    NOTICE OF INTENT TO FILE LIEN
    Pursuant to LEGAL NOTICE & OFFER TO SETTLE CLAIM FOR DAMAGES, upon which fifteen
    (15) days was provided to RESPOND/Answer to the CLAIM, it now having been thirty (30) days since
    the verified offer to settle was Acknowledged and Accepted, You are now in DEFAULT.

    This is LEGAL NOTICE OF INTENT TO FILE LIEN in the amount of $2,555,780.31 against the
    Commonwealth of Virginia for DAMAGES & UNREIMBURSED COSTS.

    A copy of the INSTRUMENT of Commerce (to be Secured via UCC-1 Financing Statement &
    Recorded in the Publics Record) is provided as a Reminder of the details of this Transaction between
    the Commonwealth of Virginia (a utilities transmitting service provider), its Agents (debtors), and
    myself (Secured Creditor) as the CERTIFICATE HOLDER IN DUE COURSE entitled to Enforce &
    Collect the Defaulted Balance Past Due.

    If you fail to respond to this NOTICE by August 15, 2017, Trustee shall Exercise the Option to Lien,
    and shall be recorded and judgment actions taken for RECOVERY.
