Ratnayake weds Poo < MATERIAL AND LABOUR BUILDING WORKS - Anelysis for Besic Rates The Meterial and Labour component required for the various items of work including the minimal plant required for sane is detailed in the analysis of the Basic fates which have been included in the following pages. Basic Rate The basic zate is analysed under the following Readings: (a) Materials The quantities of material required for the items are computed from knowdata and experience. Their total velue is calculated on the basis of current costs of purchase at sources of supply. Unless otherwise stated wastege is allowed in the norms. (>) 2rensport This ccmpencnt provides for, the cost of treasport of material from sources of supply to the sites of work. ‘This component is usually added to tae Material cost. (c) Labour The, lebour weges are as approved by the Government from time to time and on the basis of an 8 hour working day. (a) Plant This component provides for the minimum plent re- quired for the items of work. The cost of tools and implements is provided for in the Overheecs allowances. (e) Basie Cost : The Basic Cost ie the sum of the costs of items (a),(b),(c) & (a) above. Qverheads and Profit factor Overhead costs include such costs that cannot be considered as direct productive work on the job. These may be generally ;rouped as follows: (e) Job Overheads - thet vary with and are caused directly by the individwel jobs and, (>) General Overheads - Which include costs of mainteining an office, workshop and yard in which to do business whether or not there is a job under way. Such expenses are continuous and may be shared by the job turnover. The common items that make up the ‘overhead costs are listed below. The cost of the overhead items involved on a job is assessed as a percentage of the Basic cost of the job. Qverheads and Profit Factor Combining the factors for averheade and the profits factor get 3572 of the Basic Rate as the Overhead and Profit factor which is also called the 'Mark-up‘ on the Basic hete. ie the Basic Kate is multiplied by the factor 1.35 to obtain the working rate’: This Basic kate Analysis does not include for the use of heavy plant and equipment. 2his_anslysis provides for ibs inten: thod of wo: th inimal use of machinery. The machinery allowed in this analysis is the concrete mixer, the vibrator and a hoist in the case of a multi~storeyed building for the lift of materials to the various floors. This enalysis is applicable for a building having a maximum of four storeys - ie ground and three floors. If a building has more then four floors or wher -the Contract period in compressed to a few months, .taen it will be necessary to allow for the use of heavy machinery such as ‘tower cranes, mobile cranes, dumpers loaders, batching plant for the mixing of concrete, bins for the storage of concrete material etc. and also for the employment of contract managers and addi~ tional staff. The description of these two B.0.Q- items would be as follows: * (a) Excavation in any materiel met with except rock requiring blasting. (>) Excavation in rock requiring blasting. This classification has been adopted (where tenders ere called) to avoid any dispute that mey arise as to the exact nature of the goil that will be met with when the actual excavation is carried out. The tenderer is expected to examine the site and to form his own opinion of the nature of the soil that is met with and rate his tender accordingly 5. Tr The clussification of the soils in ilote 1 above and the analysis provided for the different type of soil will help the esti- mator in arriving at the actual cost of excavation, for which he will have to allow in his estimate. Under Note 1(6)b Hard Kock, an analysis is provided for removing Hard Rock met with in foundation excavations where blasting is pro- hibited or cannot be done, like in built up areas where blasting can cause damage to ad- joinitig buildings. In the excavation items Nos 3 to 9, the ‘labour norm allowed in the items is for en excavation up to a maximum ‘depth of 5'0".
