TITLE

Pantawid Pangedukasyon at Pangkalusugan ng Pamilyang Pilipino Program

STATEMENT OF THE PROBLEM

Poor people are the ones who are lack of capacity in providing for their basic

needs. Aside from that two most common problems of the poor are:

The poor people cannot afford medical necessities

The poor people cannot afford education. College, Secondary, and even

Primary.

Poorness can affect childrens education

Poorness instead of living healthy is living life with illness, because of the

health payments that are unaffordable for them. If these problems continue

it will result to:

Children instead of schooling are being subjected to child labour.

Abundance of death rate from the poor section of the country.

In these situations how can they live a life with decency, morality, and

equity?
BACKGROUND OF THE STUDY

The Pantawid Pampamilyang Pilipino Program or The 4Ps has dual

objectives as the flagship poverty alleviation program of the Aquino

administration: Social assistance and Social development. Beneficiaries are

those whom are considered poor in the country by giving cash grants.

The 4Ps has two types of cash grants that are given out to household-

beneficiaries.

Health grant, P500.00 per household every month, or a total of P6,000.00

every year.

Education grant, P300.00 per child every month for ten months, or a total

of P3,000.00 every year (a household may register a maximum of three

children for the program)

These cash grants are distributed to the household-beneficiaries through the

Land Bank of the Philippines or, if not feasible, through alternate payment

schemes such as Globe G-Cash remittance and rural bank transactions. The

cash grants is easily to exploit as a result the cash grants are not used

properly. Instead of being used for education of the child/children and for

the health of the family, the cash grants are being used by the beneficiaries
to supplement their vices. Making them a dependent to their membership in

the said program.

The indigent people have their own system of getting the cash grants; the

beneficiaries select a certain person who is their leader. The leader is the

one who holds their ATM cards for the reason that the leader is the only

capable of getting the cash. The outcome is, the members receive minimal

amount of the cash directed in their accounts.

The program as a result does not coincide with its goal. It is ineffective for it

is not supporting but compensating the poor.

OBJECTIVES

This policy proposal is proposing to amend the Program 4Ps.

Change the system of the cash grants distribution

Ensure that the cash grants directed will attain its purpose

Minimize fraudulently use of cash grants

Improve the 4Ps

The given cash designated for education and health of the family in order to

avoid the problems as stated is the focus of this amendment.


IMPLEMENTATION

For the education grant given P300.00 per child every month for ten

months distribution shall be change.

Cash grant shall be directly given to the school as tuition. The amount of

money given will depend on the childs school level tuition, not exceeding

P3,000.00 a year. If the tuition of the child/children exceeds, the cash a

total of P3,000.00 a year will be automatically directed to the school.

If the tuition of the child in a year is below P3,000.00 the exceeding money

shall be converted to Health grant.

For the health grant given P500.00 per household every month

distribution shall be change.

A household must choose a certain member (only one member) to be

compelled to have membership insurance in PhilHealth. The cash grant shall

be directed to the insurance beneficiary.

Excess grant from the education grant shall also be directed to the health

insurance account.
OPTIONS

1st option

The amount of cash grant for health could be deducted P200.00 per month

for ten months (a total of P2,000.00 a year) and be distributed to the

beneficiaries as a support for their basic needs.

The process of distributing cash i.e., Land Bank of the Philippines or, if not

feasible, through alternate payment schemes such as Globe G-Cash

remittance and rural bank transactions shall remain for the realization of the

purpose of this option.

2nd option

The household could have two members to be subjected to the Health

grant. The P500.00 per month within ten months will be divided into two.

The beneficiaries will have P250.00 each per month within ten months (a

total P2,500.00 each within a year) directed to their insurance in PhilHealth.

3rd option

The 1st option and 2nd option will be applied.

1st - P200.00 per month for ten months (a total of P2,000.00 a year) and be

distributed to the beneficiaries as a support for their basic needs.


2nd P150.00 per month for ten months (a total of P1,500.00 within a year)

will be directed to the two selected members health insurance of the

household.

CONCLUSION

The implementation of this policy will solve the problem on the education,

and health of the poor people, and help in the alleviation of poverty.
