MEMORANDUM FOR DIRECTOR, DCMA

SUBJECT: Letter of Input – MSgt Keven Barnes

This letter documents the performance of Master Sergeant Keven Barnes during his deployment
as ACO and Operations NCO for Defense Contract Management Agency Iraq from 14 Nov 04 to
1 Apr 05. During this period, MSgt Barnes technical skills, professionalism and devotion to duty
contributed immeasurably to the missions of DCMA, the Department of Defense, and the
Department of State.

Utilizing his procurement system background,

As Operations NCO liason, MSgt Barnes …

MSgt Barnes took equal measure accounting for our most valuable resource, our people …

MSgt Barnes further enhanced the safety of DCMA personnel by ensuring communications
capability throughout Iraq …

During his tour, MSgt Barnes endured over xxx indirect hostile enemy attacks on his position,
including mortar fire, rocket attacks, and small arms fire. He consistently put the needs of the
soldiers, Department of Defense, and Department of State ahead of his own. His efforts made a
distinct contribution to the success of coalition forces in Operation IRAQI FREEDOM and the
US Embassy’s humanitarian and reconstruction efforts of Iraq. It was a pleasure to have served
with him. He will be sorely missed.

• Brought to the ACOs attention that the Gurkhas have been traveling to BIAP in
"Soft Cars" when the rule has been that since October 04 - No Soft Cars in the
Red Zone and that they now only have 36 vehicles for 1000 + employees
-woefully short. They also have 8 vehicles that need to be accounted for (3
totaled ones turned in to be cannibized and 2 to get repaired - others are lost or
stolen and need paperwork
• Also Gurkhas are living 6 to a trailer and 90 to a tent - same recipe for the
November disaster that came in the form of 2 rockets - 4 KIA and 18 WIA
• Helped with Farewell colages
