DATE: FILE: TO: Ex is “Oxew DEPARTMENT OF EDUCATION Office of the Secretary SECRETARY'S CIRCULAR NO: 55 OF 2017 30/11/17 (CM2-4-2/ES4-2-2 ALL STAFF - MINISTRY OF EDUCATION ALL PRINCIPALS - SECONDARY/NATIONAL HIGH SCHOOLS SUBJECT: GRADE 11 SELECTION CRITERIA FOR 2017 1.0. 2.0. PURPOSE OF THIS CIRCULAR: The purpose of this circular is to inform the selection committee of the National Standard requirements and the criteria for grade 11 selections for 2018 enrolments; SELECTION CRITERIA FOR 2017: The selection policy and its procedures to be applied are stipulated below; the policy infers that; a) a committee consisting of principals from National High Schools and Secondary Schools meet to select grade 10 students to pursue upper secondary education annually: b) the students are selected from the list of eligible students who meet the National Standard Requirements; ©) the National Standards Requirements are: * 7x Upper Passes and above in the following subjects; English, Mathematics, Science, Social Science, Personal Development, Agriculture and Business Studies and Credits in the following subjects; Arts, Design & Technology, Home Economics, Practical Skills and Computing or score a 1|Page percentile score of 77.0 points or more to be selected into year 11 * All National High Schools to pre-select students with Credit ‘and Distinctions only and students to come from every school, province and region based on_ intentions expressed by students on the school leaver forms (NSOE). This will give equal opportunity to every academically able student to participate in the National School of Excellence concept. * National High Schools to select equal number of girls and boys from all regions to promote Gender Equity and National Unity. * Secondary Schools to select students within their own province and region based on merits (NSR) and gender equity basis. * All schools to select no more than 40 students (maximum) per class as per their school quota. 3.0. INFORMATION ON GRADING, SUBJECT WEIGHTING & RESULTS: a) b) Results of all the subjects studied are used for examinations (7x subjects per school). Grades of Distinctions, Credits, Uppers Passes, Pass and Fail will be used in 2017: Top 5% -Distinction Next 20% -Credit Middle 25% -Upper Pass Next 40% -Pass Bottom 10% -Fail ¢) Every score will be grouped into a 20 x 5 percentile score. FACTORS FOR NON SELECTION: 4). 4.2, 43. 4A. 45. 46. School leaver forms - a student can only be selected based on the school leaver form. It is the only official selecting form. Missing school leaver form means no selection. School quota - any student below the school quota will not be selected. Character reference - students with bad character reference will not get selected. Do not apply - students who do not indicate they want to be selected will not be selected. Parental request for transfer — if and only when parents request for transfer, we transfer the child otherwise they remain in their present schools. Gender equity - gender to be considered when there is a tie in the selection process. 5.0 SELECTION PROCESS: 5.1. 52) 5.3. 5.4, Principals to select in their regions Data for selection will be presented as follows; * Eligible listing will be in provincial order for big provinces with many eligible students (WHP/EHP/Morobe) * Eligible listing will be done in school order for smaller provinces. Principals select using the eligible lists by school or by province. Non eligible lists will only be used if all eligible students are selected and there is still space as per your quota. 4|Page 5.5. 5.6. 5.7. 58. LD, 5.10. 5.11 Secretary Every selected student must have signed school leaver form as being accepted by the principal. No. school leaver form {SLF) will mean non selection. All final selected lists to be signed by chairperson - grade 11 selection committee and the principal. Principals take copy with them. After the selection process principals will take with them the following documents; * copy of final selected list signed by principal and chairperson grade 11 selection committee copies of school leaver forms for selected students offer letter for all selected students for each of your schools After all final selected lists are signed by Secretary for Education they will be sent to schools, only then selected lists and names should be made public and students enrolled according to the approved lists. Secretary for Education is the only person that approves all selected lists giving authority to students to enroll in grade 11, 2018. No Principal, Department of Education personnel or Provincial Education personnel has the authority to approve any grade. 11 enrolment. Students approved for Grade 11 Selection in 2018 by the Secretary will be the only students eligible for Gr. 12 Certification in 2019. s|Page
