Building : any building constructed on the plot ‘Temporary building : any building thet shal be removed after a specific period Main building : the building which is mainly used ‘Annex ; any building constructed for a supplementary usage Building elevation : the distance from the street level to the rooftop Building extension : building wall extension ( up to the ground floor level only) Building projection : Setback ; the distance between the building and the plot boundary Commercial building : building for commercial use only Permitted usage : use of the lands in a specific area Main usage : the main usage as per the land usage regulations Secondary usages : secondary usage on the plot ( garages , maid room etc.) Commercial mall : a group of shops or stores used for commercial use ( area not less than 10,000 sq £.) or any department store that has an area of 10,000 sq f or more. Hotel establishment : hotel or hotel apartment Hotel : any building or part of building ( with at least 10 separate bedrooms with bathrooms ) that provides the pay-residence service. Hotel apartments : a group of furnished villas, flats or studios that provide ( at least 8 ) that provide the pay-residence service Motel : any building or part of building ( at least 10 rooms ) that provides the pay- residence service . Bathrooms can be shared between more than room. Group residence : a building used as residence for a group of people who work or study in an institution ( university, college, school, hospital , company etc.) Labor camp : a building used as residence for a company’s labors . Investment villas : a group of villas ( connected to each other or semi-connected ). The ownership of these villas cannot be divided unless enough setback is provided. Private villa : A villa that is assigned as one family residence. The villa has its own entrance and parking spaces. Arabian house : a house without setbacks assigned for one family. All windows should overlook on an internal courtyard (15 x 15 fin minimum). Showroom : a space ( width of the side facing the street shouldn’t be less than 30 f) assigned for commercial use only Shop : a space with minimum 120 sq f. area. Office : 2 space assigned for office use ( minimum area : 100 sq f) Room : a space assigned individual residence ( minimum area : 100 sq. f) Kitchen : a space assigned for making food and drinks( minimum area : 40 sq. f). One kitchen is permitted for one unit. Preparation kitchen : a space assigned for preparing drinks only. Flat : a space rented as separate unit. The flat should consists of one room or more + hall + space for preparing food + bathroom. Studio : a space rented es separate unit and consists of one room + space for preparing food + bathroom. Watchman room : a space assigned as the watchman residence ( minimum area : 70 sa.) Servant accommodation ; one room or more assigned to accommodate the servants ( ‘minimum area of each room : 70 sq f) Storehouse : a roofed space assigned for storing materials in a proper way. Outside storehouse : unroofed space assigned for storing materials. Garage : a space assigned for car parking . Corridor : roofed passageway and it may connect more than one building Canopy : sunshade Staircase : space that contains the stairway Pergolas ; hollow structure ( 50% of its area as holes) Garbage room : a room assigned for storing garbage temporarily. Balcony : projection ( roofed or not ) and can be reached from the buil ‘Molding : elements can be added to the building as decoration . ‘Vents : vents that provide natural ventilation or illumination. Ancillary ventilation : ventilation provided to a room that its depth is three times its. width. Internal courtyard : open to air space and surrounded with three sides. Airshaft : open to air space thet only service rooms overlook on it. Setback : the distance between the building and the plot boundary line. Total floor area : the sum of all roofed areas. : Floor ratio : total floor area/plot area Unit area : the internal area of a residential area Floor : floor Basement : a floor of which more than its elevation is under street level and its ceiling is not higher than 3.5 f than the street level for all building and 4.5 for residential villas. Mezzanine : the floor between the ground floor and the first floor. Reoccurring floor: the floor which is similar to the other floors Upper floor : the last floor Roof : the floor above the upper floor. Its usually used for service equipment and water tanks, Its area shouldn't exceed 50% of the upper floor. Mechanical services floor : this floor is assigned to contain the electrical and mechanical equipment. Its area is not included in the floor ratio. Floor elevation : the distance from the floor ground to the next floor ground. Net floor elevation : the distance from the floor ground to the bottom of the ceiling. Floor level : the elevation from the street ground to the floor ground Referential level: The level of the first tile from the side of the street. Sign board :any board hung for advertising oon ARTICLE (5)? 1+ Itis not permitted to construct any building unless it is as per the Planning & Survey regulations. 2+ Designs should comply with the Arabian and Islamic culture especially for building located in heritage areas. ARTICLE (6) ‘MINIMUM PLOT AREA ‘A+ Plot area should be as follows : 1- Diera and Bur Dubai : minimum area: 1050 sq f. 2+ Other areas in Dubs i 3- The minimum width of the side facing a street or lane : 30 f B- For irregular shape of land which its area exceeds the minimum area, a square (30 x 30 f) should be contained within the land boundary. ‘The Building Permit Committee can permit projects that don’t comply with A and B in condition that suitable designs submitted for the usage. ARTICLE (7)? ‘BUILDING ELEVATION ‘A+ The referential level is measured as 300 mm above the street edge. Be The ground floor level shouldn't be more than 4 f higher than the street edge. For villas, it shouldn’t be more than 5 £.In case that the plot is facing two streets, the ground floor level shouldn't be more than 1.5 f. higher than the one them and 4 f than the other one. C- Building elevation can be calculated by measuring the distance starting from the adjacent street surface and as per @) D- The elevations of fences and boundary walls shouldn’t exceed 10 f. E= The internal elevation of a floor should be calculated from the its floor to the bottom of the ceiling as follows : 1- Residential and office usages : Minimum : 9 f ‘Maximum: 14 £. 2- Commercial usage: Shops and Showrooms : Ground floor Minimum : 10f Meximum:14 f. Mezzanine Minimum : 8 f 6 inches Maximum: 10-f. Half- mezzanine: Minimum : 7 £6 inches Maximum : 10 f Mal Minimum :.14 f Maximum: 20 f 3+ Industrial & workshop usage : Minimum : 14 £ Maximum : 20 f 4- Roofed parking spaces : Minimum : 8 f Maximum: 10 f 5- Schools and nurseries : Minimum : 10 f Maximum: 14 f 6- Mosques : Minimum : 12 f Maximum: as per design 7- Specialized buildings. ‘As per studies F- Itis permitted to disregard some regulations in E for some buildings like cinemas, schools, commercial malls etc, G- The following elements are exempted from the elevation regulations : 1- Molding : mosque minarets , ornament towers ete 2- Water tanks, elevators, landing strips, smokestacks, radio & TV transmitters 3+ Advertising commercial towers. 4- Trusses are exempted from the building elevation limits H- To disregard elevation regulations for the above cases , the following should be taken in consideration : 1-None of these structures should be used for housing or commercial purposes. 2- The elevation shouldn't exceed the range for the purpose ; ARTICLE (8): il 7 ‘MINIMUM ROOM AREAS = : Minimum area Minimum side length { Shop 120sqf af My Office 100 sq f af Residential room 100sqf of Kitchen 40sqf Sf Bathroom 30sqf 5f Toilet 15sqf 3f inimum area of some rooms ( maid room or watchman room) ul Itis allowed that the mi imum side length 7 f. to be 70 sq f and the mi , ARTICLE (9) : [ CORRIDORS : ‘The minimum width of the corridors as follows: 1+ Residential & office buildings : = Plots exceeding 2500 sq f: 6 = Plots less than 2500 sq f: 5 £ \ 2+ labor camps : | = corridor with rooms on two sides : 6 f ' = corridors with rooms on one side: 4.5 f | 3- Commercial : - lof | 4- Schools, colleges , universities etc: 1 + corridor with rooms on two sides : 10 f = corridors with rooms on one side : 8 f : 5- Other public buildings : as per usage ( not less than 8 £) 6- Minimum width of corridors between rooms in residential buildings not less than 3h | 7+ Itis permitted to minimize the corridor width in small area buildings 8 Itis permitted to put booths in the corridors of commercial use. In this case, the | corridor width should be at least 5 f. The booth width shouldn’t be more than 6 f and the distance between a booth and the next one shouldn't be less than 10 f. 9- The minimum elevation of the corridor should be as follows : = Residential, office and labor buildings : 8 f [ MUN QF 4 ‘Commercial and educe Specialized buildings : in accordance to the building usage (not less than 8 f) A Be Cc D- F G- ional buildings : 10 £ ARTICLE (10): Stoors m It is permitted to provide omamental projections inside the stoops as follows : 1- The omaments should be 1-6 inches with minimum height of 9 from the stoop floor surface. 2+ The window bottoms should not exceed 6 inches. 3-, Signboard installation should be as per regulations m ‘The stoop should be designed to be used by the others ARTICLE (11) ‘SETBACK Setback is determined as per the regulations of the land classification system in the Emirate of Dubai Setback is measured from the plot boundary for the side facing adjacency and from the mid-ling ofthe street for the side facing the street or lane. For all buildings ( but the commercial ones) setback is applied starting from the ground floor. Tn commercial buildings, setback is applied from the first floor above the commercial part. In case that the ground is assigned for commereial purposes completely, setback of 10 f should apply on the back and adjacency sides. ‘No ornamental projections can be made in the setback Setback is calculated on the basis that the floor elevation average is 10. in condition that the total elevation of the building doesn’t exceed the number of floors x 13.. In case that the total elevation is higher than number of floors x 13, the actual elevation of the building is adopted. Roof is not included in measuring the building elevation when setback is calculated. ‘No constructions or buildings are permitted but the parking spaces and electrical transformers on the setback area. No projections ( but those listed in Article 16) are permitted in the setback area, K- Itis permitted to provide a side shaft instead of setback on the side of the lane in condition it has the same depth of the requested setback and its side parallel to the lane should not be less than 30 f L- Maximum setback for all buildings is 25 f regardless of the elevation. M- Minimum setback for all buildings is 10 fon the side of a graveyard regardless of the elevation. N+ Minimum setback between two buildings in the same plot = sum of the setback of each building to the adjacency. For industrial building, setback between two buildings can be 10 f. ARTICLE (12): NATURAL ILLUMINATION AND VENTILATION : ‘Vent: any part of a window that can be opened or any door that can be kept open. A vent should be provide natural ventilation or illumination and any apparatus ( AJC) cannot be considered a vent. All building spaces should be provided with natural ventilation and illumination. If the space depth is three times the width, the space should be provided with ancillary ventilation. In case that passageways are provided with natural ventilation from the adjacent rooms, the area of the passageway should be added to the rooms area when vents areas are measured. ‘Natural ventilation and illumination can be replaced by artificial ones in toilets , bathrooms, passageways, halls and some rooms which require that. A prior permission should be obtained from the Building and Housing Dept. Tllumination level in the different parts of the building should be as per the adopted standard levels. The amount of the air in the building should be as per the regulation in the Emirate of Dubai. A kitchen can be part of the living room space in condition that ventilation can be provided to the living room from the side of the kitchen and the kitchen should be provided with the proper mechanical ventilation. No ventilation or illumination vents can be made on the adjacency side unless required setback is achieved as per Article (11). ARTICLE 13 ‘VENTS: Windows : 1- Every room ( residential or not), stairwell, kitchen, hall or passageway should be provided with a vent. The vent area. should be not less than 10% of the ground area of the residential room and 5% of the service room ( kitchen, ‘toilet, bathroom, storeroom or staircase). | 2- The above vents can be made in the ceiling in condi that the room is not used as a bedroom. These vents should be provided with mechanical opening | r means. 3+ Staircase should be provide with a vent in every level starting from the first floor to the last one. | 4- Stores and workshops should be provided with vents ( 5% of the ground \ area).Store doors are considered as vents. | ; B- Doors ' 7 \ Door width should be as follows : ‘ Bedroom or office 90.em | Kitchen 80 om Bathroom 70cm Shop 100cm Workshop or store 300m Staircase 100 cm C+ The following should be taken in consideration upon making vents : 1- Handrails should be made on balconies, verandas and on the intersection of j different levels (difference more than 3 f) | 2+ Main door of the flat on the reoccurring floors should open to air of staircase directly. | 3+ The bottom side height of a window should not be less than 3 fin case there is no a balcony or a veranda behind the window or if handrails are provided ( height not less than3 f) 4- The engineer has to study the handrail height ( height should be in compliance with the window height ). ARTICLE 14 AIRSHAFTS | A- Vents that overlook on the airshaft ; 1- Bathroom : vent area should not be less than 9 sq f and width not less 3 £ Natural ventilation and illumination can be replaced by mechanical one | ‘as per regulations. | 2+ Kitchen : vent dimensions shouldn’t be less than 10 x 10 £. regardless of the building elevation in condition that natural ventilation is provided as { per regulations if the t 3+ Kitchen open to hall: itis permitted to exempt these kitchens from vents | overlooking on airshafts if theses kitchens face the hall vents and | mechanical ventilation is provided. t 4- Preparation kitchens : vent minimum area : 9 sq £. minimum width : 3 £ B- Rooms overlooking on airshaft 1- if all unit or office rooms are provided with natural ventilation and illumination from the airshaft only, the minimum airshaft area = (building elevation)? 2 (minimum side length : 15 £, minimum area 225 sq f) 2- If some rooms overlook on street, lane or setback, the minimum airshaft area = (minimum side length : 10 f, minimum area 100 sq f) 3+ if one kitchen or more + one room or more overlook on the airshaft, the minimum shaft area building elevation x building elevation 2 3 (minimum airshaft area= 10 x 15 £) 4- For flats that exceeds 1600 sq f,, servant rooms can be provided with natural ‘yentilation and illumination through airshafts ( minimum : 10 x10 f) regardless of the building elevation in condition that mechanical ventilation is provided for building more than G+ 7. D- Airshaft in Arabian houses shouldn't be less than 13 x 15 £. E- Every airshaft should be provided with entrance for cleaning. 6 x 4 or less shafis should be provided with a metal stair for maintenance. F- Every airshaft should be provided with necessary equipment for discharging rain water G- ‘All airshafts should be unroofed. In case that airshafts are roofed the following should apply : 1- If the roofs transparent or semi-transparent, side vents should be provided with total area of the airshaft area, 2. If the roof is not transparent, side vents should be provided with total area : 15 x airshaft area 3+ The roof can be extended to cover an area more than the airshaft area in condition that the extension is not longer than half the side vent elevation, 4- These vents should be provided with proper control means. ARTICLE 15: MECHANICAL VENTILATION & ILLUMINATION + CA/C | Ac In case that natural ventilation and illumination are not provided in building like cinemas, malls, restaurants, halls, public buildings and specialized buildings, : artificial ventilation and illumination can be provided as follows : 1+ Ifthere is central air conditioning and lighting systems in parts of the f building. | 2+ The ventilation and air conditioning system complies with the regulations and specifications approved by Building & Housing Dept. ' 3+ The engineer has take responsibility for the calculations of the . illumination, air conditioning and mechanical ventilation. 4- The areas of the airshafts should be as per Article 14 regarding kitchens provided with mechanical ventilation. 5- All regulations concerning thermal insulation should be apply when the ventilation and illumination calculations are made. ARTICLE (16): ‘ PROJECTIONS & BALCONIES OVERLOOKING ON THE STREET A- A balcony is permitted on the whole building side overlooking on a street as follows : 1- The balcony should on the first floor or higher | 2+ Minimum distance between the balcony and the street floor is \ 10f, : 3+ Minimum distance between the balcony and the adjacency is 3 f. | 4- No balconies or projections are permitted on street or lanes with width less than 30 f. | 5+ No structural projections are permitted for the footings and boundary walls out of the plot boundaries. | B- Balcony area (that juts out of the plot boundaries) can be closed : or added to the internal area as follows: \ 1+ minirhum street width : 30 f | 2- balcony area not more than 50% of the whole side facing ‘the street, 3+ Minimum area of the rooms not less than the minimum | average ‘ 4- No other projections are permitted on the closed or added pars. | 5+ Projection should be on the first floor or om a higher floor. ‘ 6+ Special projections should be presented. C- Projections are permitted on the building fagade as follows : 1- 6 f. projection if the street width is 60 f or more. | 2- 5 f. projection if the street width is 50 f or more. 3+ 4 £. projection if the street width is 40 f or more, 4- 3 . projection if the street width is 30 f or more. 5- Ifand 6 inch ornament projection if the street width is 20 f ormore. 6- Ifornament projection ifthe street width is 20 for less. 7- 3 £ omamental projection on the roof of residential villas. 8- If, ornamental projection on the villa setback. 9-8 inch omamental projection on the airshafts that exceed 15 x 15 f. 10- Omamental projection inside corridors as per Article 10. ARTICLE 17: PERGOLAS: ‘Ac Itis permitted to construct pergolas around the buildings on the unoccupied spaces. Maximum height : 10 f. B- tis permitted to construct pergolas to cover swimming pools on the roof. ‘Minimum 5 f. is required . The pergola shouldn't jut out more than 5 f from the swimming pool line. Maximum height : 10 £ ARTICLE 18: ‘BASEMENT : ‘A- Basement ceiling shouldn’t be 3 f and 6 inches higher than the street level for buildings and 4 f and 6 inches for residential villas. B+ The basement should be connected to the building with internal stair in addition to a fire escape. C- Basements should be provided with the proper ventilation and illumination as per Articles 14 and 15. D- It is not permitted to use the basement separately from the building. Es It is not permitted to use the basement for residential, office or commercial usage. Basements should be utilized as follows: I Parking spaces and building services ( electrical room, telephone, pumps ete.) 2+ Resident services (laundry room, drying room, swimming pool, eym, sports hall for kids etc) F- No part of the basement shall jut out of the plot boundaries. G- It is not permitted to use the adjacency land upon constructing the basement walls unless a written permission is obtained from the owner and the Building & Housing Dept. H- Upon casting basement footings or sucking water, safety conditions should be provided for the adjacency buildings. ARTICLE 19: MEZZANINE: A- Itis permitted that the mezzanine area is 100% of the ground floor area on plots where mezzanine floor is permitted. B- Itis permitted to use the mezzanine floor separately in accordance to the usage of the first floor (office , residential ) or for the building service usage. Itis permitted to use the mezzanine floor for commercial purposes if it used with the ground floor in condition that they are connected to each other by a panoramic elevator or stair etc. D- Itis permitted to use the mezzanine floor completely as parking spaces or for the main use of the building if the building is used fro cone purpose. E+ Itis not permitted to make another mezzanine within the first floor if the original mezzanine floor is separated. F> No projection, balconies or verandas are permitted on the mezzanine floor. c. ARTICLE 20: ROOF FLOOR: ‘Ac It is permitted to add the roof floor above the last floor in all buildings but residential villas, industrial buildings and labor camps. B- The roof floor can be used for elevator room, water tanks, pump rooms, electricity room, telephone room, pergolas, swimming pools, ‘gym, and other building services if the plot area exceeds 2500 sq f. Total area of the constructions on the roof should not exceed 10% of the total areas of the floors. Maximum area 10,000 sq f and minimum setback 5 f from the building line. Swimming pools are exempted from the setback condition and their areas are not included with other constructions. C- A swimming pool with pergolas are permitted on the roof and they are not included in the 10% area mentioned in B. D- The maximum height for the swimming pool is 8 fand fro gym 12 £. E Itis permitted that the elevators reach the roof floor. F- No constructions are permitted above the roof floor ceiling or the swimming pool level except elevator room, stair room, water tanks, air conditioning equipment and other parts mentioned in Article 7. It is permitted to put advertising boards on the roof as per regulations of advertising boards in the emirate of Dubai. H- Constructions on the roof cannot be used for any commercial purposes, They are only assigned for the use of the residents. G. ARTICLE 21: STAIRCASES ‘A> Every building ( that consists of more than one floor and the meximum floor ‘area is not more than 5000 sq f or 15000 sq f for the total area of the building ) should be provided with one stair at least. An additional stair should be added if the floor area exceeds 5,000-10,000 sq f or the total area of the building is 15,000-30,000 sq f. and an additional stair should be provided for the same increase of areas. The distance between any flat entrance and the stair should not be more than 30 m. . B- Minimum width of the stair should not be less than 3.5 fin residential and office buildings and 5 fin'public use buildings. The stair landing width should not be less than the stair width. C- Maximum stair flight steps not more than 14 . Maximum step height not more than 7 inches and minimum width 11 inches. Stair measurements as follows : (step height )}( step width) = 60-65 ém and circular stair are exempted from that 72s 30 : D- All steps should be identical. E- Minimum net height above every step is! f! F- All stairs in residential, office and public buildings should be made of fire proof materials, Natural ventilation and illumination should be provided to all stairs. In building higher than 10 floors, it is permitted to provide stairs with mechanical and electrical ventilation and illumination. G- Handrails with minimum height of 3 Should be provided, Hole width in the handrails should not be more than 13 ei If the stair width exceeds 7 fan additional partition should be provided. He Stair location should comply with following: 1+ Stair should be reached from any point in the building and it should be close to streets and lanes 2+ Maximum distance between the stairease door and any flat door is 90 £ T+ Incase that a stair is next to a flat door’ the minimum distance should be not less than 3 fo avoid any falling accident . Je All stair exits should be provided with clear signs clarifying their locations. K- Fire escapes : the following should apply : 1+ the fire escape should be separated by a fire proof wall (at least for one hour ) and a smioke proof door. 2+ The fire escape should be provided with the natural and artificial illumination. It also should be provided with a vent ( minimum area : 4.5 sq f) in each floor for natural ventilation. L+ The emergency exits should be provided with signs clarifying the location and they should comply with the following : Minimum Minimum width Number ° “of the stair of exits Maximum 200 people 2 3fand 6 inches Maximum300 people 2 4f Maximum 500 people. 2 5f Maximum750 people 3 Sf Maximum1000 people 4 Sf M- Maximum number of steps in each flight of a fire escape should fiot be more than 20 and not less than 3. Maximum height of a step : 20 cm. N- Fire fighting regulations must apply on fire escapes. > B Cc D- A 7 G- The elevator should be provided with an electrical lock system and alarm system ARTICLE 30: ELECTRICAL ELEVATORS : multi-storey buildings should be provided with elevators as follows : 1- Inall buildings with more than 3 floors, elevators should be provided with suitable capacity. 2. In public buildings, elevators or escalators should be provided 3. In commercial malls, panoramic elevators ( capacity: 10 persons ) or escalators should be provided. ‘Number and capacity of elevators should match the number of floors and areas Minimum capacity of any elevator: 4 persons.” Elevator location should be reached easily from any point and they should be ‘close to the stairs. ‘The elevator room on the roof should be: 1- The room dimensions should be as per the manufacturer specifications. 2- The room should be provided with a good air conditioning system 3- It should be provided with a door that can be firmly locked and all other vents should be firmly closed. 4+ All operating cables and wires should be hidden and anti-rust 5- Covers should be provided for all pulleys and moving parts The lift shaft should be as follows = 1-. the dimensions should be as per the manufacturer specifications 2. the lift shaft parts that are subject to water leak should be treated with waterproof materials. for overloading. It also should be provided with the proper mechanical ventilation in addition to illumination. H- Warning signs ( regarding capacity and load, number of persons, no smoking ) should be provided inside the elevator. A warning sign (that should be placed near the door) stating the elevator shouldn't be used in case of fire. I- All elevators should be tested regularly and the owner should obtain a statis certificate for ever elevator every year. ARTICLE 23: SLOPES ‘Ac Slopes can be calculated as part of the fire escapes B- The slant of the slope for cars should be'l-10 and it can be 1-8 if the Building and Housing Dept. finds reasonable technical justification. Ce The slope ground should be rough and not slippery. The wall corners should be covered with rubber. / D- The dimensions of the slopes should be as per Article 25. E- Mirrors should be provided to the slopes to give a clear vision at the curves. F- Minimum height tarting from the slope ground should not be less than 8 f. G- Natural ventilation and illumination should be provided to all slope parts. ARTICLE 24: PARKING SPACES : ‘Ac parking spaces ( roofed or not ) should be provided inside the plot boundaries. B- ‘The number and specifications of the parking spaces should be as per Article 25. C- No amendments ( number, design, dimensions) can be made to the parking spaces without a prior written permission from the Housing & Building Dept. The contractor and the consultant shall bear full responsibility for any ‘Violating amendments. D- The Housing & Building Dept. has the right to ask for study regarding the traffic effects that may arise from the project ( projects that may attract many people like shopping inalls, complexes etc). E+ The existence of public parking spaces adjacent to any plot doesn’t mean that the plot cannot be provided with its own parking spaces. F- Car entrances and exits should be as per regulations and the site plan in case that they are assigned on the site plan. G- Car entrances and exits shouldn't be on the lane side or plots assigned for public parking unless the access from the streets cannot be attained. H- The basement ceiling level can be higher if the basement and the ground floor are used as parking spaces in condition that the ground floor elevation doesn’t exceed the limit mentioned in the regulations. T+ Road works plan ,attached with the building permit application, should include the following : 1+ the setting out plan should clarify: the streets, lane, footways , adjacency, lane level, plot level, adjacency level, referential level, car exits and entrances, traffic direction on the streets, intersections and street light poles. 2+ Parking spaces for all floors. 3. Traffic signs and control equipment 4- Any other details requested by the concerned department 5- Calculations of the parking spaces 6- Traffic effect study ( if requested) Je Incase, that itis difficult to reach the parking spaces through the slopes, lifts can be used in condition that the parking floor is only used for parking spaces K+ Mechanical ventilation and electric illumination should be provided if natural ones can not be provided . L+ The necessary piping should be made for discharging rain water - M- Ifit is known for the Department after the issuance of the building permit that the entrances and exits contradicts with the existing and entrances of the adjacency or with the traffic movement in the adjacent streets, the Department has the right to request making amendments ‘N+ The parking spaces floor should be covered with washable materials. - Drawings clarifying the method of protecting the holes to the Department to be approved in case that there are drilling works on the plot boundary from the adjacency side or the street side P- Drawings clarifying the public pavements surrounding the plot; dimensions, levels, and the survey reference . ARTICLE 25 ‘TECHNICAL TERMS FOR PARKING SPACES ‘Ac Parking floors should be provided with the proper signage showing exits and entrances and the direction of traffic, Also mirrors should be provided in spaces in which vision is not clear for drivers. B- Parking spaces should be provided with conerete restraints to prevent cars from crossing the front limits of the spaces. C- All walJs and colugins adjacent to the traffic movement should be provided wit rubbegangles unless there are pavements. D- Parking spaces should be numbered as per the approved drawings. E- The minimum number of parking spaces in buildings is as follows : I+ Residential buildings = Residential villa: 1 No. parking space for each villa. = Residential flat: = 1 No. parking space for each flat ( 1600sq f or less) = 2Nos. parking spaces for each flat ( more than! 600sq f = 1 No. parking space for each studio. = 1.2Nos. parking space for each flat in areas with special planning. 2+ Office :- 1 No. parking space for each 750 sq f of the total area, 3- Commercial Usage : ~ = 1 No. parkirig space for each 750 sq fof the total area of the commercial usage. - 1 No, parking space for each 500 sq fof the total used area in commercial centres 4—Commercial centres : buildings which are used completely as commercial centres ( 10,000 sq f or more), should be provided with parking spaces not less than 30% of the required parking spaces. The ground floor can be used as a parking floor. 5- Hotels : = 1 No. parking space for each 5 rooms. = 1 No. parking space for each 500 sq fof the total area of restaurants. ~ INo. parking space for each 200 sq fof the total area of lounges and halls. = 1 No. parking space for each 2 suites = 1 No. parking space for each 500 sq m of the hotel offices and shops. - 1 No. parking space for each hotel apartment. = 1 No. parking space for each hotel room if it includes kitchen or preparation room. 6- Schools : = 1 No, parking space for each classroom * = 1 No. parking space for each 500 sq fof the administrative use areas. = 1 No bus parking space for each 3 classrooms NYKO | OTA = Old schools ( built before 1990) are exempted from the above conditions . | | 7+ Mosques : as per regulations for mosques 8- group residence : as per planning regulations 9- cinemas & theatre : 1 No. parking space for each 3 seats 10- Function halls : as per planning regulations , 11+ Recreational buildings and labour camps : as per studies Fe Plots in Old Dubai are exempted from the parking regulations but the | following cases : 1- Incase that the number of floors exceeds what stated in the regulations, parking spaces should be added for the additional floors. 2- Commercial centres: parking spaces shall be provided as per the center 4 area only. G- Ifthe plot overlooks on a main street and on a secondary street, parking spaces should be placed on the side of the secondary street. H- Parking spaces entrances and exits: | 1- Separate exits and entrances should be provided to the parking spaces. + Lifts can be provided ifit is possible. ‘2+ The distance should not be less than 50 f from the plain ground and the | distance can be minimized to 30 f. Wy 3+ There should be a distance between the exits and entrances and road intersections. They should not face any T intersection. | 4+ The building exits and entrances shoild not contradict any adjacent existing ones. 5- They should be placed properly to provide sefety for the adjacent ' streets. T- Exit & entrance width : way, = 10 for 3.m for one side path | = 20 for 6 m for two side path YS = small plots can be provided with 3 m two side path if the path provided with the necessary system to regulate traffic. | F J- Dimension of parking spaces (for light vehicles) and routes : 1 In case that the parking spaces are parallel to the route: 2.5 x 6 m for parking spaces . 3 m for the route. 2. 45° parking space : 2.5 x 3,65 m for parking spaces and 3.25 m for the | route. ! 3- 60° parking space : 2.5.x 5.85 m for the parking space and 3.75 for the route. | 4+ Vertical parking space: 2.5 x 5.5 m for parking spaces and 5.5 m for the route, a K- The Department can give permission ( for special cases) to minimize the depth of the parkipg spape nog more than 40 cm: L Minium @esteee the parking space :8f, (2.45 ™) Maximum elevetien of the parking space: 10 f. In case that other activities are practiced in the same floor ofthe parking spaces, the seen be the same of the floor. ARTICLE : 26 ENVIRONMENT CONDITIONS : ‘A; All environmental effects (air, sun, soil, adjacency, noise, pollution etc) should be complied with, Also, the Thermal Insulation regulations should be complied with, B- The engineer has to get written approval for projects that cause pollution to the environment. C- The Department has the right to request any amendments regarding protecting the environment. It also has the right the to cancel any permit ifthe project, may cause serious environmental problems. ‘D- Thermal and Acoustic insulation should be applied as per regulations. E- The engineer has to study the sun and wind directions. F- The engineer has to select the proper materials that do not cause any environmental hazards. G- The engineer has to comply for the hygienic conditions inside and outside the building; sun, ventilation and shades . He The engineer has to select the approved pesticides to Kill ants in the ground floor. L-_ The engineer has to erect walls to separate buildings or plots J The engineer has to comply with the Emirates laws regarding the environment; recycling drain water, air pollution, swimming pools, safety for the children games. K- Tree can not be cut without a prior written permission from the Agriculture Department. L+ Noise produced by gadgets should not exceed 55 decibel from 7:00 am to .00 pm and 45 decibel from 8:00 pm to 7:00 am. M- Heritage buildings can not be removed or demolished without a prior permission form the Department. N- The engineer has to stop all the works if ruins are found or the works cause damages to the service lines. O- The engineer has to comply with the regulations during the period of construction : 1- To comply with the Department regulations regarding work timing 2+ The timing is from 6:00 am to 8:00 pm in the populated areas. 3- Measures should be taken to minimize the noise level 4- Measures should be taken to prevent the spread of dust: # Water should be sprinkled if there is possibility of stirring dust. | ‘© Vehicle routes should be covered with special materials to prevent stirring dust f + Taking necessary measures during unloading or conveying materials. 5+ Taking special measure to prevent the spread of smoke and gases. | 6- Taking the necessary measure to keep the site clean. 7- All building materials should be stored in a proper way. Chemical ne ‘materials or petrol should be stored safely in small amounts. | 8- Garbage and debris should be sorted and taken away in proper ways. 1+ Coefficient of heat transfer for the ceilings and walls shouldn't exceed : the limits stated in the thermal insulation regulations. 2+ Glass ( all types ) should be used as per the thermal insulation | regulations. J 3. All works regarding the thermal insulation should be carried out as per the thermal insulations regulatios. Q- : All building (having large glazed areas and more than G+ 1 ) should be iis provided with the proper tools for cleaning the glass. | ARTICLE 27: REQUIREMENTS OF SPECIAL NEEDS PEOPLE \ ‘Ae In public buildings, commercial malls, mosques, theatres, cinemas, sports centres, and public parks the following should be complied with: I 1+ Slopes (inclination not more than 1/12)should be made at pavements, external stairs. f 2+ Special parking spaces for the special needs people; 1.3%26F the total? ty number of the parking spaces ( fraction should be rounded to one). ‘Meximum number of the special parking spaces : 10 . 3+ These special parking spaces should be close as possible to the lifts and main entrances. Maximum distance from lifts and entrances : 60 m. | 4- Suitable spaces for the special needs people should be provided at the main entrances. | 5- Plain paths should be provided from the parking spaces to the main 4 entrances or lifts. 6+ Special W.C should be provided as per Article 44. 7- The specifications of one of the lifts should be as per the Department ' regulations for the special needs people. 8 All corridors and paths should be as pet the Department regulations for the special needs people. ! 9- In multi storey commercial centres, there should be at least one lift which complies with the special needs people requirements. @ 10- Safety requirements of the special needs people should be complied with. B+ In Investment buildings ( Area more than 50,000 sq f), the following should be provided : T+. Slopes (inclination not more than 1/12)should be made at pavements, external stars. ‘2+ There should be at least one lift which complies with the special needs people requirements. 3 Special parking spaces for the special needs people; 1% of the total number of the parking spaces ( fraction should be rounded to one). Maximum number of the special parking spaces : 5. 4+. Parking spaces of the special need people should be as per the Depariment regulations. The parking spaces should be close to the main entrances and lifts. 5- Signage leading to the parking spaces of the special needs people should be installed. 6 Tracks of the special needs people should be direct and plain . They should be also as per regulations. Ce Inthree star ( or more) hotels, the following should be provided to the special need people : ‘|. One room for the special needs people if the number of the rooms in the hotel is less than 100 and 2 Nos. rooms if the number exceeded 100. 2- The specifications of the room should be as per the regulations; door dimensions, door, area around the bed, window, desk, wardrobe, electric buttons, alarm , and chair. 3. The bathroom specifications should be as per the regulations ; bathtub, toilet, basin, wardrobe, mirror, floor tiles, door measurements, 4+ The room should be provided with an emergency exit that leads out of the building or toa balcony. 5- One of the lifts should comply with the requirements of the special needs people. 6+ Special parking spaces for the special needs people; 1 No parking space out of 75, Maximum number of the special parking spaces : 5. 7- Special needs people space at the main entrance should be provided. 8 Slopes (inclination not more than 1/12)should be made at pavements, external stars. 9-. Tracks of the special needs people should be direct and plain . They should be also as per regulations. D- Slopes should be as follows : 1- Pavement slope should be an integral part of the pavement 2+ There should be a plain floor between two consecutive slopes. 3+ All slopes should be provided with warning signals ; edlors 4+ Slope ratio : not more than 1/12 5- No parking spaces in front of the slopes 6 Slopes should be match pavernents regarding the direction 7- The slope should be smooth 8+ Incase that the slope height is more than 50 om, the slope should be provided with a handrail. 9- No inlets shall be placed on the slopes 10- Minimum width : 1.2 m 11-Slopes should be provided with the proper signals that show directions 12-At turing points, slopes should be provided with preventive barriers, 13-The handrail should be extended for 30 om at the end of the slope ARTICLE 28: ‘SERVICES ; ELECTRICITY, TELEPHONE, WATER, SEWAGE NETWORKS : ‘Ac The engineer has to be familiar with all regulations concerning the above services, The engineer has also to consult these departments to check the service lines. B- Electricity rooms should comply with the follawing : 1- The electricity room specifications should be approved by DEWA 2. The meter room door should not be flammable and a fan should be provided inside the room 3+ Safety conditions should be complied with 4 Transformer room ean be placed in the setback area C- Every residential unit should have only one electric meter and one water meter. No additional meter for units should be added without a prior permission from the Department. ‘All building spaces should be provided with necessary outlets of electricity, telephone and TV , All service rooms and wiring should be as per regulations. E+ All materials used in service rooms and wiring should be as per regulations. F- All buildings ( more than 10 offices or flats ) should have a directive signage at the main entrance or near the lift G-. Signboards of all shops and showrooms should be placed on special places. ‘Minimum width of the signboard should not be less than 3 f. He No signboard shall be hung without prior permission from the concerned department. 1+ When water tanks or satellite dishes are installed, an architectural remedial shall be done to keep the general view of the buildilng. Je. Special spaces or solutions should be provided for hanging clothes in order to keep the building general view. K+ Am architectural remedial should be done to hide air conditioning units. The distance between any A/C and the adjacency should not be less than 3 f. L+ All thermal insulation regulations shall apply upon the design works 9 ARTICLE 29: Fire FIGHTING ‘Ac All buildings should be provided with approved systems of fire alarm and fire fighting as per regulations. B- The owner is responsible for keeping the fire alarm and fire fighting systems. Tenants are responsible for keeping all pathways and emergency exits clear. Tenants are also responsible for keeping the fire alarm and fire fighting systems that are placed inside their units. C- Itis not permitted to install any obstacles on the windows above the ground floor. D- All regulations regarding safety should be complied with. E- Building entrances and exits are calculated as per the number of the floors and their areas. F- All doors and tools should be fire-proof G- All stairs should be provided with the necessary natural and artificial ventilation and illumination. H- All buildings parts should be provided with the alarm lights I- All high rise buildings ( more than 20 storeys ) should be provided with heliports J All fire escapes should be clear ARTICLE 31 ‘VILLA ANNEX ‘Ac It is permitted to construct annexes ( G only) for the usages of garages, external kitchen or servant rooms as follows : 1+ ‘The maximum height on the side of the adjacency should not exceed 14 m and 15 mon the side of the lane and streets 2. Minimum setback between the villa and the annex should not be less than 10f 3+ The annex should be parallel to the boundary wall. Enough setback should be between the annex and the boundary wall to provide the necessary ventilation B- In case that the annex is built on the boundary line, the air conditions unit should be on internal side C- Itis permitted to build a garage on the boundary line D- Annex can not be used for any commercial use. The roof of the annex can be used to place water tanks or air conditioning units only. Stairs are not permitted for annexes close to the adjacency. E- Ifannexes are joined with the main building, all setbacks shall apply F- Anannex cen be joined with main building by a roofed pathway ( maximum width : 10 £) with elevation not higher than of the annex. G- The total areas of the annexes should not exceed 60% of the total area of the villa, ARTICLE 31: ‘LABOUR CAMPS Itis permitted to construct labour camps on plots assigned for that as per regulations + ‘A- Area of the camp should be calculated on the basis of 30 sq f for each labour. Shower + toilet + basin for each 10 labours. B- [tis permitted to build the labour camps without setbacks ( unless something different is mentioned ). . C- The number of floors and setbacks shall be as per the Class ‘System in the Emirate. D- Minimum setback between building should not be less than 20 f. The area of the intemal yard should not be less than 20x20 f. E+ The first of the construction should accommodate 50% of the totel number assigned for the plot. F- No doors or windows shall be on the street or lane. All entrances shall be located within the plot G- Itis permitted to construct projections as lanes on the first floor ( 4.5 f).Theses projections should be open to air He Itis permitted to construct rooms with separate services ( 1 No. room for each 40 labours). Spaces for children 1 movement should be available. 10-One room should be used as a clinic ARTICLE 35: ‘HEALTH CARE BUILDINGS A - Hospitals : 1- Hospital are licensed as per regulations 2. Health & Medical Service Department approval should be obtained before submitting for the building permit. 3+ All works of design and construction should be as per the international standards 4- All the building components r( rooms, corridors , lift, doors, piping , wiring ttc) shall be in accordance with medical gadgets that shall be used in the hospital. 5- All interior designs should indicate the medical gadgets that will be used in the hospital. 6- Natural ventilation and illumination should be provided to all components of the hospital. Mechanical ventilation should be provided to the parts which can not be provided with natural ventilation. 7+ Natural and artificial illumination intensity should be as per the international standards. 8+ Patient rooms should be far from streets and parking spaces. 9- There should be an electric generator 10- Parking spaces as per regulations 11-Providing garbage rooms and means of discharging garbage as per regulations B- Clinics: 1+ The location of the clinic should be as per regulations 2. Health & Medical Service Department approval should be obtained before applying for a building permit. 3+ Clinic : 2Nos. rooms ( 12 sq m each) + hall 4- There should be 1 No. toilet at least ‘5. There should be a diagnosis room + waiting room for men + waiting room for women 6- The floor should smooth and cleanable C- Pharmacies : 1- Minimum area : 300 sq f 2- Minimum height : 9 f 3- The nearest pharmacy should 200 m away at least 4. The floor should be smooth and cleanable C- Fitness & Message Centers 1+ The building should be provided with the proper hygienic conditions : natural ventilation + illumination 2+ The center should be provided with enough number of toilets and showers for both genders 3- Changing rooms should be provided for both genders 5 6 ‘The center should be provided with rest rooms to be used after having ‘steam baths or sauna. The floor should be treated to be sound-proof, ARTICLE 36: ‘HOTELS Ac Hotels are licensed as per regulations B- Tourism Department approval should be obtained before applying for a building permit. The engineer should consult the Tourism Department regarding hotel classification D- Providing parking spaces as per regulations E- Minimum number of rooms for hotels and motels:10 Minimum number of apartments, villas or studios for hotel apartments : 8 ° F- The minimum number of separate hotel rooms should not be less than 50% of the total number of rooms. ARTICLE 37: ‘TECHNICAL CONDITIONS OF HOTEL ESTABLISHMENTS ‘Ac A reception counter + luggage store should be provided at the ground floor B- Waiting lounge should be provided C- Dining hall, cafeteria, or kitchen should be provided for hotels and motels D- Small store in each reoccurring floors E- There should be a lift if the elevation is more than G +2 F- Ineach dining hall and waiting lounge, men toilet and women toilet should be provided. Each toilet should contain basin, rinsing pipe or chair, cold and hot water. In hotels the minimum net area of @ room( without the bathroom and the lobby ) should be as follows: = single room : 9sqm = double room : 11 sqm = 3 person room : 13 sqm G. LH: Every room should contain bathroom including shower, toilet, basin, cold and hhot water, and electric outlet for a shaver T+ Inmotels the minimum net area of a room( without the bathroom and the lobby ) should be as follows: = single room :8 sqm = double room :10 sqm = 3 person room: 12-sqm J- Inmotels bathrooms can be private or common. bathroom should include shower, toilet, basin, cold and hot water, and electric outlet for a shaver. The number of bathrooms should be as follows: = private bathrooms : 25% of the total number of bathrooms ~ common bathrooms : 755 of the total number of bathrooms K- Inahotel apartment, the minimum net area of a bedroom( without the bathroom and the lobby ) should be as follows: = bedroom : 12sqm = studio: 17sqm | L+ Inhotel apartments, . bathroom should include shower, toilet, basin, cold and hot water, and electric outlet for a shaver. M- Suitable illumination should be provided in corridors, main entrance, stairs, rooms and lounges N- Air conditioning should be provided to all corridors, main entrance, stairs, rooms and lounges | O- Safety conditions shall be applied as per regulations. P- Proper illuminated signage leading to stairs and fire escapes should be installed in all corridors, main entrance, rooms and lounges ho Q- Fire fighting equipment should be installed in reachable places R- A small plan clarifying the place of the fire escapes should be hung behind every room door. ARTICLE38: PETROL STATIONS + ‘Ac The location of a petrol station should be as per regulations B- Plots allocated for the use of petrol stations, can not be used for any other purpose but some activities like car service, cafeterias and mini markets (area not more than 1600 sq 4). i Ce Parking spaces should be provided as follows: 1 No. parking space for each 750 sq fof the mini market area . The parking spaces should not affect the movement of the cars in the petrol stations. { D> Itis permitted to construct the units on the boundary line on the side of the streets and lanes and there should be 10 f setback on the side of the adjacency. E- Safety conditions should be applied as per regulations F- Shop or annex elevation should not exceed 14 f. Gé Itis permitted to construct 2 Nos. rooms for the petrol station labours if the " petrol station is inside the city, and 3 Nos. rooms if the petrol station is outside | the city. He The petrol stations should be provided with toilets for customers: 2 Nos. r toilets for men and 1 No for ladies. | Petrol stations should be provided with necessary equipment of filtering drain water; oil and sand traps.
