Registered Foreign Professional Engineer
in Singapore
 RFPE Registration Requirements

1) ACPE and a local PE agrees to collaborate

2) ACPE applies to ACRA for registration as sole proprietor
3) ACPE applies to PEB for registration. PEB issues registration letter
as RFPE
4) RFPE applies to MOM for employment pass. MOM issues
employment pass
5) RFPE informs PEB to be listed on Directory
 RFPE Registration Requirements

1 ACPE in civil, electrical or mechanical engineering may apply as RFPE.

2 Have valid Practicing Certificate or equivalent from the home country.
3 Declaration by PE Singapore with PC, the designated PE
4 Apply on his own account, and not as a partner, director, employee or representative of any
other form of business.
5 Designated PE from Singapore shall confirm that he shall collaborate with applicant on his
own account.
6 RFPE shall work in Singapore, not in independent practice, but in collaboration with
designated local PE according to the ASEAN MRA On Engineering Services, PE Act and
Regulations and prescribed conditions of registration.
 RFPE Registration Requirements

7 Application submitted on the prescribed forms with the prescribed fees. The application
must be submitted with a recent passport size photograph.

8 Application must be accompanied by copies of necessary documents. If requested, to bring

along the original copies for the Board's verification.

9 A successful applicant shall be registered as RFPE for a validity period of one year and
renewable on a yearly basis subject to meeting the prescribed conditions.
10 A RFPE shall not collaborate as an employee under employment pass.
11 A RFPE shall not collaborate as a partner, director, employee or representative of
partnership, corporation or any other form of business.
 RFPE Registration Requirements

12 A RFPE shall be required to register as a sole proprietor under the Business Registration
Act and comply with other requirements for foreigners operating a business in Singapore.

13 A RFPE may offer to supply PE services only on the basis of RFPE collaborating with
the designated Singapore PE.

14 A RFPE shall collaborate with Singapore PE only on a one- to-one basis.

15 A RFPE and the designated Singapore PE are advised to work out terms of agreement
specific to their collaboration which could include insurance and other liability
considerations.
