China - The 'DTP' Master

'DTP' - Dual Terrorism Policy, might sound new to many of us Indians but not
the same to our dear neighbour. You may wonder after knowing that how one of
our neighbour countries is evaluating terrorism. Yes terrorism- the word hated
by every civilized person, is being glorified by our dear neighbour.

Indias stand on terrorism is perspicuous. But China is busy in playing a double


game with India. While Indias stand is quite clear and transparent that UN
should take actions against the terrorists, quite surprisingly China is asking not
to use counter terrorism trick for some political benefits. Now thats something
which one may not understand so easily. But unfortunately, thats the game-
plan of China.

China came to Pakistans rescue on the issue of terrorism. It has blocked Indias
bid to seek action against Pakistan and to ban Jaish-E-Muhammad chief
Masood Azhar (the mastermind of the Pathankot attack) at the United Nations.
China did it on the grounds that New Delhi had not provided sufficient
information and evidences. And this is not the first time. Previously it blocked
Indias move to take action against Pakistan for releasing Zakiur Rehman
Lakhvi (one of the masterminds of the Mumbai attack and Supreme
Commander of Lashkar-E-Taiba ) at the UN. His release violated the United
Nations Security Council Resolution 1267, which deals with designated entities
and individuals. India didnt like it and New Delhi immediately conveyed
Indias concern to China. But China never blamed Pakistan for the terrorist
attack. Rather we must say, their typical pro-Pakistan foreign policy didnt
allow them to do so.

China has blamed US and other western countries for having a dual policy on
terrorism. But the fact is, China itself is implementing dual terrorism policy as a
part of their foreign policy. Western countries and human rights groups have
voiced their concerns over Chinas iron-fist approach to deal with extremist
groups in Xinjiang province. Of lately China is complaining about Xinjiang
province (located in South China). Large Muslim population which it has not
been able to handle it properly for long. It takes help of Pakistan to in tackling
East Turkestan Islamic Movement (ETIM), an extremist group in Xinjiang but
also supports Pakistan when India accuses it for promoting cross border
terrorism. Dear reader, this is Chinas Dual Terrorism Policy. On one hand,
China brutally crushes terrorism in its state and on the other hand supports the
perpetrators of terrorism in India.

Indias stand and desire to be a member of NSG is long standing. China has
been playing a dual game in this. Sometimes China says it will negotiate on
NSG issue. They are ambigious on their diplomatic stand. Neither they are
saying yes nor they are saying no regarding this issue. It seems that they are
trying to play some kind of diplomatic game with India which is not at all
expected at least in this issue. But China! Read the heading of the article once
more.

The problem that we have is, we dont have any consistent foreign policy with
China as we have with US or other European or Asian countries. One may think
that India should stop all the bilateral talks and trades with China. But at this
moment this is not possible at all. One may think, how this game of dual
standards and bilateral talks may go on together. But in the field of diplomacy it
happens. India fights with China but also continues trade. Since India is a
responsible country and committed to the establishment of global peace, it can
not allow this dual game for a long time. We are generous, but not weak. Hope
our dear neighbour will understand it very soon.
