[General]
**1. PGA Procurement on Hold**
We have been notified that most of the lots being procured by
central government
through the Pan Government Agreement 2 (PGA2), which is being
managed by DCLG, have
not been awarded because the bids received were not compliant
with the terms required.
The PGA covers a broadly similar range of geographic
information services to those
of the MSA.

The lots awarded are numbers 6 and 12 which relate to aerial


photography, where
Next Perspectives and Getmapping have been successful. DCLG
have informed us that
they are considering whether or not to commence a further
procurement process in
respect of the lots that have not been awarded, which include
addressing and gazetteers.
**2. NLPG and NSG Exemplar Awards 2006**
As a result of pleas from a number of authorities the deadline
for entries for the
range of awards is being extended to – 5pm on Friday 7th July
2006.

Please take this opportunity to blow your own trumpet and put
forward an entry or
entries illustrating the benefits your authority is achieving
from its LSG/LLPG
implementation(s). We’re aware of many praiseworthy
applications in an increasingly
broad range of activities and functions.

The entry procedure isn’t onerous and I suggest that it’s in


your interest to
make the case. I have heard from one custodian that he
doesn’t know all the applications
that the authority’s LLPG now supports, because it’s taken
for granted that
it will be used in all of them! This is, of course, what the
LLPG/NLPG/LSG/NSG
were designed for but it would be useful to record the fact in
case pressure is
put on resources to maintain the highest quality LLPG/LSG. It
also helps your peers
in other authorities who need to make the case for their
LLPG/LSG both in terms
of the benefits to be gained but also the resources required to
sustain them.

**3. LLPG and LSG Authority Dataset Improvement Schedules**


All but a handful of the LLPG and LSG Authority Dataset Delivery
Improvement Schedules
have been received by Intelligent Addressing at the time of
going to press. These
schedules show each creating authority’s commitment to meeting
the terms outlined
within the MSA and reflect the position that they will be in, as
far as their LLPG
and LSG are concerned, when the agreement comes into effect on
1st October 2006.
Whilst all LLPG creating authorities are required to up-date
the hub on a monthly
or better basis, it is encouraging to note that two thirds have
committed to updating
on a fortnightly or better by March 2007. This is a
substantial improvement when
compared to under one third committed to fortnightly or better
updates at March
2006.

The next financial year’s Dataset Delivery Improvement


Schedules will be distributed
to creating authorities early in 2007 and will be required
annually thereafter.

**4. AGI Seminar**


The AGI’s Public Policy Special Interest Group has arranged a
seminar on “The
UK SDI – a Knowledge Based Economy needs a Spatial Data
Infrastructure�. One
of the presentations will be from Tim Allen of the LGA on
“Local Conceptsâ€?.
Another will be from the contractor awarded the contract to
develop the UK GI Strategy
by the Geographic Information Panel. It’s being held on
Thursday 6th July in London.[1]

**5. Job Vacancy at Intelligent Addressing**


Intelligent Addressing is requesting applications for a [1] Java

**1. BS 7666 Review and Software Vendors**
A morning meeting has been arranged for 28th June with all
existing accredited LLPG
maintenance software providers to discuss the revised BS 7666
data model. The
main aims of the morning meeting will be:
(i) to ascertain a broad idea of software development timescales
for implementing
BS 7666 (2006) across the range of products already in use by
local custodians and
ultimately a cut-off date for the NLPG Hub to operate under the
BS 7666 (2000) framework,
(ii) to start to define requirements for a revised DTF
specification to meet the
requirements of the revised parts of the standard,
(iii) to briefly investigate the provision of an XML schema to
transfer LLPG data
and:
(iv) discuss any other metadata requirements that would be
useful in light of the
past 5 years of implementing BS 7666 in conjunction with the
NLPG initiative.

The afternoon session will concentrate on the proposed changes


to Part 1 of BS 7666
(2006) and the implications around:

(i) the changes made within the 2006 publication,


(ii) the revised codes of practice and
(iii) the potential move towards change only updates.

Subsequent to the meeting a briefing to all LLPG and LSG


custodians will be made
via regional custodian groups and your regional chairs together
with a request for
all local authority custodians that operate their own LLPG and
LSG maintenance software
to attend a similar meeting to understand any internal database
development that
needs to be implemented for the new standard revision. This is
scheduled to start
in early-mid July.

**2. Links with Royal Mail**


Formal discussions have been slow to make progress with regard
to the commercial
and licensing side of local government working with Royal Mail
in the supply of
address information via a single direct, consistent and regular
feed through the
NLPG. The outcome of these talks will pave the way for how this
can be achieved
technically and when the pilot study can commence. All
regional chairs are being
informed of progress with this project.
**3. Status 3, 4 and 5 LLPGs**
For the benefit of authorities with Status 1 and Status 2 LLPGs
now developing county/regional
initiatives, and for emergency service organisations needing to
use LLPGs we are
publishing the [1]list of authorities still in the early stages
of their LLPG creation.

[NSG]
**1. Success of NSG May Publication**
The May upload was the best ever, with 151 updated Local Street
Gazetteers being
published as part of the National Street Gazetteer; 112 of these
at level 3. All
non-submitting Highway Authorities are reminded that LSG
submissions must be at
Level 3 by October 2006, and to enable the October deadline to
be met custodians
should take the opportunity to make monthly submissions in the
intervening period;
from October monthly submissions will become mandatory.

We would like to take this opportunity to thank all LSG


custodians and their teams
for the hard work in making this quarter such a success;
especially as the compliance
tests were slightly tightened during May and many gazetteers
required extra cleansing
in order to pass the quality control checks.

The June window for LSG submissions is currently open with seven
LSG extracts passing
the compliance tests so far.

**2. EXOR Conference in Bristol**


Nick Turner, NSG National Custodian, exhibited at the EXOR
Conference in Bristol
on June 14/15th and gave a [1]presentation
covering the role of Intelligent Addressing and the Local and
National benefits
of maintaining complete and comprehensive Local Street
Gazetteers and Local Land
and Property Gazetteers. The exhibition and conference was a
great success and Nick
would like to thank all custodians and statutory undertakers who
attended his presentation
and visited the Intelligent Addressing stand over the two days.

**3. LSG and NSG System Suppliers Meeting**


IA will be holding a meeting with the LSG and NSG system
suppliers on the afternoon
of Wednesday June 28th 2006 to discuss the implications of
BS7666 (2006 Review
and the Codes of Practice. The session will concentrate on
proposed changes to Part
1 of BS 7666 (2006) and the implications around:

(i) the changes to be made within the 2006 publication, (ii)


the proposed revised
codes of practice and (iii) the potential move towards change
only updates. The
findings of the meeting will be discussed at the next LSG
Regional Chairs meeting.

**4. HAUC South East Conference**


IA will be exhibiting at the HAUC South East Conference in
September 2006.You can
