Shri. S. M. Ramchandani
Joint Managing Director, Maharashtra State Road Development Corporation Ltd. (MSRDC)
In a career with the state government spanning over 34 years, Mr Suresh M Ramchandani has been
associated with various organizations working in infrastructure development with a pride of direct
association with Public Projects. These include Public Works Department, MMRDA, MSRDC,
Uttrakhand State Infrastructure Development Corporation Dehradun etc. Development of World Bank
assisted State highways in Maharashtra besides design and construction of a variety of National
Highway bridges like Chulband, Kanhan and Borgaon Rivers on NH6 and Khuni River on NH7 has
been a matter of great satisfaction to him giving a sense of achievement during a long public service.
He was proudly associated with the development of roads in the Mumbai city when the Li nk Roads
like Santacruz-Chembur Link Road, Jogeshwari Vikhroli Link Road, missing portion of Andheri -
Ghatkopar Link Road and the New link road were developed at a rapid pace.
In addition, the widening of Andheri Ghatkopar road to full DP width, facilitat ing commencement of
the first metro rail project, JP road, SV road facilitating faster movement of traffic in the suburban
areas were accomplished by him in a short duration of two years. He was instrumental in quick
rehabilitation and resettlement of project affected persons for MUIP and MUTP projects to the fullest
satisfaction of the World Bank.
Shri N.A. Viswanathan, Secretary General, Cement Manufacturers Association (CMA) is a retired
officer of the Indian Administrative Service (IAS-1972 Batch), having had a very rich and varied
administrative experience with a distinguished career in Civil Service.
Shri Viswanathan has held various important assignments with both U.P State Govt. and Govt. of
India ranging from Divisional Commissioner, Meerut, CEO of NOIDA & Greater NOIDA, Dy.
Election Commissioner of India and later as Additional Secretary & Financial Advisor, Ministry of
Home Affairs with distinction.
Viswanathan has also worked as Managing Director of two U.P. State Government Public Sector
Undertakings, namely U.P. Small Industries Corporation and State Spinning Mills in his earlier stint
with the State Government of U.P.
Before joining CMA, as Director General of National Productivity Council and Secretary to the Govt.
of India, Shri Viswanathan served on the Board of Governors of Indian Institute of Management,
Ahmedabad, Bangalore, Kolkata and National Institute for Training and Industrial Engineering
(NITIE).
Viswanathan holds a Post Graduate Degree from University of Delhi and an MSc. in National
Development in Planning and Management from University of Bradford, (U.K.) in addition to a
Post Graduate Diploma in Management from AIMA.
Dr Nori joined Shirish Patel Associates Consultants Pvt. Ltd in 1965 as senior engineer. Prior to that,
he acquired Bachelor of Engineering Civil (Hons.), University of Bombay, in 1957, and Docteur es
sciences techniques, EPFL, Lausanne, Swizerland, in 1965. He is a Fellow of Institution of Engineers
India and Life Member of Indian Concrete Institute and Consulting Engineers Association of India.
Dr Noris contribution to the field of structural engineering has been recognised through numerous
awards conferred on him, such as, National Design Award 1993 from Institution of Engineers (India);
FIP award 1994 for most outstanding structure in Washington at XII FIP Congress; felicitations by
Dr. Adam Neville for excellence in design of concrete structures by American Concrete Institute
India Chapter in 2003; Outstanding Concrete Technologist Award by Indian Concrete Institute in
2005; S.B. Joshi Memorial Award for Excellence in Structural and Bridge Engineering, Pune in
2009; Lifetime Achievement Award by Indian Concrete Institute (Maharashtra Chapter) in 2011; and
Gourav Award for Most Significant Contributions to Civil Engineering Consultancy from
Association of Consulting Civil Engineers (India) in 2012.
Some of his key projects include: Larsen and Toubro Limited; Bangalore: Fabrication Shop 1975,
Bharat Heavy Electricals Hyderabad : Bowl Mill 1982, Larsen and Toubro Chennai ; ECC
Administration building 1983; Konkan Railway Corporation Limited: Panvel Nadi Viaduct Ratnagiri
1995; Delhi Metro Rail Corporation; Ajmer Road Flyover 2012.
Dr Prabir C Basu, graduated in Civil Engineering from University of Kolkata, obtained M. Tech.
degree in Structural Engineering from IIT Kanpur and Ph.D. from Liverpool University. He worked
with M/s. M.N. Dastur & Co and then M/s. Development Consultants Ltd., before joining Atomic
Energy Regulatory Board (AERB) from where he retired as Distinguished Scientist and Director
(C&SED) in December 2010.
After retiring from AERB, he served the International Seismic Safety Center of International Atomic
Energy Agency (IAEA), Vienna. He was a Raja Ramanna Fellow of Department of Atomic Energy
after returning from IAEA. Presently he is a consultant at L&T Construction.
An expert in the field of nuclear power plant (NPP) siting and nuclear safety regulation, Dr. Basu has
vast experience in structural & earthquake engineering, concrete technology and ageing management.
A fellow of Indian National Academy of Engineering (INAE) and Institution of Engineers (I), Dr.
Basu has more than hundred publications in referred journals, international/national conferences,
seminar and workshop to his credit. Some of the laurels bestowed upon him are Letter of
Commendation from IAEA; Group Achievement Award from AERB; VASVIK Award and ICI-
Fosroc Outstanding Concrete Technology Award.

Mr Ajit Bhate
Managing Director Precast India Infrastructures Pvt Ltd.
Mr. Ajit Bhate, a graduate from Govt College of Engineering Pune, established M/s Bhate & Raje
Construction Co. Pvt. Ltd. in the year 1998, undertaking conventional construction contracts for
private sector projects.
A recipient of a number of awards from the Builders Association of India, Institute of Engineers,
Mercedes Benz International, etc, for the exemplary work in the field of Construction for Quality and
volume, Mr Ajit Bhate is also a well-known speaker in many national and international forums on
topics like Technology in Prefabrication, construction and precast concrete technology.
Mr.Bhate has carried out immense research on modern construction technologies across the world
and successfully introduced these technologies in India. After physically procuring and deploying
modern tools for in-situ construction technologies like system formwork, automated reinforcement
processing, batching plants, boom pumps, tower cranes, mobile cranes, he has recently set up a world
class precast concrete element production factory in Pune, an enterprise named M/s Precast India
Infrastructures Pvt. Ltd.
Mr A R Jambekar joined Hindustan Construction Co. Ltd in January 1970 and worked on East Nepal
Bridges, Yamuna Hydel Project, Prestressed Aqua Ducts at Nagpur, Bhandup Water Treatment Plant,
Panvel creek Bridge & Kalwa Pipeline Bridge projects among others.
In November 1980 he joined CIDCO as Executive Engineer, was promoted as Superintending
Engineer in 1990 and as Additional Chief Engineer in November 2000. He is credited for seven
ROBs, Airoli Bridge, Housing and Infrastructure Projects including water supply and sewerage
projects. He was promoted to the post of Chief Engineer & General Manager (Tech.) in 2005 and
retired from CIDCO in 2006.
Mr Jambekar joined S.N.Bhobe & Associates in 2013 as Executive President where he handled
design coordination, DRP & Project Management of Bridges, Roads & Highways, Airports, Railways
& Building projects.
Since August 2013 he is associated as Advisor to M/S. Relcon Infraprojects Ltd., Mumbai and is also
working as Consultant, Arbitrator & Valuer.
He has won Best Public Servant Award in 2006 by Navi Mumbai Trust, BASF-ICI Life Time
Achievement Award-2001 from Indian Concrete Institute in September 2011.

Mr Vinay Gupta

After completing his Civil Engineering from BITS Pilani, India in 1983, Mr Vinay Gupta served
Span Consultants Pvt Ltd and STUP Consultants Ltd before joining Tandon Consultants Pvt Ltd in
1987, where he is serving as CEO. He has been involved in planning, designing and coordination of
design, detailing and tender preparation of various bridges, flyovers, vehicular underpasses, long
span and tall buildings, steel structures, chimneys and quality control documents.
Some of the highlights of his career include design & planning of prestressed structures in India and
abroad. 102m span Balanced Cantilever construction prestresed bridges with 70m tall piers of the
famous Jammu Udhampur Rail Link (JURL) for first time in Indian Railways, Delhi Gurgaon
Elevated Expressway, involving largest no of 1800 Pretensioned Prestressed Girders for the BOT
project of NHAI, 500M long Prestressed Segmental Canntilever Construction Superstructure
incorporating STUs and Dry Jointed Precast Segmental Prestressed Superstructures of 26km long
LRT Metro in Malaysia are some of the pioneering structures designed by him.
He is an active member of various Codes and Standards Committees of BIS and IRC in India dealing
with Earthquake Engineering, Special Structures, Loads & Stresses, Concrete Bridges, Bearings &
Expansion Joints etc. His contributions include preparation of IRC: SP: 65-2005 (Design and
Construction of Segmental Bridges) and IRC: SP: 71-2006 (Design and Construction of Precast
Pretensioned Girders for Bridges).
He has been honored with awards for best papers titled Seismic Design and Construction of
Radisson Hotel, New Delhi and Launching Systems for Segmental Bridges both by IBC and
Prestressed Concrete Design Award-2013 by The Institution of Engineers, India.
He has authored about 50 technical papers in civil engineering journals & conferences and has been
lecturing as Guest Faculty in NITHE, CRRI, CIDC, ISDA, DPC, etc. He is the Expert Examiner for
review of technical papers published in The Indian Concrete Journal and the journals of ING -
IABSE. Mr Gupta is the Vice President (North) of Indian Concrete Institute.
Mr R K Jain an independent highway consultant and technical advisor to Indian Road Congress
graduated in Civil Engineering from Mesra, Ranchi with First Division in 1965.
His illustrious career includes being chairman Dispute Review Board & member DRB appointed by
NHAI and State PWDs seven projects with 43 disputes finalized. He was the member Arbitration
Tribunal- 4 laning NH 1 ( Karnal to Ambala section in Haryana Site); World Bank assisted project of
Ministry of Road Transport and Highways (MORTH) - 4 cases, Member Arbitration Tribunal- NH24
NHAI project 2 cases. As Associate Consultant for studies for World bank for Preparation of
master plan for Kandi Area and Maintenance Policy for Rural Roads in Punjab. Planning Design,
Supervision & Technical Audit for PMGSY in Himachal Pradesh.
He has revised the Standard Data Book for Road Works for NRRDA MoRD 2004 and 2014. Part
review of NHAI Project rigid and flexible pavements for different states of India, Review of
Engineering design of sample DPRs in Bihar.
He has submitted over 30 papers, both in India and abroad, and has received many awards, including
IRC Medal for Best paper on constn 97, outstanding concrete technologist 2015 by ICI Punjab &
Ultra Tech Cement, Commendation Certificates (CC) by Haryana and Chandigarh Administration for
various development/road projects, CC from IRC for Outstanding works as members of Highway
Specifications/Standards Committee, Technical Committee Rigid Pavement, Technical Committee
Flexible Pavement- both IRC, and Man of Achievement year award 2000.
Some of the World Bank (WB) Associated Assignments include Operation of DRB Mechanism in
WB Financed Projects, Study to support CC pavements in India, Effectiveness of DRB system,
Scrutiny of DPR projects of PMGSY in Bihar- assigned by National Rural Roads Development
Agency (NRRDA). ADB Assignments include Contract management of Highway projects Tripura,
Trainers training program in FIDIC contract management (2014).
International Training Programmes include a three year stint in Iraq (Expertise in installation of deep
piles for river jetties navigation and building foundations), 14 week programme in Australia
RMIT/VIC Roads- WB sponsored training of Pavement Mgt. system/design of flexible pavements.
Number of training courses in IAHE & CRRI on PM, Arbitration, Pavement Design Procedures,
Specifications etc.

Mr Manish Mokal

Manish Mokal graduated in 1997 from University of Mumbai and completed Masters Degree in
Structures in 2004. After working with major infrastructure companies like HCC and GVK, he is
currently employed as Senior Manager at Gammon India Limited where he is In charge of Quality
Control Department in Corporate Office. He has worked on several prestigious infrastructures
projects like Mumbai Pune Expressway, Bandra-Worli Sea Link, Rajasthan Atomic Power Project,
Mumbai International Airport, Signature Bridge and Nathani Heights.
He is panel member of Indian Standard Committee for CED 2 Cement and Concerte Sectional
Committee & CED 53 Cement Matrix Products Sectional Committee.
He was a part of the team to receive National Award from Ministry of Power, Ministry of
Environment & Forest and Department of Science & Technology on Fly Ash utilisation in self
compacting concrete in nuclear power projects in December 2005.
He has published number of technical papers on High Performance Concrete, High Volume Fly Ash
Concrete, Self-Compacting Concrete, Sustainable Construction, Service Life of Structures and
Strengthening of Structures presented at various national and international conferences. He is one of
the authors to the book Handbook on Advanced Concrete Technology. His main area of interests
relate to high strength concrete and durability of concrete structures.
Mr Manjure graduated with honors in Civil Engineering from College of Engineering, Pune and was
actively engaged with Construction of Pre-stressed and RCC bridges for the first six years of his
career. After joining The Freyssinet Pre-stressed Concrete Company Limited in 1970, he has
specialized in the field of Pre-stressing, Repairs and Rehabilitation, Heavy Lifting and Special Civil
Engineering Projects.
During his career of 52 years, he was closely involved in rehabilitation of more than 350 structures
including Bridges, Jetties, Aqueducts, Dams, Silos and Industrial Buildings, etc. He has been trained
in France for pre-stressed Concrete and in Holland with M/s. European Structural Bonding Division
bv for repairs to Concrete.
He has been an active member of Bridges Committee, Maintenance and Rehabilitation of Bridges
Committee, Bearings Committee of Indian Roads Congress. He was also in the Managing Committee
of ING-IABSE. He is on the panel of Bureau of Indian Standard (BIS) for Revision of IS: 456. He
was selected 'Vice President' of Indian Roads congress for the 50th Session in the year 1991. He was
selected by FIP as a Member on Commission 10, dealing with Management and Maintenance of
Concrete Structures for the period 1994-1998.
He has written several Papers in Technical Journals and his Paper on Nizamuddin Bridge and
Sharavathi Bridge won IRC Medals. He was awarded the IRC Medal for presenting the Best Paper on
Rehabilitation and Strengthening of Zuari Bridge by Indian Roads Congress in January, 2004.
The Institution of Engineers, Maharashtra Centre, Mumbai presented him the S.B. Joshi Memorial
Award for the year 1994-95 for his contribution to Bridge Engineering. He has presented papers at
number of international forums such as fib Congress in Amsterdam in 1998, IABSE Congress in
Zurich in 2000, at the American Concrete Institute during the Centennial convention in Washington
in 2004, IABSE Symposium at Lisbon in 2005, in Weimar in Germany.
He was awarded the 'S.B. Joshi Smruti Puraskar' together with the Citation for 'Excellence in Bridge
and Structural Engineering' by Alumni Association of College of Engineering, Pune in November
2005.
The Institute of Engineers, (India) has felicitated him with "Eminent Engineer Award" for the year
2012 during convention held at Roorkee. The 'Indian Concrete Institute' has conferred on him 'Life
Time Achievement Award' in September 2014.

He has comprehensive understanding of various aspects of quality management of infrastructure
projects involving construction of expressways (Rigid and Flexible pavements), Bridges and
Industrial Buildings. He has more than 15 years of accomplished experience in infra technical
management
Ashutosh has over 20 years of experience in the field of Quality Assurance and Quality Control in
different capacities within India and abroad.
Mr Vijay R. Kulkarni has over 40 yrs of experience in different spheres of Civil Engineering, After
graduating from the College of Engineering, Pune, he started with a short stint with the Koyna Hydro
Electric Project, he then joined PWD Maharashtra as Assistant Engineer where he was involved in
the design of bridges and buildings- prominent being Bhima (Pandharpur), Krishna (Nr. Narsingpur),
Wai, Sina (Nr.Ahmednagar) etc. and the standardization of superstructure design for bridges. In ACC
Ltd., he was involved in R& D work in concrete, consultancy work for NDT, repair & rehabilitation
of concrete structures. He was deeply involved with the four year R & D project on High
Performance Concrete (HPC) by ACC & AERB. He also undertook the quality audit of the Mumbai
Pune Expressway the first concrete expressway in India.
As the Editor of The Indian Concrete Journal he was instrumental in giving it a prestigious status in
the international arena. He has been instrumental in publication of a number of technical books such
as the Concrete in Practice Part I to VIII, Concrete Mix Design, Cement Users Guide,
Compilation on Earthquake Engineering etc., apart from a CMA publication Handbook of RMC. As
principal consultant to the RMC Manufacturers Association, he had done pioneering work in
evolving and implementing a quality scheme for RMC. He was recently selected as the Vice Editor-in
Chief, Journal of Asian Concrete Federation.
Various posts held include Technical Advisor the QCI, BIS Committee on Cement & Concrete,
Member of Technical Board of ICI and the Chairman of ICI Technical Committee on Durability.
Overall he has presented around 60 technical papers in various national and international
seminars/conferences/workshops.

Bauchemie, Germany manufacturing over 100 construction chemicals. He has also worked
extensively in Germany and Brazil with MC-Bauchemie. Before that he was a Material Specialist
with the Global Multinational AMEC Earth and Environmental, in Phoenix, Arizona, USA.
He was trained in Germany and Brazil with extensive experience in concrete technology, admixture
technology and innovative cementitious material design for grouts, screeds and high-build protective
coatings. He is also an expert in conducting laboratory trials, field trials, field training engineers and
on-site admixture/additive improvements and fine-tuning. His experience further includes non-
destructive testing of concrete, repair and retrofit materials, project management and training. In
India he specializes in designing High Performing mixes for local material and placement conditions.
He is a member of many organizations such as Indian Concrete Institute, American Concrete Institute
(ACI), American Society of Civil Engineers, Institution of Engineers India and Indian Society of
Structural Engineers. He is a managing committee member of ICI - Mumbai Chapter. He is a Director
at India Chapter of American Concrete Institute and the editor of Concrete India Journal of the
India Chapter of ACI.
Kiran started his career in 1998 with Hindustan Construction Company in Mumbai Pune
Expressway Project. He has also worked in Middle East for Qatar Chemical project as Concrete
Quality Control Inspector.
Last 14 Years, Mr Kiran Sawant is working with Construction Chemical industry with diversified
experience in different functions e.g. technical, sales and marketing. Before BASF India ltd, Kiran
has served Pidilite Dr Fixit in product management role. Some of the highlights in his career
include active involvement in 1st major application of Self Compacting Concrete in Delhi Metro in
2004.
He has presented several technical papers at seminars and international conferences on concrete
technology. He is carrying 18 years of work experience in different field e.g. Construction and
Construction Chemical.

Vinod Ailsinghani is Head Specification Alccofine products with Ambuja Cements. He has worked
on various housing, commercial and infrastructural projects in the past.
Vinod has been consultant with Sterling Engineers, Thornton Tomasetti, Buro Happold, Egis
international, Wilbur Smith and Design Tree. He has coordinated with government departments like
NHAI, NHPC, PWD, WRD, DMRC, MMRDA and institutions like IITs ( Mumbai, Delhi , Chennai),
NITs for various projects.
Vinod has trained many engineers on Mix designs, Advanced Mix designs and durability aspects of
concrete.
Mr Shaikh has 18+ years of experience in construction and has formulated admixtures for self
compacting concrete, high strength concrete, high early strength concrete and special concrete etc.
He has supported site QC engineers for development of SCC concrete, under water concrete, high
early strength concrete, pumped concrete for long distance pumping.
He has worked with the Dubai Central Laboratory, Government of Dubai and verified different types
of concrete mixes for Dubai metro, besides other infrastructure projects of the Dubai government.
