. All dimensions, calculations, and engineering, scientific, and commercial units of measurement shall be given in SI metric units. US customary units may be shown in parenthesis next to metric units for reference only. ‘SPARE PARTS FOR TWO (2) YEARS OPERATION Unless otherwise specified in Data Sheet, Vendor shall specify and supply a spare parts list for two (2) years operation for each type and size of transformer at least the following spare parts: - Thermometer — Buchholtz or gas relay - Radiator complete column with enclosure - bushing (each type ) auxiliary motor if any contacts and alike for tap changer Additional spare part may be suggested by Vendor. Seller has the option to transport the transformer filled with oil or without oil. In the latter case, Seller may decide to transport the original oil, used to fill the transformer at the factory, in sealed containers or purchase new oil in Venezuela. C. When the transformer is shipped without liquid to reduce the weight during transport, the Manufacturer shall pressurize the transformer tank with dry nitrogen. A nitrogen pressurization unit shall be included to maintain the nitrogen pressure. In this case, the transformer will be vacuurr-filled in the field. D. Oil Transformers shall comply with COVENIN 1128, which is equivalent to ASTM D 3487 class Il inhibited oil E. Minimum oxidation inhibitor content shall be 0.3% per oil volume. A Test report shall include the amount of oxidation inhibitor added to the mineral oil supplied by Seller. ‘SHIPPING Unless otherwise specified In the MR, preparation for shipment shall be in accordance with Seller's standards for export shipment. Packing methods shall be suitable for extended storage periods under the site environmental conditions. Transformer components, such as cooling radiators and bushings, which have to be shipped separately from the transformer, shall be prepared in a manner that excludes moisture and prevents damage. Other loose equipment shall be appropriately packaged and secured for shipment. These items shall be properly tagged for easy identification. When detached, transformer cooling fins shall be sealed, pressurized with dry nitrogen, packaged and shipped as a separate item. ‘A minimum of two (2) free access impact recorders shall be mounted on each transformer during shipping All temporary shipping braces shall be painted yellow and marked: “To Be Removed Before Equipment Is Placed In Service” 16-16
