Dear Claudia,
Recent significant settlements occurring at the Art and Margaret Fry Recreation Centre
(aMERC) reported by Chikoot Geological Engineers td. “AMFRC Foundation Monitoring
Services Geodetic Survey Findings” dated July 3,2017 have suggested deterioration of soi
conditions due to thawing ofthe permafrost which appear to have progressed rapidly since the
fall of 2016, This was acknowledged from your conversation with Richard Trimble of Tetra Tech
that in his geotechnical opinion, without further ste investigation, that one would need to
assume thawing might have progressed all the way down or even below the bottom ofthe
existing pad foundations anywhere in the existing facil.
‘The original structural design of the existing facility had been based on a permafrost regime.
‘The stability ofthe superstructure through support from columns and pile foundations relies on
ffozen sol to provide the required lateral resistance. The lateral resistance ofthe existing
‘superstructure is provided by vertical diagonal braces that meet atthe bases of structural
columns and connected to the top of ples, At the administration block, all ples ae tied at the
top by the crawl space structural framing which allow lateral load sharing between the ples.
“This isnot the case for the remaining areas of the facility; vertical diagonal braces are connected
to individual piles which are not horizontally tied in any direction. Partial failures of
column/pile support could occur in strong wind or earthquake due to potential lack of lateral
support from Inter foundation materials in athawed condition.
Considering the uncertainty ofthe structural performance under the deteriorated soil
conditions and inthe interest of occupant safety, we recommend partial closure ofthe facility
until further structural analyses can be performed to ascertain otherwise. This closure should
extend to all users, tenants as wel as employees and should apply to the arena and curling
rinks, the curling lounge and the second floor of the administration bullding. However, closure
need not apply to the ground floor of the administration building which can remain open.WSp
‘Geotechnical information has been requested and we are awaiting for Tetra Tech geotechnical
recommendation and/or opinion on existing soll conditions in order for WSP to perform the
‘necessary analyses and advice further on the existing structural performance, We also
‘understand that survey is scheduled in early September 2017 to monitor movements and
provide warnings in case of significant changes which may warrant other immediate measures.
