Beiden 826: Important People

The Scorpion
Yogo Bansuki, the Governor of Beiden. Aged 50, Status 6.3, Glory 5.0, Dishonorable * Shugenja * Air * Water *

Yogo Bansuki is the Governor of Beiden and one of the most powerful men
in the Yogo Family. Part of a cadet branch that will not inherit the
Daimyoship, he is none the less one of the most powerful men in the Family.
Wealthy, well bred, and a very powerful Shugenja, Bansuki is an important
man. His first wife was a daughter of the Crane and a saintly woman. Having
born him five children, she died about ten years ago, a victim of a plague
outbreak. He married very shortly after, partly due to orders from his
Daimyo, and partly to provide a mother for his children.

Having ruled the city since his father's day, he has been in direct control of8
D the city for thirty years, and groomed to rule it since his birth. The city has
prospered, grown, and been largely rebuilt. While the Scars of Iuchiban still
lie upon some wards, for the most part they are gone, cleansed and restored; a
symbol of rebirth. There are few things in this world he cares about more than the city, only his children sit in dearer in his
heart. This is not lost on the Clan, and his eldest son has been betrothed to the Bayushi Daimyo's daughter and resides at
Kyuden Bayushi. His beloved daughter was married away to the Lion, just across the Pass. Some say her marriage was
merely political, others say it was a warning. And his twin children have been largely shut out of marriage or options to join
other courts for any reason, including any Winter Courts.

Bansuki is a powerful Shugenja, a master of Ward magic, and a shrewd politician. Siting in his palace, praying at the
temples, or casting spells in service of his Clan, he always shows skill, grace, and decorum. No one has ever seen him yell
or curse, and few have seen him surprised. Two of his personal guard have reportedly placed a bet n if he will ever break his
stoic mien, but most in the court applaud his use of Face and his demeanor.

Yogo (Nee Nishio no Bayushi) Himiko, the Governor's Wife. Aged 25, Status 5.0, Glory 4.5 (Infamy 2.0) * Courtier *

Oh I think we will be the best friends, I can feel it!
Yogo Himiko is the beautiful daughter of a minor vassal of the Bayushi. Selected mostly for
her kind nature and the fact that her father needed the prestige and power a connection to the
noble Yogo would bring, she has been a very good wife for Bansuki. Himiko often runs the
city court, listening to requests, offers, and making trade concessions and deals with those who
arrive. She has born Bansuki one child, a girl of currently five years old, but seems in no hurry
to provide more. For the Yogo that is more than enough as Bansuki has enough sons and
daughters.

Considered by everyone in the city to be sweet, kind, and gentle; she raised Bansuki's children
as hers, even to the eldest ones (some of who are her age, or older), and made sure they all
developed into loyal Scorpion children. She ensures that the public baths remain free, has
established a number of food kitchens providing food to the poor, and subsidizes the Temple
of Jurojin's medical treatments. She always has a friendly smile for anyone she talks to and is
very skilled at making everyone feel calm and welcome. No one would call her an enemy, and most would like to call her a
friend.

But, there are rumors. Rumors of a ruthless woman, a woman who has no enemies because they are all dead. Some say the
reason Bansuki is so successful at restoring the city is due to an iron hand in the shadows that breaks those that push back,
force people to kneel, and bury those who resist. These rumors are whispered in the deepest dark of the night, and not to
anyone but those most trusted. Many gossips have vanished from the city in the last 10 years, most oddly in the first two
years she arrived. In fairness to Himiko, most of those gossips died in a bout of plague that tore through the court in 818.
Kurushima no Yogo Tetsuzan, the Commander of Beiden's Garrison. Aged 39, Status 5.5, Glory 4.0 (infamy 2.0),
Dishonorable * Cat Lover * Bushi * Tactician
The enemies of my city are my enemies. The people who stand aside to do nothing are my enemies. The friends of my city
are usually my enemies. Basically, everyone is my enemy. Except for Yuki-chan. She's special.
Tetsuzan is in charge of the city garrison, and in war time that includes both a
sizable levy as well as the town Yoriki. In total, his forces amount to nearly 4000
troops, though most are half trained. One thousand full time bushi stand at his beck
and call, fully half of which are cavalry, the rest of the troops are ashigaru of one
stripe or another. In times of war, he also claims the Palace guard as well as any
vassal levies or retainers of the governor, which can swell his forces to nearly a full
Lion legion of 10,000. Tetsuzan is thus a very important man in a clan that seldom
can raise a hundred thousand troops at once. Fortunately he is almost
monomaniacal in his desire to protect the city; not even the Governor is as
obsessed.

The one thing that can distract him from his duties are the antics of his pet cat,
Yuki VIII. The eight of his/her name, Yuki is his pride and joy, much to the
annoyance of his wife and children. Many hours have been spent watching his cat
play and spent time playing with her/him. He has been known to buy the cat the
finest slices of tuna belly or salmon for him/her to dine on. Some have wondered if
kidnapping the cat would be a good way to blackmail him. These individuals are
told of the story of Yuki III and the twenty dead men who did just that. The
resulting bloodbath was legendary and caused at least one witchhunter to vomit.

Miwa no Yogo Junichi, Captain of the North Gate. Aged 35, Status 2.5, Glory 3.0, Dishonorable * Bushi
Oh, well, yes. You go ahead and just do that sergeant, just as if I'd ordered it.
A rather surprisingly marginal figure, Junichi has just enough sway to be
granted a prestigious position as Warden of the Lion Gate. He earned
few remarks from his sensei and he has never won a commendation in
battle or competition. Currently in his mid thirties and fairly striking in
appearance, Junichi well aware of his looks he dresses in such a way as
to accentuate his trim figure. Combined with his natural ease with
making friends, Junichi has used those skills to get him as far as he can
go, and now as Gate Warden, he must rely on his own skills from here
on.
Junichi is a warrior, though he is not, perhaps, good enough to truly
defend the Gate. He is proud of his skill though, and enjoys going to the
Dojo of Spilt Blood to test himself. Junichi is not a fool, though and
knows his limits; he knows he is good with the blade, but far from a
master. He is trying to make himself worthy of his new position, both to
make the Governor happy and also to make his allies in court happy (the
ones that got him his position). He is careful to delegate his authority and duties to his subordinates, all of whom have been
here for many years, and watches what they do. He is learning and one day, perhaps, will be worthy of his position.
Kurushima no Yogo Masumi, Captain of the South Gate. Aged 27, Status 2.5, Glory 2.0 * Genius * Courtier

prefer to not declare them. Your choice. Next!
Short, squat, and dumpy looking coupled with an attitude that could
best be described as caustic, Masumi is not one normally expects of a
Scorpion courtier. Then again, she is overseeing the tax intake of the
city, so maybe one should not be too surprised. Masumi was born to
influential parents and was attended by the finest of tutors. She should
have been a success story, but Masumi was not a pretty child and
always tended to be overweight. Not issues that could not be
overcome, but Masumi resented being plump and drab. Her sisters
were shining lights and her brothers were graceful young princes.
Masumi was more like a farmer. Teased by her siblings, she
developed an acid wit and a willingness to use it, regardless who she
hurt. Eventually her parents despaired of ever finding her a suitable
husband and released her from any bonds; she could marry whom she wanted, when she wanted.

Masumi could have cared less; no one was going to want to marry her anyway, not after her years of building a reputation as
a harpy, so she rolled her eyes and continued with her life. Eventually she was assigned to Beiden, her status was such that
she could simply not be given anything less without offending her family, and she settled in with her usual resentment and
typical scorn ("Ah, a lovely position for me: out of sight and out of hearing range. Thank you ever so much mother, I am
sure some dashing Prince will sweep me away from my glorious duties counting rice bales."). Despite her complaints,
Masumi has a mind like a steel trap and is never fooled; one could call her a 'genius.' Since she has taken over her job,
smuggling has dropped considerably and tax revenues have risen quite noticeably (ironically, enough that the Governor
might take notice soon).

Bayushi Yawata, Commander of the Northern Legions, Heavens Hammers. Aged 24, Status 6.0, Glory 6.0,
Honorless Dog * Slayer * Bushi * Duelist * Kuge
Are the Lion or Unicorn invading? No? Then it can wait until after my tea.
Scion of the Bayushi family, Yawata is a skilled general and is in command of the
Northern Legions, those warriors who spend their time watching the Lion and Unicorn. If
need be, they fight the armies of those clans and hold them off until the rest of the Clan
can assemble. Yawata is proud, very noble, and has the connections due to his birth to
allow him to have such a high position. Fortunately, he is also a skilled general and well
regarded for his martial ability. Cold and uncompromising, Yawata is concerned only
with doing his duty and advancing the power of the Clan; if anyone stands in the way he
is ruthless enough to crush them without a thought, and his career is littered with dead
fools, enemies, and betrayed allies. A note to those who mistakenly think Yawata may
give mercy, Yawata was the fifth in line to inherit the Bayushi Titles. Yawata knew he
was the best to lead, and now he is the eldest surviving child of the Clan Champion.
Misfortune took the rest they say, even his sister, fourth in line, who took holy vows and
became a nun.

The Six Children of Yogo Bansuki


In the city for the upcoming festival season, for the first time in many years the family of Bansuki is reunited. Each has been
given special leave to visit their father and help him dedicate the city for it's 700th anniversary since the founding, and the
75th since the restoration from the burning by Iuchiban. Kiyaru comes from the lands of the Bayushi and his position as a
Court Shugenja, Chiaki returns from a strained marriage with the Matsu (her husband is conspicuously missing), and young
Isei has just started his studies with the Soshi sword masters.
Yogo Kiyaru, Heir to Beiden. Aged 27, Status 5.5, Glory 4.7, Dishonorable * Shugenja * Illusionist * Air * Kuge
Father, mother. Good to see you. The Champion sends his regards. Hopefully we can spend more than a month visiting.
Seventeen when his mother died, Kiyaru never fully accepted his step
mother. Partly that is due to their age, partly due to his being pulled
away to attend the Bayushi Daimyo and Clan Champion as an
under-court shugenja. After ten years away, many in the family
suspect his loyalties lie more to the Bayushi than the Yogo, and the
rumors of a Bayushi lover and/or betrothal do not allay their fears.
Gifted as a shugneja, Kiyaru specializes in illusion magic, especially
battlefield illusions and eschews his father's ward magic. This does
not endear him to Bansuki. Couple that with what seems to be a habit
of alcohol abuse and you have a very disappointing heir. Still, he is
his father's son and many expect him to develop in to the role as a
leader once his father retires or passes on.

Yogo Tsukiyama. Aged 22, Status 5.0, Glory 3.5 (Infamy 2.0), Dishonorable * Shugenja * Twin * Prankster * Kuge
Don't be silly, I'm Tsukiyama, the girl!
Tsukiyama is one half of the Yogo twins that have made a name for themselves in Beiden
as trouble makers. As children, they were identical and almost impossible to tell apart, and
even to this day they have an uncanny resemblance. This allowed them to play many
pranks on unsuspecting guards, courtiers, and servants. Tsukiyama is quite attractive and
witty and has built a respectable following at court amongst her peers despite her
continuing love of pranks and jokes. Loyal to her father, she uses her magic and courtly
skills to help him meet his goals. She was old enough when Himiko joined the household
to see her more as a older sister than a mother and the two have a strained relationship.
Tsukiyama never appreciated having a woman a mere three years older giving her orders
and expecting to be obeyed; this attitude has settled down now as Tsukiyama has grown
into her own woman, but the two are not close. That could be part of the reason that a
husband was never found for her, and her marital prospect remain slim. Then again, some
say the distrust from the Bayushi have also kept many of Bansuki's children from finding
spouses in the clan, and the unsavory nature of the Yogo curse tends to push away foreign
spouses.

Yogo Tsukiyoshi. Aged 22, Status 5.0, Glory 3.5 (Infamy 3.0), Dishonorable * Shugenja * Twin * Prankster * Jackass

Don't be silly, I'm Tsukiyoshi, the boy!
The other half of the Terrible Twins, Tsukiyoshi is still regarded as a troublesome
person. Fond of pranks, especially those that humiliate, more than a few courtiers have
found themselves splashed with buckets suspended overhead, tripped with magically
invisible wire, or been drugged with hallucinogens. Rougher in his jokes than his
sister, he enjoyed physical pranks and schemes, especially those that also caused pain
to the recipients. Many of the children of the court learned it was a good idea to be a
part of planning the pranks rather than ending up as the target. As an adult, he plays
far fewer pranks, at least on samurai, though he does have a collection of friends that
help him still. These friends are often the target of his jokes, but any unwary peasant
will do as well.
Matsu (Nii Yogo) Chiaki. Aged 19, Status 5.0, Glory 4.5 * Shugenja * Earth * Student of Wards * Kuge
My husband sends his greetings. They are without swords or armies. For now.
Chiaki is Bansuki's daughter and is perhaps his most favored daughter. Bansuki doted upon her, as
did Himiko when she arrived in the city. Given the finest clothes, toys, and praise, she could be
forgive for being spoiled, but by whatever gift of the Fortunes, she never did become spoiled. Very
self assured and confident, she was much courted by many in the Empire. Far enough from Bansuki's
line of succession, the Bayushi seemed willing to let the suitors come and Bansuki to choose. Then,
last year, the Bayushi Daimyo announced her betrothal to the Matsu Daimyo's oldest son. Stunned,
Bansuki could do nothing without rebelling or shaming his family (and disgracing the Bayushi
Daimyo, an action that seldom ends well). Chiaki agreed to the marriage with grace and tact, and told
her father that she would make sure that all in the Empire would know of his loyalty to the Clan and
her loyalty to her father. Reminding him of her impeccable ancestry, she advised that her marriage
would bring the Families close, and surely with ties to both ends of the Pass, the city would prosper
in a new era of peace. Sadly, soon after her marriage, the Yogo Daimyo insulted the Matsu Daimyo at
Winter Court and the Matsu have been seething ever since. Taking after her father, Chiaki is a ward
shugenja and studies her art and school diligently.

Yogo Isei. Aged 12, Status 5.0, Glory 1.0 * Child * Stubborn * Kuge
She is too my mom! You take that back!
Isei is the youngest child of Bansuki's first wife; she died when he was barely a year old,
and he has no memory of her. To him, Himiko is and always will be his mother. Fiercely
protective of her, it led him into many fights with some of the other courtiers, especially
those from other clans who felt immense joy at making him cry and lose face trying to
defend her, especially when they knew she could only be Isei's mother by a unseemly
Spring/Autumn marriage. Indeed, the marriage itself was rather questionable and often
seen as another dig to the Governor from the Clan. Isei is headstrong, full of emotion,
and very much coming of age. The only child of Bansuki's not to be graced with the
ability to speak with the kami, he has been sent to train with the Soshi sword masters
and his father seems to be grooming him to serve his brother, Kiyaru as a general or
duelist. Gifted at an early age with a real daisho, he has carried live steel since he was
eight and has been thoroughly schooled in the games of go, shogi, and suguroku (a form
of backgammon) and he has taken to those games quite avidly and with respectable
ability (for a child).

Yogo Mai, Aged 5, Status 5.0, Glory 1.0 * Child * Air * Kuge
Wanna play with me?
Mai is an adorable young girl, full of laughter, joy, and energy. Her loves are
flowers, fresh snow, breezes, and rainstorms. Gifted with great natural talent for
Air magic, she is surrounded by friendly air kami and can often be seen playing
with them. Well, by Shugenja. To the rest, she is a precocious girl with a lot of
imaginary friends. Already, the discussion in the court have begun, as many want
her to train with the Yogo, while others seem to think she should study with the
Phoenix. Until then, she laughs, dances, and captures the hearts of the court.
The Crane
Ashidaka no Kakita Honami, Trade Delegate of the Crane. Aged 27. Status 5.2, Glory 6.0, Honorable * Fashionable
* Courtier
What a wonderful party, Himiko-sama, I just love the retro feel! You really bring last year into life!
As the head of the Crane delegation to Beiden, Honami is in charge of all
the agreements, trade routes, and Crane presence in the city. Woe to the
Crane samurai who does not stop by to pay their respects as she will
make sure their careers end. Honami is vain and very arrogant, which is
part of the reason she was sent to Beiden, away from the Crane courts.
At the same time she is sill a capable person and well versed in how to
make good deals and set up profitable trade. Leaving the dirty
negotiations to her subordinates, she still makes sure the agreements
favor the Clan.

Honami is well known in the city for her elaborate parties, held at many
different locations in the city and inviting the best and brightest, or at
least those Honami favors. Currently she is in a 'friendly' rivalry with the Governess over fashion, each tries to out do the
other in latest styles of kimono, fans, hair, and parties. Once could gain a lot of favor from Honami by helping her one up
the governess.

The Unicorn
Hineno no Otaku Midori, Envoy of the Unicorn. Aged 16, Status 3.5, Glory 4.0, (Infamy 1.5), Honorable * Outdoors

A skin of wine, wind in my hair, and an open field! What is better? Race you to the gates!
One of the famed Shiotome, the Battle Maidens of the Unicorn, Midori has been sent to
Beiden for a number of reasons, making allies and friends is perhaps the most obvious.
However, it is only a part of her mission. Also sent to review the region and see how to
maneuver cavalry in difficult terrain, and between the hills, mountains, swamps, and narrow
passes, few regions are as difficult as the area around Beiden. Spending much time riding
about the city and environs with her squadron, they spend a good bit of time talking and
debating tactics; a past time that also tends to draw in the Lion contingent in a friendly
rivalry. Often, their forces spar and maneuver against one another under the wary eyes of
the Scorpion.

Very young for her position, she is skilled, brave, and a fine rider. Still, she is
inexperienced, and it shows in her negotiations with other clans, as she gets flustered and
loses her face often. Where some samurai would take the shame and use it fuel their desire
to improve themselves, Midori seems to use it as an excuse to ride out and cross the region.
Now if only she could figure out what was going on with that Lion that keeps meeting with her and figure out why he keeps
making her feel so... odd. At least when they ride against each other she knows what is going on.
The Lion
Inoue No Akodo Gyukudo, Delegate of the Lion. Aged 17, Status 4.0, Glory 3.5, Honorable * Tactician * Bushi * Poet
* Go Master * Cavalry
A glorious battle, a skilled opponent, and a army moving to my commands! What is better? Your move!
Battle, glory, and the contest of martial skill. These three things have filled Gyukudo's life
since birth. Born on a battlefield, his mother was a member of the Lion's Pride and refused
to leave her husband's side, to the extent of dragging her midwife to the battlefield. From
that day on, hardly one was without training for war. Even for the Lion, this was rare, but
Gyukudo was skilled. Some say that was because Bishamon blessed him for his warlike
birth and some say it was due to the Ancestors guiding his every breath. Having fought in
two massive wars (against the Crane and the Unicorn in the last two summers), he earned
distinction and glory for his actions. To top off his skills at war, he has already earned a
place as a top ranked Go Master showing a natural skill for the game (as wall as tactics in
general). Deemed a suitable prospect for further positions, he has been sent to Beiden to
season politically. If he does well here amongst the stress and danger, he may soon find
himself a position in a prestigious unit. Embracing his duties with the passion that led him
to war, Gyukudo is trying to meet all the demands and desires placed upon him by his
superiors, however some notice that he is spending more and more time negotiating with
the Unicorn delegation, even riding out with them to compare the skills of the Akodo
Wardens to that of the Unicorn Clan. More than a few think it is pride and the long standing rivalry between the Unicorn
and the Lion, but some think it might have more to do with a stunning warrior woman who embraces battle as much as he...

The Crab
Hijikata no Kaiu Omezo, Ambassador to Beiden. Aged 48, Status 4.7, Gory 5.0 Master Builder * Large * Not
Diplomatic
This entire court is made up of children. Spoiled children at that. Damn, I wish I was at the Wall.
Omezo is a master builder, one of those Kaiu engineers who specialize in architecture. Sent
to Beiden to be an ambassador and to establish an alliance with their neighbor to the north,
Omezo has achieved much here. Quickly earning the Governor's favor by assisting with
construction in the city, many of the newest buildings were designed by him. Working on
these projects, Omezo refused any form of payment, he wanted to simply work (although
some suspect he wanted to see the job done right more than anything. The man has a lot of
professional pride.) and this was not unnoticed by Bansuki. In a short amount of time, the two
old hands quickly became fast friends, often drinking into the night and telling old tales. In a
turn of events that surprised many, both have expressed a joy of fishing, and have spent more
than a few dawns fishing from one of the hundreds of streams that feed into the marshes
outside the city.

The Dragon
Kitsuki Benkei, Ambassador to Beiden. Aged 19. Status 4.5, Glory 2.0, Honorable * Courtier * Legal Expert
Actually, according to the recent ruling slash duel by Kakita Arikawa, you are, legally, a dick.
Kitsuki Benkei is one of the few children of Agasha Kitsuki. Holding to his father's
beliefs regarding proof, investigation, and logic he is also one of the few people to know
his father's secret techniques. Coming to Beiden to study under the law masters of the
Scorpion, he found himself stopped in Beiden by the sheer glory of the puzzle of the
city. Convinced there is a grand design or powerful mystery regarding the city, he
stayed. Moving into the abandoned Soshi barracks, he has turned it into a place to study
law and observe the doings of the city. It also gives him a place in the center of the web
that makes up the wards of Beiden where he can meditate on the mystery and ponder the
secret he feels is here. At the same time, his Clan has granted him the title of Provisional
Ambassador and he is theoretically responsible for any negotiations with the Scorpion,
although most of the actual negotiations are handled by which ever Dragon happens to
be in residence in the city.
The Phoenix
Inamura no Shiba Yuri, Representative of the Phoenix. Aged 25. Status 4.0, Glory 3.0, Honorable * Lucky * Bushi
That sounds like a problem for tomorrow me.
Assigned to Beiden as the senior Phoenix representative, Inamura Yuri is
one of the most nonchalant and easy going samurai in all of Rokugan. For
some reason, it seems as if the Kami have decided to erase every trouble
she has as soon as they arise. If she gambles her last coin, she will find a a
gift of silver awaiting her the next morning. Put into the most boring
watch tower in all the Phoenix lands, it will become the center of a major
battle and she will be center stage. If she is sent to a Scorpion city with no
possibility of glory, she will find it somehow. Yuri has been lucky in life,
love, wealth, and battle, and that luck does not seem to be changing any
time soon. Already her house burned down within days of arriving, only to
have the Governor's wife extend her a offer to stay in the Governor's
Guesthouse. In addition, when workers were clearing her house's remains,
they found a cask of silver, possibly buried by the former owner.

Still, Yuri seems to have a willingness to share her luck as much as


possible; she has already spent every silver coin from that barrel on
hosting a festival, giving alms to Daikoku, and throwing a rather lavish
and spectacular party at the Inn of the Eternal Pass (rumor has it that she
had all her clothes stolen by a sneaky monkey, but found a perfect fitting
replacement kimono not too far down the way from the hot springs).

Thus, Yuri tends to take life as it comes at her, she never allows the slings and arrows of outrageous fortune to bring her
down. Each and every day is a new one, with new challenges and new trials. Most importantly life goes on and every cloud
has a silver lining.

For the most part, Beiden does not have much to interest the Phoenix; most of their trade goes by way of ship or down
through the Crane lands, so her duties are mostly in just being here. It is said she is willing to listen to offers from other
clans for assistance or trade, but she is not here to seek alliances, deals, or enemies and so makes no overt gestures.

The Emerald Magistrate


Yagy no Otomo Ietsuna, Emerald Magistrate. Aged 55, Status 5.5, Gory 4.0 (Infamy 3.0). * Courtier * Duelist *

So sorry, but I just can't sign this agreement yet. I need to review it to make sure that everything is in order and registered.
Come back in a month.
Ietsuna has been the Imperial Magistrate in charge of Beiden for nearly fifteen years
and is very happy with the position. He has a very important post in the Empire: in
control over all law in one of the Empire's largest trading cities and well ensconced
at court. No deal between the clans is ever completed without his presence at the
signing of the treaty. And, in a legal sense, no agreement is truly valid without his
seal affirming the deal. As such, wise signatories will gift him with gifts and
treasures to make sure he arrives. Some less wise samurai have found that he will
put off their signing for months until the gifts arrive or else find that the calligraphy
for the agreement is inauspicious, illegible, or simply low class.

Ietsuna is arguably the second most powerful person in the city, and little goes on
without his knowledge. Rumor has it that the Yakuza gangs in town pay him a
substantial kick back, and that he himself runs a protection racket, ignoring any
criminal act performed upon on those who don't pay his exorbitant fees. Still, he
does direct his Yoriki and subordinates to investigate many crimes in order to keep
