Introduction:-

Hyderabad is the capital of Telangana State and the former capital of Andhra Pradesh. It is famous
for its diverse culture and was the former capital of Nizams. yderabad was historically known as a
pearl and diamond trading centre, and it continues to be known as the "City of Pearls".

The Greater Hyderabad Municipal Corporation is the civic body that is responsible for the local
governance of the city. It is the local government for the Cities of Hyderabad and Secunderabad. Its
geographical area covers most of the urban development agency the Hyderabad Metropolitan
Development Authority (HMDA). 64 ex-officio members including 5 Lok Sabha MPs whose
constituencies are in GHMC jurisdiction vote in GHMC election.

History:-

The Municipal Corporation of Hyderabad was first formed in 1869. In 1869, for the first time citizens
were provided with the fundamental right to empower representatives to the corporation.

In 1955, the Hyderabad Municipal Corporation Act merged the municipal corporations overseeing
Hyderabad and neighbouring Secunderabad. Once again in 1955, both the municipal corporations of
Hyderabad and Secunderabad were merged to form Municipal Corporation of Hyderabad (MCH).

On August 3, 1960, the Hyderabad and Secunderabad corporations were merged into the Municipal
Corporation of Hyderabad for managing an area of 73 sq.kms with a turnover of `1.5 crore. The
Greater Hyderabad Municipal Corporation was formed on 16 April 2007 by merging 12
municipalities and 8 gram panchayats with the Municipal Corporation of Hyderabad.

About GHMC:-

The GHMC was formed in April 2007 by merging the Municipal Corporation of Hyderabad (MCH)
with 12 municipalities of the Hyderabad, Ranga Reddy and Medak districts covering a total area
of 650 square kilometres.
In the 2016 municipal election, the Telangana Rashtra Samithi formed the majority and the
present Mayor is Bonthu Ram Mohan. The Secunderabad Cantonment Board is a civic
administration agency overseeing an area of 40.square kilometres where there are several
military camps. The Osmania University campus is administered independently by the university
authority.

GHMC is divided into five zones. Each zone is further divided into circles, eighteen in total. The
circles are subdivided into 150 wards, each with around 36,000 people in 2007. The GHMC is
planning to increase the number of wards to 200.

The GHMC carries out the city's infrastructural work such as building and maintenance of roads
and drains, town planning including construction regulation, maintenance of municipal markets
and parks, solid waste management, the issuing of birth and death certificates, the issuing of
trade licences, collection of property tax, and community welfare services such as mother and
child healthcare, and pre-school and non-formal education

Further classification:-

The jurisdictions of the city's administrative agencies are, in ascending order of size: the
Hyderabad Police area, Hyderabad district, the GHMC area ("Hyderabad city") and the area
under the Hyderabad Metropolitan Development Authority (HMDA). The HMDA is an apolitical
urban planning agency that covers the GHMC and its suburbs, extending to 54 mandals in five
districts encircling the city. It coordinates the development activities of GHMC and suburban
municipalities and manages the administration of bodies such as the Hyderabad Metropolitan
Water Supply and Sewerage Board.

Organizational Structure:-
The HMDA is the development authority of Hyderabad which takes on many huge
developmental works.

Characteristics of Ward:-

My ward is located in the west zone under Gachibowli Circle in Kondapur ward. It is part of
Cyberabad Information Technology Zone, commonly known as Hitech City.

The evolution of this particular area has changed immensely over the past few years. In 2004, the
land was barren with just a few shops and no residential development at all. It was part of the outer
area of Hyderabad but after the emergence of IT sector, the development was rapid. it has rapidly
grown into a modern business hub.

Kondapur had no residential colonies until 2005 when MLC Shilpa Reddy bought a large piece of land
and laid plots. Due to the inflation of the IT sector, there was huge mass migration and suddenly the
real estate of KOndapur area boomed. This was the first ward to have had skyscrapers in Hyderabad.
The real estate has increased and continued to increase ever since the IT sector came in. Kondapur
has many important offices such as the GOOGLE head office and many other huge commercial
buildings.

There are five star hotels and the HICC convention centre which is the biggest convention centre is
located in Kondapur. The Hitex grounds are huge open areas where many music concerts, huge
weddings and other important mass meetings are held. This generates a lot of revenue to the area
due to which there is a multiplier effect on the surrounding regions too.
Even though Kondapur has evolved into a posh ward with good residential colonies with excellent
accessibility to all services, a part of Kondapur still has slums. These are the people who work nearby
various construction sites and they work as maids and other small scale workers. This area is set
apart from the rest of the ward with a railway line and is known as Hafeezpet. Majority of the slum
dwellers are Muslims and they have various small commercial units. The ward as a whole does not
have proper services but the High Income residential colonies and gated communities do have their
own infrastructure facilities provided.

The slum dwellers do not have proper infrastructure facilities provided and they do not pay taxes.
These slums are notable slums and yet they do get access to the benefits that re usually provided to
such noted slums. They live in temporary structures with not enough community toilets.

Social infrastructure of the ward is good as there is huge park which comes under the protected
areas. It is the botanical gardens which is a 270 acre gardens with many facilities such as convention
centre, library, walking tracks and cycling tracks. Many of the residents go there in the mornings for
a nice walk and the membership is only Rs 500 per year. A similar park is available in the northern
part of the ward near the Novotel Hotel.

As far as transportation infrastructure is concerned, there is one main road which is not enough for
the number of vehicles going towards the IT hub every day. Therefore, on an average even 1 km
takes 40 minutes to travel due to the traffic in the peak hours. All the residential colonies are very
well maintained by their own colony associations.

Silpa Park is one such colony which was planned in 2002 and has emerged to be a top class
residential colony with many parks and good roads and other physical infrastructure and amenities.
They have their own community which works as a housing society and they through community
participation involve in all activities including Swacchh Bharat Abhiyan nd other social and cultural
events.
Other main features of Kondapur is the RTA Office, The main APSRTC Bus stand and police training
academy. The kondapur junction also known as T Junction is famous for its Sunday Market where all
unique shopping items are available.

The local governance of Kondapur is good as far as amenities are concerned but implementation of
sub level scheme is not effective and not everyone is benefitting through the schemes even though
everyone is paying for them. Implementation of local level scheme is not effective and provision of
water supply has become a major problem in the area as water source is very far from Kondapur
near Durgam Cheruvu. Therefore, the HIG residents who can afford the private tankers are going for
that facility where as LIG and slum dwellers still depend on the municipality to provide water which
they get only once in two days which is not enough at all.

The ward counsellor is from the ruling party of present Telangana and is politically influenced.
Therefore, he assures that money is available for this ward even though it is not seen in the
development of various infrastructure for the ward.

One major problem in Kondapur is the poor road infrastructure which is never repaired after the
rains. Therefore, the traffic of the area subsequently increases and the roads get blocked. There is a
need of traffic signals at many junctions which is not available. This major road is the only route for
people who work in the IT Hub and live in the Kukatpally and Serlingampally areas.

Participatory planning has been encouraged in Kondapur as most of the population is the youth and
all want to engage in community participation. Therefore each residential colony has a meeting
every month where all the problems are discussed and requests for solutions are put forward to the
ward counsellor. There is lack of transportation planning therefore the people of Kondapur have
even put in many letters which usually go unanswered.

The relationship between the people and the officers of the local government is quite good as there
are many meetings held and few presidents of some associations attend and discuss about the
development activities of the ward. There is decentralization of activities even at the ward level.

Conclusion:-

Community Participation at every level is required in order to make sure every problem is being
addressed even at the ward level. Therefore, Hyderabad Local Governance needs to conduct various
meetings in order to get to the grassroot level problems and alliterations.

Kondapur is developed and will continue to develop due to the burgeoning of the IT industry. As
most of the population living in this ward are middle aged, they are ready to contribute and make
their neighbourhoods better. Therefore, community participation is the key to good local
governance in Kondapur.
