Concur. When the questions come in, who will route them? I propose (b) (6) make
the first assessment with (b) s input. SBInet can track the questions and answers
better that way. (b) (6) ’s (6)
team will document both the questions and the answers, as
provided by the appropriate party ( see below ).

Can we craft a memo to all of SBI to give instructions as to what to do if they:


1. receive a letter
2. inquiry from the press
3. any other communication, phone , call or e mail from DHS or other SBI and
CBP offices.

I agree there may be questions, but the again there may not be. Most attention is now
focused on the fence project. My guess is this project will receive little attention or
comment.

Good morning (b) (6) all.

Now that we have posted the Texas Mobile Draft EA on the Web site and will be receiving a lot of
external inquiries, we need to ensure we were all on the same page regarding communication roles
and responsibilities. Though the primary purpose of the Web site is to obtain input on the draft
documents, the publication of the documents provides an even greater entree for questions from varied
stakeholders, including the media. I’m proposing the following general roles and responsibilities:

Environmental Team: (b) (6) you and your team have the lead on environmental matters. Via
established public comment channels, your team receives, reviews, and responds to comments and
questions from non-media stakeholders on the environmental law/policy/process aspects of the Draft
EA/Proposed FONSI.

Project Managers: (b) supported by his respective staff, will help respond to project -specific inquiries.
Who actually answers
(6) (project manager, more senior SBI leader, other SME, Office of Public Affairs,
Environmental Team, etc.) will depend on the nature of the question, and the profile of the individual
asking the question, and other potential factors (e.g., availability and time sensitivity).

Border Patrol: Designated BP personnel at the Sectors and at the RRB will respond to questions on
operational matters, consistent with established practices.

Office of Public Affairs: All inquiries from the media (including any that might be sent in via the public
comment channels) should be forwarded to (b) (6) at (b) (6) or via e-mail.

SBI Communications Team: My staff is available to support all of the above. Familiar with established
guidance and approved messaging and present on the project teams, we can assist teams as needed
to gather info, develop products, ensure message consistency, or obtain approvals.

With these roles and responsibilities in mind, the following are some proposed operating procedures:
If a question is not in your area of expertise, the SBI Comms Team can help coordinate.
Let’s keep each other informed of sensitive issues raised in comments or inquiries received.
Since we have five more EAs, please capture lessons learned and send them to (b) (6)
of the Comms Team, who will track them to incorporate in the future.

I’m sharing these proposed roles, responsibilities, and responsibilities for your review and feedback. Let
me know if you have any questions or want to discuss further. If these meet with your approval, I
propose we make them standard practice.
