SCOPE: This work instruction covers inspection and testing of TMT tars rolled in Bar Mill, it also covers the preparation and issue of test certificates tothe customers, 2. Inter stand tension control rolling, Inward inspection is dane by Quality control to get the confirmation of heat, length mix up for fully customer satisfaction, Furnace temperature regime is maintained as per SOP and is displayed in Control Pulpit 1, 2, 3 and quality, Fumace temperature should be controlled according to the discharging rate of billets and temperature regime to be followed as per the grade wrt raw material grade, The furnace discharging temperature fs ensured for proper dimension coatrol inthe mill. The biting temperature of raw material in stand 1 & the stock is maintained as per the tabulation chart given by the supplier forthe standard section, At least | sample is cheoked from shear | & 2. To maintain the dimensions of product along with surface quality, proper stock control and timely changing of passes is done. Finishing temperature is maintsined higher than the recrystallization temp of stel. Rolled produet willbe cooled in natural air on 90 mir fengthy cooling bed where the rolled product willbe transfered tothe roller table of cold shear with walking beam mechanism to avoid the MDF seratches generated during transfor of hat product. Cold shear isto cut the sample of customer specified length (range 6-12 meter with tolerance +50 mm). Any multiple length of 6-12 meter is also cut by the machine. ‘This machine is accompanied with gauge beam which is a robost type of equipment. It has hydraulie stopper which will act as @ {guide o ereate a separation from cold shear biade to gauge beam positioned at opposite of the machine & acts as a stopper where ‘we cut the finished product for a specific customer length, Accuracy is $50 mm. ‘The product which fas been cat will be transferred to automatic stacker & piling bed where the material is segregated length wise ‘and a quantity of 4 Tlapprox) is accumulated at receiving packet which is further transfered to tying machine through the ‘hydraulic mechanism which automatic tying takes place at 2 locations of the bundle. The same bundle is further transferred to the loud cell bed where the automatic weighment is logged and the quantity of the load cell output is transferred to the online SAP system fom where a tag is generated. All the relevant technical details of the praduet like heat no, section, date of rolling ete. The finished produetion is now transfered to logistic area for final inspection and loading. Raw material Inspection & testing 51.1. The billets received from Jindal Steet & Power Ltd, Reigach are stored inthe billet yard by Bur Mill -PPC dept and proper stacking of billet is done according tothe grade & hest no. 5.1.2 Incase of mix up or any discrepancies a billet slice is cut from the end using gas cutter which ie further cut into 4 small pieces for chemical analysis by spectrometer. 5.1.3 The gas cut sample is again cut from the surface using abrasive cutoff machine. The sample is polished using spectro polisher. 5.14. The chemical composition of the sample is tested using spectro meter. The testing is dane in accordance with the 1BS4449:200 standard and TDC. 5.1.5. The test results are recorded i the RAW MATERIAL INSPECTION & TESTING REPORT 5.2. Verification of rolling schedule 5.2.1. Rolling schedule prepared by Bar Mill-PPC, indicating the Billet ID's to be rolled, are checked for verifying the process paromcters, grade and dimensional rolling tolerances to conform the suitability 52.2. Chemical analysis report of each heat provided in SAP and TDC (Technical Delivery Condition) are used for verifying the rolling schedule, 5.3. Bar Mill process monitoring and online inspection: 5.31, During rolling, the process parameters are checked and recorded inthe log book or online bar mill report. 5.2. The results such as mechanical, physical, surface & metal in he corresponding TDC & Standards, eal, are veritied with the acceptance ertera as given 5.3. The online bars are released in the SAP. 53.4, Any discrepancy observed in maintaining process parameters and any rolling defect like seabs, slivers, fin, lap, seratch or any deviation in size and mechanical properties are informed to the Operation-V/C by Telephon talk, 0 that corrective etion ean be done for the further rolling. 5.3.5 If any deviation found in bars ate declared as Non-Prime or Reject depending upon the severity of defect. If any ‘doubt in declaring Non-prime or Reject put them on Hold for further inspection and Testing. 5.3.6. Bars are inspected for scabs, slivers, pits, & rolled-in-seale and ather such rolling defects, Bars with above defects should be eut wrap wise if possible or will be diverted to ordinary grade or intemal use or be ‘made Non-Prime depending upon the severity of defects 5.4.2 Sampling is done according to standard BS4449:2005 and hold bars re checked for dimension, mechanical properties and any surface defect if hold for dimension, mechanical properties and surface defect respectively and ‘declared as Prime/Non-prime per the result found, 5.5, Sampling Procedure: 5.5.1, Depending on the Heat size, there are two different loc ons for sample receiving. 5.5.1.1. Test pieces are parted out from the samples for UTS, Bend Test, Re bend Test, dimensional test. 5.64, Kent ion ofthe samples is maintained a all stages of operation of test plese preparation, '. Shape and dimension ofthe test piece wil be as per the relevant standard 5.7. Finished Product Testing: 5.7.1. Tensile test: 5.7.1.1. Tensile testis carried out as per the requirement of the relevant standard of 1S1786:2008. Dimensional acouraey ofthe test piece as per the relevant standard is checked before testing, Ref Doc: JSPL= PAT-B2.4.03-11 5.1.13, Dimension of the test piece is measured withthe help of calibrated verier caliper or micrometer. 5.7.1.4, Original Gauge length as required by the relevant standard is marked. 5.7.1.5, Testing is carried out in Universal Testing Machine ith valid ealib jon status, Ref Doc: ISPL-PAT-8.2.4- 5.7.1.6, Yield point itl be noted by hat or hesi relevant standard, ion of the load-indicating pointer or by extensometer or as per the 5.7.1.7. The yield load and the breaking load are noted for calculating yield strength and tensile strength. 5.7.1.8, Final gauge length after fracture is also measured for calculating the percentage elongation. 5.7.1.9, Percentage elongation at maximum foree is measured, 5.7:1.10. Operation ofthe machine is done as per the operation manual & work instruction. 5.7.1.1. The test results is verified according o standards & TDC and are recorded in the Mechanical Test Report. 5.7.2. Bend test & Re bend: 5.7.2.1. Bend tests caried out as per the requirement of the relevant standard 1S1786:2008, 5.7.2.2. The axes of te two legs of the test piece shall remain in a plane perpendicular tothe axis of bending ie 180 degrees. 5.3.13, The test piece wil be frst bent to-an angle of approximately135 degree. 5.1.2.4, The samples are now put in boiling water (at 100 degrees C) for 30 minutes. These samples are then folded in reverse direction up to 15755 degree 5.7.2.5. Bend samples are folded in such a way thatthe identification wil be visible, Ref Doc: JSPL-PAT-8.2.4.03- b. 5.7.26, Operation of the machine is done as per the oper 5.1.2.1. Folded samples are checked by naked eye or using lens for any crack formed. 5.1.2.8. The test results are recorded in the Mechanical Test Report POI (JSPL-PAT-8.2.4-03) for TMT 5.7.3 Dimensional Test: 5.1.3.1 The sample is prepared according to the requirement af standard. The % Martensitc depth is now studied, 5.7.7 Macro Examination: 5.1.7.1. After cleaning the sample from pickling solution it is examine for ay surface defect such as Lap, crack, roll mark, seab, rough surfce and seratch etc. with the help of magnifying glass or illuminated magnifier. 5.7.8 Metallographie Examination: Metallographic Examination is caried out as per the requirement of the relevant standard. ‘The sampling frequency is 2 samples in a heat of as per customer requirement, 5.7.8.1, Inclusion Rating 5.18.1.1 The specimen shall be polished mirror finished with the help of polishing paper and diamond paste, 5:78.12. The polished surface ofthe specimen used Wo determine the content of inclusions shall be approximately 200 mm (20mm x 10mm). The polished surface shall be paralle to the longitudinal axis of the product. 5.18.13. Sampling procedure shall be as per the relevant standard 5.1.8.1.4, The entire polished surface shall be examined under the microscope at 100X magnification. The test grid tea shall be 0.50 mm atthe image plane. 5.1.8.1.5. For each type of inclusion, a note is made of the reference number, which lies, tothe side of the ISO Chart diagram (ASTM E 45/18 4163:2004), which corresponds to the worst field, examined in the fine and thick 5.7.8.1.6. Inclusion rating can also be determined by image analysis teshnotogy. 5.1.8.1,7. The etched sample shall be examined under the microscope at 100X magnifications. 5.78.24 The result shall be compared with the standard DIN- EN 10016 and recorded in miero examination report 5.7.8.3 Chemical Analysis: 5.7.8.3. No chemical analysis of billet is done on regular basis. n case of any discrepancies, a sample from bile is cut ‘Spectro analysis fr the same is done. 5.7.8.3. In case of any mixup or deviation of end results from the standard/TDC, a sample of about ASmm maxis taken from the col. Test Certificate preparation. 5.9.1, Test certificate will be prepared in the Performa for different specifications (customer requirement) for each Loaded Material Slip / Packing list provided from Logistics in SAP. 5.9.2. TCis stored in SAP and required copies will be printed by marketing dept. 5.93. SAP generated TC is given to the customers. 6.0 Reference Documents: 6.1 Standards: BS 4449:2005; IS: 1786:2008, Charts: DIN- EN 10016, ASTM E-112/1S 4748:2003, ASTM E 45/18 4163:2004. 6.22 TDC of various grades. Vide Notification No. 4(8)/2010-SD-1 dated 24" April 2015, the Ministry of Steel, Government of India had laid down the overall guidelines for the purpose of classification of Steel Plants in the country. 2. Thereafter, under the directive of the Ministry of Steel, Government of India, a high level Technical Committee comprising of representatives from Joint Plant Committee (PC), MECON Ltd., National Institute of Secondary Steel Technology (NISST) and Economic Research Unit (ERU)/JPC was constituted for working out the modalities regarding the classification / re-classification of steel plants. 3. After extensive deliberations, the Committee had formulated guidelines for steel companies for applying for classification/re-classification of their units. 4, The said guidelines were approved by the Ministry of Steel, Government of India, 5. Thereafter, the Committee had screened the applications received so far from steel plants, to examine whether the applications conformed to the lald-down specifications. 6. Following is the list of units falling under the different classifications, which has emerged out of this screening exercise based on data submitted by the steel plants and earlier directive of the Ministry of Stee!, Government of India. Plants only. 2. The list of different categories of producers shall be maintained by JPC on its website. The list will be updated on annual basis in May month of the succeeding Financial year, subject to submission of data on production & capacity of the plant in various locations latest by 30” April for the previous financial year. 3. The Classification has been made on the basis of information / documents submitted by the plant to the Technical Committee. The plant management is fully responsible / liable for authenticity of information / documents, 4, ‘The classification is not an assurance on quality of stee! produced. Users of steel are advised to. have their own due diligence to establish that steel products being manufactured by the plant/company conforms to the specific requirements/desired specifications. 5. If some major iron making / steel making facilities are phased out by the plant or demerged uring the period of classification, or the facilities are shifted to other location/s, it is mandatory to report the same to the Joint Plant Committee and in such cases the Joint Plant Committee reserves the right to review the classification. 6. The Classification can also be reviewed if the criteria on classification is revised by the Government of india on a retrospective basis. 7. The Joint Plant Committee reserves the right to cancel the Classification, if itis satisfied that the Classification was effected due to reporting of false / incorrect information by the Stee! Plant. 8 The Recommended Authority will not be responsible for any liabilities arising out of any unintended use of the classification other than for the purpose of classification. 9, The Joint Plant Committee shall in no way be responsible for any legal proceedings/arbitration arising out of classification of steel plants. in case of any dispute/grievance, the plant can approach the appellate authority in Ministry of Steel for redressal. 10. Under no circumstances, Joint Plant Committee / Technical Committee will visit the plant/location to verify the status of the plant.
