This procedure shall cover all lifting activities using crane RESPONSIBILITIES 3.1. Engineer-in charge is responsible for ensuring the assigned lifting supervisor has carried out his responsibilities as per Ministry of Manpower regulations and procedure ‘as per method statement in a safe manner. Lorry erane shall move along delivery route. 7.2 Pre-Lifting Operation 7.2.1 The assigned lifting supervisor has to carry out his responsibilities as per Ministry of Manpower (MOM) regulations and the procedure as per this method of statement. 7.2.2 The lifting supervisor has to ensure that crane operator, signalers, riggers are licensedicertified (MOM requirements) and competent and review his final lifting plan. LIFTING OPERATION AT SITE METHOD STATEMENT Part 2 of 3 METHOD STATEMENT FOR LIFTING OPERATION 7.2.3 The crane operator has to ensure the crane is in proper working condition with @ valid certificate and report to lfting supervisor. 7.24 The lifting supervisor has to ensure all lifting gears are in good and proper working condition with valid certificates, 7.2.5 The lifting supervisor has to ensure that all load indicators, boom angle or radius indicators are in proper working condition. The crane operator must be fully aware of the operation, 7.2.6 The lifting supervisor has to check the crane location against the lifting plan and verified the proposed lifting radius by field measurements. 7.2.7 The lifting superviser has to conduet @ pre-liting and safety briefing to all workforce involved in the lifting operation and ensure that all workforce are fully, aware of the scope, sequence and safety procedures: 7.2.8 The lifting supervisor has to ensure that communications with crane operator by walkie talkie or hand signal 7.2.9 The lifting supervisor has to obtain all necessary approved work permits and crane check list and ensure that the area is barricaded properly. 7.2.10 The signal man has to provide clear instruction to crane operators, riggers during equipment lifting and moving operation. The signal man has to report to liting supervisor. 7.2.11 The riggers must be familiar with the equipment used (such as hand pallet jack, etc) for moving and positioning the panels. The riggers have to take instruction, from the lifting supervisor and signalman. 7.3 Lifting Operation 7.3.1 Lomry crane to use designated access way only. 7.3.2. Lorry crane to park at designated arca to perform unloading and lifting work 7.3.3 Lifting supervisor and crane operator to ensure good ground condition and that all out riggers of crane are fully extended and supported with steel plates, or liftng frame, or hard timber before lifting job. 7.3.5. To provide all necessary materials to barricade the crane parking area and Unloading point. 7.3.6 Alling procedure will be assisted by the lifting supervisor, rigger and Signal man and also tagline is to be tied onto the load. 7.3.7 Upon hoisting commence, materials will be lifted from ground level 7.3.8 Signal man to provide clear signal to crane operator to lft material 7.3.9. Alldebris, barricade and area to be cleared after job completion. 80 RISK ANALYSIS LIFTING OPERATION AT SITE METHOD STATEMENT Part of 3 METHOD STATEMENT FOR LIFTING OPERATION 8.1 Refer to Risk Assessment 9.0 SAFETY ASPECT 9.1 Only qualified lifting supervisor, signal & rigger man are involved in the lifting operation. 9.2 Used only certified and good condition lifting gears and equipments, 9.3 Lifting supervisor & crane operator is to ensure condition of hoisting is safe 10.0 HOUSEKEEPING 10.1. Good housekeeping shall be maintained at site. 10.2 Allbarricades to be removed.
