1 INTRODUCTION

DesignandConstructionCommissioningreferstotheprocessthatshallbegininschematicdesign
andconcludeafterthecorrectionperiodoraftercompletionofafullyearofoperation,whichever
islater.

TheDesignandConstructionCommissioningProcessisthemeanstoverifyanddocumentthatthe
facilitysystemsoperateinaccordancewiththeirdesignintentandthattheoperationsstafffully
understandsthesystemoperationalproceduresandarepreparedtocontinueoperatingthe
systemperthedesignintent.Thisincludesdocumentingsystemoperationalgoalsanddesign
parameters,specifyingverificationandtestinginthecontractdocuments,confirmingthe
successfulcompletionoftheverificationprocess,documentingthesystemoperationalprocedures
andtrainingtheoperationsstaff.TheDesignandConstructionCommissioningProcessis
coordinatedbytheCommissioningLeaderandexecutedbytheCommissioningTeam.

ThefollowingsectiondefinestheGeneralCommissioningActivities,SystemCommissioning
Activities(inchronologicalorderfromAgencyPlanningtoOnGoingOperations),andtheroles&
responsibilitiesofthevariousteammembers.

4.1 GENERALCOMMISSIONINGACTIVITIES
ThefollowingarecommonorgeneralCommissioningactivitiesthatoccurthroughouttheProject
PhasefromAgencyPlanningtotheCorrectionPeriod.

Thenumberscapturedenclosedwithinparentheses(e.g.1.01)refertothetasknumberfoundin
AppendixP5:DesignandConstructionCommissioningMatrix.

Design&ConstructionPhaseCommissioningPlan(1.01):
TheCommissioningPlanisadocumentthatoutlinestheCommissioningProcessanditsrelated
activities,theroles&responsibilitiesoftheCommissioningTeam,andCommissioningrelated
requirements.Throughouttheprojectphase,theCommissioningPlanisupdatedtoreflect
changesintheDesignIntentDocument.Criteriathatcouldnotbemet,summationofthe
associatedevents,impactstotheDesignIntentDocument,andtheresultingDesignIntent
Documentmodificationsshouldbedocumented.

4.1.1 CommissioningReports(1.02):
CommissioningReportsshallbepreparedattheendofeachphaseofdesignandconstruction
documentingprogressinandcompliancewiththeCommissioningPlanforthatphase.Eachreport
shouldincluderecommendationsforadjustmentsintheCommissioningPlanforthenextphase.
StartingwiththePreDesignPhaseandgoingthroughtheConstructionDocumentsPhase,the
CommissioningReportsshouldincludedesignreviewcommentsdocumentingtheCommissioning
Teamsevaluationoftheabilityofthefacility,asdefinedordescribedatthePhase,tomeetthe
DesignIntentDocumentcriteria.TheendofCorrectionPeriodCommissioningReportshallbethe
finaldeliverableoftheDesignandConstructionCommissioningProcess.TheReportshallstatethat
theDesignandConstructionCommissioningPlanhasbeencompletedandtheDesignIntent
Documentcriteriahavebeenachieved.IftheowneracceptssystemsthatdonotmeettheDesign
IntentDocumentcriteria,theReportshalldocumentwhichdeviationswereapprovedbythe

4.2 SYSTEMSCOMMISSIONINGACTIVITIES
4.2.1 AGENCYPLANNING
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning
activitiesaddressedinduringAgencyPlanning:

PlanningBaseline:TheProjectManagerwillworkwiththeDesignerstodevelopbroadbuilding
wideexpectationsandcriteria.Thisbecomestheframeworkforaninitialdesignintentdocument.
PriortodevelopingthePlanningBaseline,theCommissioningLeadercanprovidetheProject
Managerwithinsightastowhattodefineduringtheseearlystagesfromacommissioning
perspective.

4.2.2 PREDESIGNPROGRAMMING
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning
activitiesaddressedinduringPreDesignProgramming:

EngageActingCommissioningTeam(2.01):TheActingCommissioningTeamisassembledto
facilitateandoverseecommissioningactivitiesduringthePlanningandPreDesignphasesofthe
project.TheActingCommissioningTeamshallincludethefollowingmembers.Theseteam
membersmayormaynotbethesamepeoplewhoserveoftheDesignandConstruction
CommissioningTeam.

FacilitiesOperationsManager(FOM)
ProjectManager
GuidelineLeader
TheCommissioningLeaderfacilitatesandcoordinatestheeffortsoftheCommissioningTeam.For
DesignandConstructionCommissioning,theCommissioningleadershallhaveadistinctrolefrom
thedesignteambutmaybeemployedwithinafirmprovidingdesignservices.

TheFacilityOperationsManagerisaccountableforfacilityperformanceduringongoingoccupancy
andwillmanageorperformongoingoperationsandmaintenancefollowingconstruction.This
personisavailabletoparticipatethroughoutthedesignandconstructionprocessforcontinuity
intofinaloperation.

ProgrammingBaseline:TheProjectManagerwillcontinuetoworkwithDesignerstorefinethe
buildingcriteriaandexpectations.PriortodevelopingtheProgrammingBaseline,the
CommissioningLeadercanprovidetheProjectManagerwithinsightastowhattodefineduring
theseearlystagesfromacommissioningperspective.

4.2.3 PREDESIGNSITESELECTION
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning
activitiesaddressedinduringPreDesignSiteSelection:

theseearlystagesfromacommissioningperspective.

ReviewSiteAlternativesforAbilitytoAchievePerformanceGoals(2.02):ReviewSiteAlternatives
fortheirimpactontheabilityofthesystemsbeingcommissionedtoachievetheirDesignIntent
criteria.

4.2.4 SCHEMATICDESIGN
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning
activitiesaddressedinduringSchematicDesign:

DesignBaseline:Giventhepreviouslydevelopedbaselines,theDesignerwilldevelopthedrawings
andspecificationswhichownersneedsandrequirements.Theschematicdesignshouldinclude
(butnotlimitedto):specifications,sitedetails,landscaping,buildingexteriorenvelope,structural,
buildinginterior,elevators,plumbing,HVAC,HVACcontrols,electrical,fireprotection,lighting,
electricalpowerdistribution,firealarm,telecommunications,andservicefacilities.

EngageActingCommissioningTeam(2.01):Refertopreviousdescription.

DesignIntentDocument(2.04):TheDesignIntentDocumentshallquantifyfunctionalperformance
expectationsandparametersforeachsystemtobecommissioned.TheDesignIntentDocument
providesthecommonunderstandingthatfocusesdesign,construction,andcommissioning
activitiesonthedesiredoutcome.TheDesignIntentDocumentshallbewritteninobjectiveand
measurableterms.Quantifyparameterssuchasspacetemperatures,humiditylevels,lighting
levels,soundlevels,andventilationrateswhenappliedtotheconditionedbuildingspaces.The
DesignIntentDocumentshallbeupdatedeverytimetheowneracceptsanalternateperformance
criterionduetoownerdesires,schedule,orbudget.Thismightoccurthroughnormaldesign
evolution,valueengineering,changeorders,orothersupplementalinstructionsduring
construction.DuringtheCorrectionPeriodandOnGoingOperations,theDesignIntentDocument
helpstheowner/operatorsunderstandtheoriginaldesignintent.Italsoprovidesthebenchmark
formaintenance,repair,andreplacementdecisions.TheDesignIntentDocumentisdevelopedby
theOwner.

BasisofDesign(2.05):TheBasisofDesignisanarrativedescriptionofhowthesystemswillbe
designedinordertoachievethedesignintentacceptancecriteria.TheBasisofDesignisdeveloped
bytheDesigners.

CommissioningDesignReview(2.06):AtleastonceduringeachoftheSchematicDesign,Design
Development,andConstructionDocumentsPhases,theCommissioningLeaderwillreviewthe
designprogressagainstthegoalsoftheDesignIntentDocument.CommissioningDesignReview
commentsshallbedocumentedinwritingandresponsespreparedbytheDesigners.
1) PerformanceCheck:CommissioningTeamshallreviewdesignasdocumentedtoverify
thatitmeetsthephysicaloutcomesandoperationalperformancedefinedatthatphase.
Performanceareasinclude,butarenotlimitedto:
a) DesignIntentacceptancecriteriaforallrequiredoradditionalpursuedguidelines

4.2.5 DESIGNDEVELOPMENT
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning

Leader.Theseshallbesubmittedforallcomputerbasedcontrolsystems,e.g.,HVAC,lighting
controls,etc.

Measurement&VerificationBaseline(2.09):TheMeasurementandVerificationBaseline(s)are
usedtocalculatesavingsaspartoftheMeasurementandVerificationProcess.Seedetailsof
MeasurementandVerificationunderGuidelineP.5OperationsCommissioning.

4.2.6 CONSTRUCTIONDOCUMENTS
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning
activitiesaddressedinduringConstructionDocumentsdevelopment:

CommissioningDesignReview(2.06):Refertopreviousdescription.

CoordinatewithOperationsCommissioningRequirements(2.07):Refertopreviousdescription.

IncorporateCommissioningCriteria&ScopeintoConstructionDocuments(2.10):TheDesignerwill
incorporateacommissioningspecificationsectionintoDivision1oftheprojectmanual.The
commissioningspecificationshalldefineandelaborateonthecontractorsresponsibilitiesas

definedintheCommissioningPlan.IncorporatetheCommissioningPlanintothecontract

willbedevelopedbytheCommissioningLeader.

4.2.7 CONSTRUCTION
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning
activitiesaddressedinduringConstruction:

CoordinatewithOperationsCommissioningRequirements(2.07):Refertopreviousdescription.

ReviewContractorsSubmittals(2.11):TheCommissioningLeaderwillreviewContractors
submittalsforcommissionedequipmentandothercommissioneddesignelements.Thesedesign
reviewsincludeageneralqualityreview,disciplinecoordination,specificationcoordination,and
adherencetothedesignintent.

VerifyInstallation(2.12):TheContractorwillcompletecustomizedsysteminstallationchecklists
priortoacceptancebytheowner.Theinstallationchecklistswillbedevelopedbythe
CommissioningLeaderandwillbeincludedintheDesignandConstructionCommissioningPlan.

VerifyFunctionalPerformance(2.13):TheContractorwillcompleteallofthecustomizedsystem
functionalperformancetestprocedurespriortosystemacceptancebytheowner.The
CommissioningLeaderwillfacilitatetheContractorsimplementationofthesetests.Thefunctional
performancetestprocedureswillbedevelopedbytheCommissioningLeaderandwillbeincluded
theDesignandConstructionCommissioningPlan.

VerifyO&MDocumentation(2.14):TheO&Mdocumentationprovidesinformationneededto
understand,operate,andmaintainequipment.TheO&Mdocumentationisbythefacilitiesstaffas
referencethroughoutthelifeofthefacility.TheO&MdocumentationisprovidedbyContractors
andiscomponenttothesystemsmanuals.TheCommissioningLeaderwillverifythattheO&M
documentationprovidesthenecessaryinformationtooperationandmaintaintheequipmentprior
toconstructioncompletionandthesystemacceptancebytheOwner.

VerifyO&MTraining(2.15):ThefacilitiesstaffisprovidedwithO&Mtrainingtoensuretheyhave
theknowledgeandskillsrequiredtounderstand,operate,andmaintainthesystemsand
equipment.Typically,theDesignersprovidesystemstrainingandtheContractorsprovide
equipmenttraining.TheCommissioningLeaderwillverifythatthetrainingsessionsprovidethe
necessaryinformationtooperationandmaintainthefacilitypriortoconstructioncompletionand
systemacceptancebytheOwner.

CohesiveO&MSystemsManual(2.16):TheO&MSystemsManualprovidesinformationneededto
understand,operate,andmaintainthesystems.TheO&MSystemsManualsareforthefacilities
staffnotinvolvedinthedesignorconstructionprocessandutilizedthroughoutthelifeofthe
facility.TheO&MSystemsManualarecreatedbytheContractorsandarecontinuallyupdated
throughoutthedesignandconstructionphasesoftheproject.TheContractorwillcoordinatethe
contentsoftheCommissioningReportandcombineintothecohesiveO&MSystemsManualtobe
deliveredtotheOwner.

4.2.8 CORRECTIONPERIOD
InconjunctionwiththegeneralCommissioningactivities,thefollowingarespecificCommissioning
activitiesaddressedinduringtheCorrectionPeriod:

CoordinatewithOperationsCommissioningRequirements(2.07):Refertopreviousdescription.

DeferredVerification(2.17):Someofthesystemfunctionalperformancetestprocedureswillnot
bepracticalormeaningfultocompletepriortotheCorrectionPeriod.Thismaybedueto
constructionphasingorclimateconstraints.Thosetestproceduresshallbecompletedatan
appropriatetimeduringtheCorrectionPeriodbytheContractor.TheCommissioningLeaderwill
