Before us is a proposed Ordinance Institutionalizing the Assistance and Support Extended to Public

Schools through the Brigada Eskwela Program, Promoting Active Participation of Private Entities and
Providing Funds Thereof. Or, shall also be known as CLASS Ordinance of 2017.

CLASS is an acronym for Cagayan Learning Assistance and Support to Schools. We have thought of the
acronym CLASS for this Ordinance to be more retentive to the schools and to be consistent and
relevant with the advocacy and intent of the Ordinance.

Basically, this proposed Ordinance was inspired by RA 8525 also known as the Adopt-a-School Act of
1998 and the Brigada Eskwela Campaign of the Department of Education which essentially promotes
the participation of various sectors of the society to assist public schools in preparation of the school
opening.

With this CLASS Ordinance, the Provincial Government of Cagayan will be allocating funds for financial
assistance to be given to all public schools in the province to be used for their Brigada Eskwela Activities.
This proposed Ordinance also encourages various sectors of the society, especially the private sector, to
collaborate with the Provincial Government and adopt a public school in the Province to actively support,
maintain and improve its public educational system.

There is also provision that encourages Employees of the Provincial Government to render service or
do volunteer work to a public school on Official Time.

Sabi nga po nila, Education is Everybodys Concern. That is why, we, as the highest law making body
in the Province, and the Provincial Government of Cagayan as a whole, must initiate and spearhead
programs, such as this, to assist our public schools and encourage the private sector to be involved in
this cost.

With this, may I respectfully move for the approval of this Proposed Ordinance in its First Reading and
be referred to the proper committees for immediate action. Thank You.
