MANAGING COMPLEX PROBLEMS

2

ASSIGNMENT 2

INTRODUCTION

Working at a higher position in an organization like BP, supervisors gone over a wide range of
issues. Issues are a piece of life, we can't escape it, we can either confront it or overlook it. Be
that as it may, sitting on a high position at an organization we can't overlook issues. We have to
discover issues rather with the goal that they can be settled for the better working of the
organization. Issues can be of various sorts, say, large or small, simple or complex, easy or
difficult, single or linked, normal or wicked. We should simply distinguish the sort of issue,
characterize it, analyze it, discover elective arrangements and ultimately actualize the most ideal
answer for get the ideal outcomes.
In my first assignment, Project for learning, I gave my earnest attempts to take a gander at the
situation of Deepwater skyline and issues identifying with the same. Cynefin demonstrate helped
me to have a superior take a gander at the case and the use of this model for the situation would
have brought some positive outcomes for the same. In spite of the fact that it had a few qualities,
it likewise had a few disadvantages, which we might talk about here and perceive how the use of
models and hypotheses would help us serve better and stay away from a few risks.

ISSUES AND SOLUTIONS

Learn from the mistakes of the past or you will be doomed to repeat them, is a mantra often
repeated by observers of history. This mantra holds up in many facets of life, from wars to
human tragedies, but it holds most true when it comes to learning from mistakes made when
responding to manmade disasters.

A prime case of man's inability to gain from their very own catastrophe creation was the
Deepwater Horizon oil slick. The blast which shook the oil stage brought about the loss of 11
valuable human lives. Lives that could have been spared if BP Oil, the administrators of the
stage, had just gained from a before fiasco, the Piper Alpha oil catastrophe. In that debacle 167
individuals lost their lives as the stage sank into the North Sea in 1988. At the time, nobody
could envision a comparative occasion happening more than 20 years after the fact.
3

When looking at the two debacles, the likenesses are clear. On the off chance that BP had taken
what was found out from the sinking of the Piper Alpha stage, which was claimed by
Occidental Petroleum, and connected it going ahead, the Deep Horizon calamity may have
never happened. The fundamental lesson to be gained from both the Piper Alpha and the
Deepwater Horizon is that security can't be neglected in the journey for benefit. At the point
when workers' lives are in question, organizations need to use all roads of security that are
accessible.

This has been an issue with regards to huge organizations and the weight to be beneficial. The
main thing to endure is ordinarily wellbeing issues. Similar to the case with the BP oil slick, the
cancelation of an autonomous test that would have recognized issues with the concrete seal
prompted that seal fizzling at a basic crossroads. It was this same culture of benefit over
security that prompted deficient defensive measures on the Piper Alpha, insufficiencies which
in the long run prompted the passing of 167 men and $3.4 billion dollars of harm. The question
is, has there been any change since the Gulf Oil spill occurred in 2010. In the event that past
conduct is any pointer, likely not

Distinguishing the issue and gathering each issue in the crate it best fits is the principal work that
a trough needs to perform. Gathering the issue will serve you better while discovering
arrangements. Here for this situation the intricacy of the issue is high and there are various
components that influence the situation. The record demonstrates that BP Macondo well
calendar and spending plan both were coming up short on timetable. The case was sketchy and
required a fast choice on the most proficient method to comprehend it. That is, if the capacity to
lead "bull heading" operations had been conceivable the well could have been murdered with
certainty by expelling the riser at the BOP and apparatus up high weight hardware to pump at
high weight without danger of rupturing and there would be no issues in regards to trading off or
breaking the respectability of those shallower string housings.
An audit of the occasions that happened amid the penetrating of the Macondo well uncovers that
occurrences and gas-kicks were experienced and well control was tricky before the disaster
happened. We can list the issues in classifications, from level 0 to level 2. Every one will help us
comprehend the circumstance all the more unmistakably

The fundamental one is information mining, one ought to have enough information
identified with the venture and with the assistance of innovation and MIS devices
information ought to be arranged and utilized as and when required. Counterfeit
consciousness AI, Executive data framework EIS, Multicriteria basic leadership
MCDM, Management data framework MIS et cetera are the techniques and
speculations one needs a learning and ought to be utilized by directors. Investigating
and testing ought to be done when things are less known or obscure to have some
positive and great outcomes.

For level 1 we require legitimate estimating devices, factual information, and master
group to execute the arrangement. Specialists ought to have the capacity to think
judiciously and furthermore have the capacity to utilize anticipating devices, specialists
4

needs judgment and forecasts for what's to come. Now and again when there is no or
little data, they ought to, by their master information have the capacity to give an
experimentation premise to deal with circumstances and convey answers for issues.

Level 2 concocts incitement. Incitement at various progressive system of works and

playing metagames and situation arranging are the key variables. Any error at this stage
can place you into genuine inconvenience. Every one of the choices made need master
exhortation and direction to maintain a strategic distance from blunders and get best
outcomes.

In the last stage one needs to keep up records and history of the considerable number
of choices and work done, and build up a general arrangement for future proposals and
references.
5

The fundamental issues at the Mcando well was it was running behind from the planned time by
a month and a half and it had additionally surpassed the financial plan by $58 million. On the
day when the episode occurred, there was another site pioneer put interestingly for 4 days as a
help man. He was known with the situation, yet settling on some significant choices would have
been an issue for him. Furthermore the concrete work needed a speedy check after execution, yet
to spare $128000 as an expense, it was deferred for some time. Things went on in a steady
progression and the certainty that the work was well done was presently demonstrated as a myth.
Before long they discovered some mud in the penetrating channel. They found that mud was
occupying into the gas buster, and with a blast they saw mud shooting wherever making a film
on the floor. They additionally discovered mud leaving degreaser and it was all dark and sticky
all around. They saw air with some scent and it likewise tasted fuel. One of the individual
likewise attempted to put on the motors, however the motors dint work. What's more, to intensify
the circumstance they found that there was a power cut off too.

Every one of the issues happened in a steady progression and there was frenzy all around.
Individuals were attempting to escape from the circumstance through rafts and different intends
to reach at a sheltered sight or achieve the scaffold where they could spare themselves from the
blast of flames that were going on consistently. There were a few alternatives or a few
circumstances that could be stayed away from and made the thing simple or evade some calamity
from happening. We could comprehend this by applying Cynefin model to the circumstance and
see what constructive outcomes can be seen.

At first what one can bring up is sending another site pioneer at such a urgent stage was not
suitable. He had practically no learning about the present circumstance. He would be a specialist
however the present circumstance would have been taken care of all the more better by the
person who was working at the site for long. Along these lines, the thing they discovered
extremely straightforward was swung to riotous in the blink of an eye. As the model proposes,
that there is a bluff amongst straightforward and clamorous ended up being valid in this
circumstance and the precipice was not seen well and they tumbled from the precipice, placing
themselves into a circumstance of catastrophe which they couldn't maintain a strategic distance
from or handle any more. Utilizing the model, they could have kept away from the circumstance
by not delegating the new site pioneer at the last phase of work as an alleviation man, rather stay
with a man who had seen the entire situation from the very beginning or the fundamental phase
of work.

To the following point we can state that the partners or the specialists, working at the site were
upwards of 35000, doing work at right around 90 major penetrating apparatuses and around 3500
generation stages, and for such an enormous measure of individuals taking a chance with their
life wasn't that simple. After the fruition of the bond work, it required a quick keep an eye on the
work. To spare a few dollars and time they kept away from the work and wanted to have it in
future was another slip-up. By the utilization of model, we can state that they required specialists
and master learning who could help them take every necessary step promptly by understanding
the rise of work and turn the unpredictability of the issue to something basic and the way it could
have been taken care of all the more better.
6

The clear view about theories like knowledge management in complex problems, can serve as
the base or pillar for any problems. In the event that the individual required in the Deepwater
skyline had enough comprehension about the way of the information they expected to get for the
circumstance, it would have been simple for them to maintain a strategic distance from the
circumstance. Characterizing the procedures as indicated by the need and exchanging enough
information to the staff timey would have prompted some positive outcomes. The new site
pioneer had every one of the information and data required to be at the place. He additionally
would have ideas and master thoughts inside himself. Be that as it may, the connection amongst
information and idea was missing, as he didn't witness the circumstances and episodes from the
underlying stage. The purposes of strategy measurements like underestimated presumptions,
unwritten authoritative tenets, interpretative angles, put stock in, readiness, shared mental
models, understood perceptions, level of shared objectives, if would be thought about and given
inclinations would bring some different outcomes.
7

The occurrence that occurred gave many negative impacts, we endured the loss of around 60
people and around 1550 noteworthy wounds. Deepwater saw 948 flames and blasts. It was an
extraordinary misfortune to mankind. The misfortune could be less or we could keep away from
such a circumstance by maintaining a strategic distance from a few circumstances and if a few
models and theories would be placed by and by at the perfect time. We have seen many issues
and disasters and by taking in the negatives and imperfections of such episodes, we can keep
away from such circumstances later on. The utilization of right models and speculations will fill
in as an aid.

CONCLUSION

Investigations of the impacts of the Deepwater Horizon oil slick have been muddled by the
absence of natural "baselines, for example, oil deposits in marine residue, water and biota close
to the more than 4,000 oil and gas creation offices in the Gulf of Mexico alone. Having
occasional standard estimations for districts around these and proposed offices would
extraordinarily help in evaluating the effect of spills to separate the spill from foundation
8

contamination. As awful as the BP spill might have been, we will never truly know the pre-
victory appropriation and centralization of oil that was at that point out there.
To be sure, as I compose this, BP is being pilloried for its fumble of the Gulf Oil Spill and, as a
matter of fact before all the proof is distributed, I can't help mirroring that they may have
nearsightedly focused on the specialized issues of fixing the well-head, i.e. issues to a great
extent in the known and comprehensible spaces, and missed the financial and social effect, both
genuine and dreaded, that the spill was making, issues that obviously lie in the unpredictable
space. Together such issues have lead huge numbers of us to contend for an a great deal more
intelligible socio-specialized way to deal with crises in which the experts grasp and address all
general society's worries.
There are a few qualities of the model utilized, which could help us clear the circumstance and
furthermore help us getting some positive and great outcomes. Be that as it may, not to overlook
that everything has a few impediments, so does the model has. It could help stay away from a
few circumstances however will most likely be unable to keep the debacle from happening. To
have a reasonable view and comprehension of the ideas and speculations is of prime significance
and requirements mastery to deal with such complex circumstance.

APPENDIX 1

INTRODUCTION
10

BP (British Petroleum) is a British Multinational Oil and Gas Company which was set up in
1908, their head quarter is arranged in London. They are world's seventh biggest oil and gas
organization as a result of their execution in 2012 they progressed toward becoming universes
world's sixth biggest besides, they are the fifth biggest organization of the world as far as
turnover. They have operations in more than 70 nations and they create more than 3.3 million of
barrels for every day. The organization runs 17,200 administration stations around the world.
They have more than 92,000 workers.

Main characteristics of project

W- Who are the stakeholders?

So there are various stakeholders who had suffered from this massive natural disaster such as
Employees, Gulf/Coastal residents, Stockholders, Government, BP(Company itself)

P- Purpose of Decision
11

In this scenario, BP was trying to stop this oil spill in many ways by stopping the leakage from
the wells so no further oil spills from the wells, shutting the valve by using tighter caps, using
robots under water to complete the process, company also decided to use the dispersants so they
can minimize the damage which has been caused by spilling of oil in a huge area of 5 miles. Due
to this though many problems were being created but this as the only way BP would have
stopped the oil spill.
F- Finance involved
Deepwater horizon was owned and operated by offshore oil drilling company Transocean which
is located in Macondo oil well in the Mississippi canyon. The deep-water horizon oil spill
occurred on 20th April 2010 due to 3 major cracks all the oil got spilled in the water. This oil spill
affected many industries such as Fishing, tourism, food, health and care. The oil was still in the
Gulf of Mexico for 87 days after the spill. In this disastrous oil spill 11 employees died because
of the fire blow out and 108 workers got affected by the oil spill and by dispersant (separating oil
into droplets). Due this massive disaster BP had to pay a $10 billion tax credit as the costs of
cleaning up the spill and further to make a provision towards it they had to pay $32.2 billion.
Furthermore, BP had contacted Texan oil company Anadarko Petroleum, which owns a stake of
25% in Macondo well to pay $1 billion their share in cleaning up of the bill of oil spill and a
Japanese company Mitsui, which has a share of 10% has to pay $480 million towards the
cleanup bill of the oil spill.

E- Expectations from the project

The Macondo well is found roughly 50 miles off the bank of Louisiana in the Mississippi
Canyon locale of the Gulf of Mexico. It was expected as an exploratory very much, bored to
evaluate the nearness of extractable hydrocarbons and to overview the related supply structures.
The well was initially planned for an aggregate depth of 19,650 feet. A choice was made toward
the beginning of April 2010 to end boring at an aggregate profundity of 18,360 feet and set up
the well for impermanent deserting to use the well later for oil and gas generation. BP and its
corporate accomplices on the well, Anadarko Petroleum and MOEX USA, had, as indicated by
government reports, planned $96.2 million and 51 days of work to penetrate the Macondo well in
Mississippi Canyon Block 252

In terms of direct economic damages, the sinking of the Deepwater Horizon rig represented a
$560 million loss for Transocean and Lloyds of London, the insurance company which had
unwritten the rig.72 The unprecedented loss of an entire semi-submersible rig was predicted to
change underwriting policies for all oil rigs. As one underwriter noted, "It's never happened that
a semi could burn into the sea and completely sink. Now underwriters have to include that as a
risk. That's probably $10,000 to $15,000 more per day in rig insurance. They'll make it up by
charging more on a per-rig basis. The real outcomes was a total disaster from what it was
actually expected.
