Expert Opinion for Dissertation Purpose:

Questionnaire: Prioritization of factors for Successful Water Supply and Sanitation Plan
Aim: To identify the significance of the parameters on the water supply and sanitation plan. The
parameters which have been considered are: 1) Environment 2) Socio-Cultural 3) Institutional 4) Economic
5) Technology. Pairwise comparison matrices of the parameter and factors affecting these parameters has
to be made. The expert has to give a score comparing the relative importance of the parameter considered
for comparison based on his/ her experience in the field. The parameters and the factors considered have
been explained in the end and can be read for reference.

Parameters Description

Environment

The environment here refer to as source. It act as source of water, land, energy and material for
construction. These are the factors which affect the parameter.

Source: This illustrates the various type of sources of water available like surface water sources,
groundwater and rainfall.

Land: Availability of land for the construction of the water supply and sanitation structures.

Energy: Renewable and Nonrenewable sources of energy which can provide power for different
operations.

Materials and Chemicals during Construction and Maintenance: Availability of construction materially
locally or use of locally available resources.

Socio Cultural

This parameter focuses on the local tradition, beliefs, habits and mindsets of the people. The various
indication which will signify the parameter are:

Compatibility: The community is comfortable while using the new technology.

Community Consultation and Participation: The community involvement regarding the decisions to be
taken for development and their participation in construction.

Health: The current health of the community and the changes which will occur after the system is
constructed.

Attractiveness: The technology used should have some uniqueness or distinctiveness or specialty which
attract people toward them and people should be accustomed to use it and change their existing
practices.

Adaptation: The nature of the people of different age and gender to adapt new technology and to use it
with full advantage.

Economic

A WSS system which is affordable by the users is suitable.

Cost of Construction: Material Cost, Transportation Cost, Labour cost For e.g. the villagers can be given
training for doing the labour work so it will reduce the overall cost

Operation and Maintenance Cost: The o/m cost will occur to maintain the system and make the system
durable and functional over a long period.

Financial Sources: The various sources through which fund can be generated for the system.

Capacity and Willingness to Pay: The community people should have money to afford to pay for the cost
and they should have willingness to pay.

Development Possibilities: The system should be such that it should improve the living condition and
increase more development possibilities.

Technology:

The technology chosen should be reliable and adaptable. The technology chosen should be such that it
fulfills the demand of all the users and it is functional throughout the year.

Resilient: It should be resilient which means that there should be no risk of failure and the structure
should be stable.

Durable: It should be durable which means that it should be stable against the weathering action.

Site Suitable: For construction and operation and maintenance of the project local material and capacity
can be involved based on their capability.

Flexible: The technology should be such that it can be integrated with the previous technology and it
should be such that it can be upgraded further.

Adaptable: The technology should be easily adapted by the users.

Institutional:

The institutional characteristics concern the society on a central level. It mainly include the various
government organizations and stakeholders involved in the providing water supply in the rural areas and
the work they perform. The various parameters which need to be analyzed are:
