Dear Robert,

On behalf of the EMC Planning Group team, Im pleased to submit this Statement of
Qualifications to provide Planning Services to the City of Carmel for the term of October
1, 2017 to June 30, 2019.

As youll find described in the enclosed pages, EMC Planning Group is qualified to
provide Planning Services to the City of Carmel. We are currently providing similar
services on an on-call basis for the cities of Los Gatos, Los Altos, Gilroy, Soledad, and
Los Banos, amongst other municipalities. We are a locally based firm, accessible to the
City, and have been in business on the Monterey Peninsula for 39 years. The culture of
our firm is about teamwork, and we look forward to being a part of the Citys team.

Furthermore, EMC Planning Group has a long history of providing excellent service to
the City of Carmel. Weve fulfilled a Planner Services role by providing contract
planners to serve roles as extensions of staff for the Community Planning & Building
Department within the last three years. Sally Rideout and Stuart Poulter both served as
contract planners for EMC Planning Group at the City of Carmel in this timeframe.
Another current staff member, Shoshana Wangerin, served as a contract planner and
direct City hire within the Community Planning & Building Department.

Additionally, weve conducted specific long range planning efforts for the City, most
notably for preparation of the Citys Local Coastal Plan. As you are probably aware, this
was a monumental achievement in getting the Citys LCP certified by the Coastal
Commission in 2004.

representation at Planning Commission and City Council hearings. EMC Planning Group remains
on-call with Los Banos to provide continued staff support.
