Activity 1

A Purok System is a micro structure of the barangay unit bringing effective governance
at the sub-village level, [] that showcases its Capital Build Up (CBU) program that empowers
communities at the purok level by allowing local initiatives to flourish.1

The purok system plays a critical role in implementing the municipal DRRM programs. It
enhances the communitys participation in responding to disaster risks effectively, while
partnering with government and civil society in improving the overall situation of each barangay.2

In a purok system, barangays have a purok structure that practices the bottom up approach
in identification, planning, and implementation of all Disaster Risk Reduction Management
Program (DRRMP). Each purok has a president that overseas several committees. The puroks
coordinate with the barangay officials through a designated Barangay Councilor.

Activity 4

Local resource persons (i.e Disaster Risk Reduction and Management Officer) from
different fields and expertise will train Purok heads to plan, implement and monitor adaptation
programs. Training includes drills and adaptation strategies e.g evacuation operation and
rehabilitation programs. They will also help in creating training modules that the purok heads will
be able to utilize in disseminating information to the purok members. The purok heads will plan
on how to engage local stakeholders on climate change related issues.

Activity 5

The purok heads after their training will then disseminate the knowledge acquired from
their training to their respective purok members through assemblies and focus group discussions
(FGDs). Together each purok will strategize how to build awareness through feedbacking. The
purok members through exchange of ideas will generate possible adaptation practices.
