Regarding

I humbly Submit the foilowing few lines for your kind consideration.
I was appointed as Typist in Public Health Division, Ongole under compassionate
grounds. At beginning of my joining I have strong views about how I have to discharge

my official duties' Those views are honesty, integrity, simplicity, kind and mainly not to

be corrupt. I feel great that I have succeeded to maintain all the above in discharging
my
duties and I will continue to do them till my last day. This may be irrelevant to you why

a leave application contains self portrait of applicant. I want to establish the fact that
why I have disheartened myself from duties that is was doing with honesty and proud. I

request your good self to read this letter from beginning to end because it may help you

to understand what is going in office which may not come to your notice.

During my lst day of my duties in our division I was introduced to Mr.D.Rajesh as a

computer operator with a wonderful remark by one of our colleague that he is A to Z in

the office. At first I was suppressed later I had came to know what it means. The 2.d

most surprise to me that he is unofficial and un authortzed worker but treated as most

important in our division.


please don't treat this as personal vendetta towards someone. In the interest of our

division I am writing this letter to explain how much damage he is causing to our
division and employees.

I have tolerated and spared him for 3 years because he is making his bread and
butter from this division and also helping you in personal works. But from the
beginning we (both me and office staff) suffered a lot from his misbehavior and filthy

character. I was treated as subordinate to him at work at beginning. I felt ok with it


because I respect elders. Following are examples of what he had done while working in
this division.

1. He himself established that he is too important and intelligent in our division and

SUPER COMPUTER OPERATOR in the eyes of who don't know basics of


computer. That makes everyone in our division to fear of learning computer

because he created an environment that it is too hard.


2. He has different tactics in establishing fear in employees about computer work
criticizing them. It is because it will make him important in this division.

3. He always point out mistakes in others work in front of officers because boost
himself that he knows better than others.

4. Every employee in government should given equal opportunity in work


distribution in order to empower them to progress in particular work even though

they are slow in learning. But in our division of work is merely on the paper while

actual work is done by who knows computer that also give him opportunity of
work in this division.

5. He always poses that without him office work will disturbed and he is most
important in entire office. In other way he had created this type of environment
by not supporting regular employees to work by themselves.

completely to discharge their duties.

7. He also restricted network access to oflice staff be quoting that it may leads to
decrease in speed but at the same time he is enjoying network access (wifi) to his
mobile and using it for personal works. No one knows our office network modem
administrative password except him.

8. It is some extant true that if users to a network are high speed will decrease but
it doesn't stop him using wifi through his mobile. If we are deprived of using
network why an unauthorized worker is allowed to do so. It is not about network

access it is about discrimination we face daily in this office.

9. His behavior was arrogant towards employees and he has his own set of rules for
working in our division. He sometimes shouts on D.E.E.s and A.E.E.s even
though they are higher officials. Surprisingly they also keep their voice low
because they fear his proximity with you will cause danger to them'

10. He always keep his computer locked and does not share password it is
because someone take or look his work which is not our office work but

contractors work mostly by using office resources. But he will fool every one that

by sharing password to regular employees may change software of his computer

and even complain this to you. I was blamed so many times when I you asked
to

open his computer and next day he will complain that some of the software
is

missing.

He constantly changed Ricoh printer I.P. address so that no one can


share

print from their computers. Even I was denied of using his printer' I even don't
know why he was provided with latest printer and every one in this
office

provided with old ones.

He is more interested in work that will profit him like dawning

be insufficient to him.

have ordered municipalities also should open tenders in our


division' That makes

him unquestionable in our division'

14. It was blunder mistake because he uses this opportunity in some deviant
ways. He informs to contractors who win the bid in tender through mobile
because to show how important he was in our division and acts mediator
afterwards.

15. He was bargaining ransom from municipal authorities for opening tenders and

more shockingly I don't know why municipal authorities opening their tenders in

our office. Your may forget that our office IP address get register in tendering
website when we open it.

16. Even though it may not wrong but it is encouraging him to cash himself from
it. In the long run it results municipalities may unable to open their tenders
themselves and fully depend on him. As per vigilance department advice it is
better to open tenders and e signatures by officers themselves.

L7 - I suggest this tender calling work should be thought to A.E.s, A.E.Es and to
regular employees so that it will help government in long run.

18. He had continuously in touch with contractors and had side deals with them
by using this post in our division. It is evident that he goes to BARs with
contractors to compromise information of this division and to have side deals

with them.

19. He is using this post to maximum extent to extract money from contractors

municipality employees and even our division employees.

20. He smokes cigarettes in our office corridors with regular intervals of half an

hour sometimes even for fifteen minutes. Smoking in the premises of public
offices are crime and punishable up to Rs.25000/- vide our Central government

rules. It also causes in convenience to many employees because passive smoking

is more dangerous than active smoking.

There are many things that even this letter is not sufficient to write it. At first I

was never opposed to this because I also feel I may get in to troubles. I was doing my

job sincerely and honestly even though he is dominating me so many times. I have

lost my patience because of his daily behavior turning so dominant and thinking
himself as personal assistant to Executive Engineer, Public Health.

When I was taken IP address of Ricoh printer (MP 2001L) and added it to my
system and our Assistant Executive Engineer system via sharing to take printer

while my printer is in trouble he was raged with anger and demanded me to stop

using it and even changed IP address afterwards to restrict me take print from his
system. After that I have resumed IP address and continuing to use same printer he

had called my colleague to threaten me by telling him that he possess your secrets

and running your fiIes in secretariat to show he is power full. I am completely


unaware weather it is true our not but I feel I am in position to threaten by un
official, arrogant, disgusting and filthy one even though I was regular employee of
our division. I am not only one humiliated by him but everyone in our division
equally humiliated by him at some extant. But everyone believes he may do harm
to

them by digging their mistakes.

I want to bring your notice that when I was asked about taking bribes I said no at

fifst instant and I am continued so till this day. I have my moral values not to

practice such evil practice. I feel it always cause potential damage to public while

they think badly about government services. You may be mislead yourself
that I was

writing this because I was not given opportunities or work that you have assigned
him but I am writing this because I was always dominated by him every bit
of my

work and vexed up by his behavior in this office'

In our division I never felt like above same way about any regular employee

because they are obedient and co operative because they are government employees

and they have dignity while behaving with someone.

I also suggest your good self to get rid of him as soon as possible because he is

not loyal he is opportunistic, cruel intended, money minded and dangerous. The
more you trust him more you causing bad to yourself. I urge you to immediately
sack him from this office and do not allow him to attend work at our office.

Finally coming to point I was disgusted and felt heart broken by the nature of

how this system (office) working and I completely lost my mental piece because I

have to go through quarrel to stop him doing bad things.

Hence I declded to prepare competltlue exan.s to secure mU career I feel

I was no longer unable to work ln preuailln fito,nne". Hence I request gour
