 The purpose of this request is to establish before the courts of justice
that our failure to file a motion for reconsideration within the period
prescribe by law is due to the fact that there was no notice of decision sent
to me and my counsel.

That the said decision only came to my knowledge when I received

the Respondents-Appellees counter-affidavit involving a different case filed
before the PRC. Thank you for your prompt assistance.
