The agency in question wants research on concepts to counter weapons of mass destruction such

as missiles, nukes, etc. The RFP in question does not specify a category of information the

proposal must include. There is not a minimum or a maximum length the proposal must be. I

would estimate the research paper to be around 5 to 6 pages detailing how the concept would

work, and the pros and cons of the proposed solution.

There is no organization of information the research must be provided in. I believe there is not a

particular order the information should be provided in, but the information needed to deflect a

weapon of mass destruction should be included. The format of the proposal must be in white

paper format. The criteria the proposals will be evaluated in is unknown, but I believe the

criteria for the paper would be around the plausibility of the counter weapon, and the

applications of its use.
