ABSTRACT

his study analyzed the Human Resources Management, that should be applied to the Public
Administration and the Local Government so that the operations of the two organization could
give high quality services and give satisfaction to the Citizens, in all branches of the organization.
For this purpose, it was presented the strategies, that are traditionally applied for the human
management of human resources, as well as the barrier to such a strategic planning. Also its been
analyzed the institutional frameworks that have been established for the Management of the
potential in Public Administration and there is a presentation of the advantages that can arise with
the proper and right management of human resources in these organization. Another phenomenon
that need to be mentioned is the relations of the employees in the organizations of the State and
the local self-goverement, as well as the conflicts that may arise in cases within the sedentary
environment.

After these introductory parts of the way of operation and management of the public
Organization and the Local government, the work focuses mainly on the training processes of the
employees in the public organizations and the Local Authorities. There is the presentation of
education models for employees so they can enchance the motivation, efficiency etc. Therefore,
the need of educational processes and the separation of education and the success factor of these
educational systems are presented. Finally the present training methods are presented and their
specificities and problems are analyzed in order to improve the educational process in the future.

In the next chapter, the research part is presented with questionnaires made to the employees of
the Local Authority of Arta, who participated in the educational process, in order to take the
opinions of them and compare them with the needs, the peculiarities and the problems described in
the theoretical part of the thesis.
