The Committee on Research Materials <CORMOSEA} met for its 21st anriual session in the Washington Hilton Hotel, Edison Room, at 8 PM. The two Subcommittees on Collection Development and Technical Processes met, respectively, at 8 AM and 2 PM on the same day. John Badgley, Chair of CORMOSEA called the meeeting to order and reported, with Constance Wilson, Editor of the CORMOSEA Bulletin, on the past year's activities. Reports by WIlliam Tuchrello, Chair of the Subcommittee on Collection Development, and Lian Tie Kho, Chair of the Subcommittee on Technical Processes followed.-

Most of the discussion was related to activiti~s stimulated by the Henry Luce Foundation funding for collection development in the several Southeast Asia Centers and, in the near future, for the expansion of the Library of Congress acquisitions program in mainland Southeast Asian countries. Although Gene Smith (Jakarta) and Jack Crawford (New Delhi) had reported extensively on their respective LC activities in the morning session, Gene summarized their future plans for the group in the evening. Increasing effort is given to microfilming documents and scarce materials in Indonesia, Thailand, and Burma, and discussion followed on how these items would be acquired by participating libraries.

Luce-funded projects of interest to most members included the microfilm collaboration for the preservation of Burmese, Khmer, and Vietnamese materials by Yale, Michigan, Northern Illinois University, Cornell, and SEAM-CRL (Southeast Asia Microforms Committee and the Center for Research Libraries); the Vietnam Union Catalog Project coordinated by Fe Susan Go at the University of Michigan, with the collaboration of Cornell, Yale, LC, Southern Illinois and Northern Illinois Universities, as well as Australian National University, and relevant British and French institutions and the National Library in Hanoi; expansion of the Philippines collection program by the Library of Congress to include participants in their Overseas Operations Program: and the development of a professional pool of Southeast Asian Librarians to fill new positions opening consequent to the Luce grants.

Additional discussion followed on the topic of "Life After Luce", which dealt with our respective plans to press on with the momentum stimulated by the nearly $4 million awarded to libraries

dealing with Southeast Asia. These funds will be expended by 1992, and the nine recipients share a common interest in strengthening our collections, both in materials and in access through automation and better· reference capabilities. The expensive task of conservation consumes increasing portions of our budgets, and several librarians described how they are dealing with this issue through external grants from other foundations.

Nominations for election to replace retiring members were forwarded by the ad hoc nominations committee consisting of Charles Bryant and Kohar Rony. Retiring members include: John Bowen, Washington University: Amin Sweeney, University of California, Berkeley~ and William Turley, Southern Illinois University. New nominees elected include: Gary Hawes, University of Michigan; Christine White, Cornell; and Jean Taylor, University of Wisconsin. Professor Taylor subsequently declined her post and a replacement will be selected from the next highest vote-getter.

REPORT OF THE SUBCOMMITTEE ON TECHNICAL PROCESSES

1. Lao, Pali, division.

and Khmer romanization tables, Lao word

The tables were reaffirmed at the CC:AAM meeting during the ALA Summer Conference 1988. It was agreed that the Lao table needed a rule for word division and to charge CORMOSEA with this task. The committee called on Professor David Wyatt (Cornell) to formulate the rule. He do so very speedily, the first draft was distributed for comments in January 1989. The rule was based on the "Wyatt rule for Thai word division", which he devised almost twenty years ago. This time he encountered a new difficulty which he described as follows:

The main problem is that there has been a significant change in Lao spelling since 1975. As far as I know, there is no dictionary with the current spellings. What I did was to use a 1988 publication in Lao, and take as many "examples from that as I could. In that book however, there were not very many examples of words associated with royalty, so these had to come from an earlier publication.

Comments were received from the Library of Congress and the committee was fortunate enough to have Ben Tucker (LC) and Tom Gething (University of Hawaii) attend the washington meeting to discuss the differences between Wyatt and LC. Gething's comments have been forwarded to Professor Wyatt.

2. Names of ethnic groups and languages.

Over the years scholars have complained about certain names used as subject headings in library catalogs, particularly the addition of a plural "s" to names of ethnic groups that are already in the plural, such as Ifugaos, Khmers, Bontoks, and the use of "dialect" for languages that are not dial~cts of other languages, such as "Nabaloi dialect". It was suggested to make a dialect subordinate to a language, e.g. use "Subanun language (Sindangan dialect)" for "Sindangan Subanun dialect". The committee is indebted to Professor Gerald Diffloth (Cornell) for his extensive comments, which made it possible to identify terms which needed to be corrected. The result will be transmitted to the Library of Congress.

3. Geographic area codes.

At the ALA Summer Conference the chair submitted a list of expanded GAC lists for Malaysia and Indonesia devised by BISA (Sydney) and INDOMARC (Jakarta) .to CC:AAM. The proposal was to add these codes to the MARC list as an appendix to be used in libraries with large Southeast Asia collections where they would be useful as an access point. Later that year, while attending the IFLA Conference in Sydney, the chair found out that the BISA codes were no longer in an appendix, but had been incorporated in the AUSMARC list--a fact that should lend support to this proposal. Larry A~hmun (Cornell) has drafted GAC lists for Thailand and Vietnam, the committee will work on the remaining Southeast Asian countries.

4. Anonymous classics.

Peter Ananda (Berkeley) and Larry Ashmun (Cornell) have completed drafts for uniform headings for Malay and Thai anonymous classics respectively and they will be published in the CORMOSEA Bulletin, in hopes of attracting comments, additions, criticism. Edita Baradi (Yale) is still working on her Tagalog list.

5. Additions to Malaysian place names.

The proposal to use the name of the country rather than the names of the states as qualifier for Malaysian place names was accepted by CC:AAM, but rejected by CC:DA. At the CC:DA meeting it was pointed out that there were other countries with a federal form of government to which rules AACR23.4B and 23.4E have never been applied, such as Nigeria. CC:DA appointed a task force to look into the matter worldwide and report to the 1989 Summer Conference.

6. Period divisions for Malay literature.

Professor Amin Sweeney's paper was submitted to the Library of Congress in April 1988, right after the AAS Conference. The Library of Congress has accepted his recommendation and revised the period division as follows:

7. Luce Grant.

Records for items cataloged with funds the Luce Grant will need to be identified so that they can be exchanged between OCLC and RLIN. John Badgley will take this up with RLIN and Kent Mulliner with OCLC on behalf of the cooperating libraries.

1. Announcements.

The Chair requested that the minutes from the 1988 meeting be approved and accepted, and the committee concurred.

On behalf of the Subcommittee, the Chair expressed thanks to the Library of Congress for providing space to hold the meetings and the luncheon hosted by the Librarian of Congress and the Chief of the Overseas Operations Division.

Kent Mulliner announced that Ohio University has again been awarded a grant to complete the cataloging for the 1986-87 Library of Congress (LC) Indonesian microfiche set which is_part of a "Major Microforms Project". This funding will provide automated records for titles LC has yet to treat with minimal (MLC) cataloging.

A representative from each CORMOSEA institution then gave summaries of acquisition trends relating to their libraries.

II. Old Business.

1. "Agent Orange". In spite of attempts by the Chair and CORMOSEA members to contact Kaye, Scholer, Fierman, and Hayes, this legal firm has not formally provided any additional information to CORMOSEA. It was decided that any future action concerning these files would be handled by the libraries directly interested in this information (see 1988 minutes for more details).

CORMOSEA members expressed divergent opinions whether such materials were relevant for Southeast Asian or U. S. domestic policy acquisitions. Some strongly stated that many of these documents may shed light on important issues from the Second Indochina War.

2. Michigan State University Archives. Since Judith Henchy was unable to review the Vietnam Advisory Group materials at this university, Fe Susan Go offered to contact Dr. Frederick Honhart, Director of the University Archives. Susan will ascertain the uniqueness of these materials.

3. The Chair reported that the "Ad Hoc SEAC Committee on Films, Videos, and Still Photographs' Collection and Preservation for Research and Teaching" had its first formal meeting at the 1988 AAS annual meeting. The materials that this committee will consider are commercial films, documentaries, videos, still photographs, and audiocassettes. Since this committee's purpose is to identify and document the access and location of Southeast Asian non-print materials in U.S. Institutions, members were asked to consider ideas on how best to collect this documentation;

Since many libraries are already active in bibliographic control, will Tuchrello had recommended that the Committee start by reviewing the work done at the University of Wisconsin. Hiram W. Woodward, Jr., Curator of Asian Art at the Walters Art Gallery, added that there are about six museums nationwide that have "extensive" collections of non-print materials relating to Southeast Asia. However, museums document their holdings differently than libraries.

4. The Chair also introduced into the record a letter of appreciation dated February 20, 1989, from Shiro Saito <Southeast Asian bibliographer for the University of Hawaii). He thanked the Subcommittee for supporting his proposal to encourage u.s. libraries to expand their collecting of publications on Southeast Asia from Japan. Shiro currently is a visiting scholar at the Center for Southeast Asian Studies, Kyoto University.

III. New Business.

1. Cooperative Acquisition Programs. (C. Fllstrup) With the possibility of initial funding from the Luce Foundation, many of the CORMOSEA members expressed an interest in having the Library of Congress expand its cooperative acquisition programs to include Mainland Southeast Asia and the Philippines. Since the Subcommittee met at the Library of Congress (LC) when two of the Field Officers responsible for Southeast Asian acquisitions were present, a number of questions and ideas were exchanged on developing a new program.

The staff of the Overseas Operations Division (OVOP) presented an overview of the current acquisition programs as models for developing a participant program for Mainland Southeast Asia. To obtain some idea of the kinds of materials needed, OVOP suggested developing a collection profile, such as the automated prospectus used by the New Delhi Field Office. The OVOP staff went on to explain the costs and the kinds of services which LC could offer.

Chris Filstrup presented a preliminary budget to fund a three year pilot project. The budget is based on the acquisitions and preliminary processing of materials for six institutions. This budget has been forwarded to Dr. Terrill Lautz, Program Officer for Asian Affairs, Henry Luce Foundation. Chris emphasized that since this is a pilot project, potential applicants need to find continued funding at the end of the project.

After this presentation the membership raised a number of questions concerning the development of a new project. Some of the members wanted the program to include seve~al Mainland Southeast Asian states and the Philippines. However, at this time, considering the present difficulties in Burma and limited access to the Indochina states, a program would have to be limited to Thailand. OVOP is willing to consider expanding acquisitions to Indochina and Burma at a later date. Since LC has just begun its own Philippines program, it is too early to determine if this program can be expanded to participants.

For the Thailand program, OVOP would acquire materials and provide cataloging information at the same or similar level that is already being done in New Delhi. Because the Luce funded project is a pilot, accommodations would be made, whenever possible, to avoid duplication for those institutions already receiving materials from Thailand.

2. Philippine project of UC-Berkeley. (P. Ananda) As a result of receiving a Luce grant and UC-Berkeley's long time interest in Philippine contemporary politics, progress has been made on this project. The target focus of acquisitions includes materials from Marcos through the Aquino governments. The major subjects are martial law under the Marcos regime, communist and antigovernment organizations such as the NPA, Muslim minorities, development of the Aquino administration and the "People Power" Movement, and Philippine-U.S. relations.

The primary format of this collection is non-trade and fugitive types of materials, such as interviews (taped and paper copies), flyers, posters, pamphlets, broadsides, and videos. These kinds of materials will be supplemented by the continued collection of more traditional monographs and serials.

The staffing plan is for one part-time analyst to coordinate and organize the collecting. Duties will include acquiring copies or originals from the Philippine Resource Center Collections, contacting other librarians to identify relevant Philippine materials, borrowing selected materials for a preservation microform project, publishing a newsletter to provide project updates, and producing a bibliography.

A number of members, such as Dan Doeppers, offered to provide advice and suggestions. The membership also urged Peter Ananda to provide periodically an update and any additional objectives.

3. "TELESIS," RLG, and OCLC. (K. Mulliner and Fe S. Go) Kent encouraged automated cataloging utilities to share their records between RLG and OCLC Southeast Asian members. Fe Susan Go noted the importance of having the utilities provide cataloging records in Southeast Asian scripts, including the diacritical marks for romanized langages.

The consensus of the Committee was that although bibliographic access is an acquisition concern this could be better handled through the good offices of CORMOSEA Subcommittee on Technical Processes.

IV. Additional Business.

Guidelines for Acquisitions Standards. For a number of years, there has been a concern about what role CORMOSEA should take in setting national standards for the acquisition of rare and unique materials that could be considered "national treasures" that are part of a nation's heritage. The membership agreed that the principle of accepting such materials is already protected through UNESCO agreements as well as policies by individual libraries. However, some members believe that CORMOSEA in conjunction with Southeast Asian librarians in other countries can help insure that national treasures remain in Southeast Asia. John Badgley assigned the duty of looking into this matter to an

Ad Hoc Task Force which would report back to the Subcommittee at the next annual meeting.

The membership agreed to bring this issue to Committee and recommend that a task force be formed to two questions: should CORMOSEA have a written policy on treasures and should materials already in collections be and, if s~, in what form.

The meeting was adjourned and the members along with their South Asian colleagues were invited to attend a luncheon and a short presentation by the Librarian of Congress.

VIETNAMESE UNION CATALOG: PROGRESS REPORT, MARCH 1989

Present Situation.

Australian data. NLA has continued to add Vietnamese records to ABN, . so that the file now stands at 2,786 records (as of the end of January 1989). Some other Australian data is present on ABN, but needs the addition of VUC holding statements.

Vietnamese data. NLV has sent data (approximately 2,000 records) from June 1986 to March 1988 in addition to the original few files of data I brought back from Hanoi in May 1986. These records have been edited, and some converted to EBCDIC and processed into AUSMARC exchange format for loading into ABN. These are now being loaded.

U.S. data. As I understand it, funds have been provided from the Luc~ Foundation for the University of Michigan to proceed with cataloging Vietnamese titles, and to enter these records into RLIN. Negotiations have been held between ABN and RLIN and agreement reached to exchange Vietnamese records. A test tape is being sent from ABN to RLIN.

The LC data already· on ABN (through regular supply of LC MARC tapes) needs to have the VUC holding statement added. I have no information on procedures to add records from other U.S. libraries to the VUC database or to add individual library's holdings statements to existing records.

French data. We have not heard from Christine Rageau recently, and no data has yet been submitted.

Singapore data. ISEAS has expressed an interest in joining VUC, exchanging data with ABN via SILAS (Singapore Integrated Library Automation Service), which also uses WLN software.

Coordination and Funding.

A meeting was held at NLA on 7 September 1988, attended by the Director of the National Library of Vietnam, Mr. Nguyen The Duc, Ms. Fe Susan Go of the University of Michigan: Ms. Ching Kim See from the Institute of Southeast ~sian Studies, Singapore; as well as Australian representatives, including those from the National Library of Australia and the Australian National University.

It would seem desirable that the international coordination be maintained in Australia, for reasons that were discussed at the first two international meetings. In my new position as Lecturer in Information Management at the School of Librarianship, University of New South Wales, I do not have the (meagre as they were) resources I had at BISA, but I am willing to continue some involvement in this project. Specifically, I am able to continue to take responsibility to work with Nguyen Duc Hiep to process incoming records from NLV for ABN, and to continue liaison with the other partners. However, I have no funds at my disposal for hiring staff to do the editing and tagging records (outlined above), nor for any necessary programming tasks that may arise.

The National Library of Australia has indicated its willingness to continue to bear the cost of maintaining the VUC file on ABN and producing occasional catalogs.

Additional funding is needed to achieve our original goal of an integrated Vietnamese Union Catalog including all known Vietnamese language publications. Retrospective conversion of catalog records for Vietnamese books: inclusion of conference papers, journal articles and unpublished materials; more detailed indexing of books: and, above all, improved subject access to these records are necessary targets.

The next International VUC Meeting should be planned. It has been suggested that it be held in 1990, and I shall be writing to the Director of the National Library of Vietnam to discuss such a proposal.

Technical Developments.

The 3rd National Symposium on Standardization for Vietnamese Character Set Coding with Diacritics was held in Ho Chi Minh City 26-30 July 1989. After receiving reports from a number of different bodies pursing alternative approaches to this problem, decisions were made to narrow down to two approaches to be considered in more detail. It is more than likely that an internal standard using .single-byte coding for every possible combination of character plus diacritic will be agreed upon, while at the same time allowing multi-byte coding (one byte for each character and one byte for each diacritic or diacritic combination as used in the ALA character set) be approved for communications, especially international exchange of data. The

VUC project was reported upon at the 2nd Symposium by Nguyen Due Hiep, but unfortunately we were unable to be represented at this most recent Symposium. However, communications remain open.

PRELIMINARY LIST OF UNIFORM HEADINGS OF MALAY ANONYMOUS CLASSICS

This list of Malay anonymous classics has been compiled at the request of the Subcommittee on Technical Processes of the Committee on Research Materials on Southeast Asia (CORMOSEA), as an aid in cataloging books on Malay traditional literature. It is a revi sion of the list compiled by . Lian Tie Kho in 1964, which was submitted by the Library Association of Singapore as a contribution to IFLA's proposed international list of uniform headings of anonymous classics.

Anonymous classics are the product of literary and linguistic culture which are not confined to present day political boundaries and are, moreover, firmly established in those cultures with no likelihood of additiong and little probability of amendment or variation. It therefore seems appropriate to organize the list by literature, not countries.

IFLA defines anonym~us classics as a religious or literary work attributed to unknown or legendary authors. An estimated 5,000 manuscripts of Malay anonymous classics consisting of over 800 titles are held by major libraries in Malaysia, Indonesia, Singapore, the Netherlands, England, West Germany, France and Belgium, but only a fraction of them have ever been published. This work represents the first effort to compile a list of published works. Entries have been compiled from various publications and bibliographies and subsequently have been checked with the catalogs of Malay and Indonesian manuscripts. Attached is a list of books and catalogs which have been consulted.

A uniform heading, also known as a conventional title of a particular anonymous work, is established on the basis of being the most frequently used title of different editions. References are made under other title(s) under which the works have been published or are known, as well as under names of supposed authors. These references are made from collective to separate editions and vice versa. The list includes works on "adat" (customs, tradi t i on) , "cert ia" (story-telling) , "hi kayat n (narrative, tale, story), "salasilah or silsilah" (genealogy), "sejarah" (history), "syair" (story related to verse form using quatrians of one rhyme), and "undang-undang" (law, custom). The

latest spelling has been used, e.g. "certia" instead of "cherita, cheritera, tjerita or tjeritera", "hikayat" instead of "hikajat", "sejarah" instead of "sedjarah or sajarah", "syair" instead of "sair, shaler, shalir, or sjair", and "undang-undang" instead of "oendang-oendang".

LUCE AWARDS FOR SOUTHEAST ASIAN STUDIES

Cornell University

Cornell University has been awarded a four-year grant of $360,000 from the Henry Luce Foundation. These funds will be used for the purposes given below.

1. Preservation of vernacular holdings (1989, $35,000)

2. Specialized equipment for acquisitions (1989, $10,000)

3. Library graduate assistants (1989-1992, $10,000 per year)

4. Catalog computerization of Indonesian, Thai, Tagalog, and Burmese materials (1989-1992, $40,000 per year)

5. Acquisition and microfilm/fiche cataloging of Cambodian and Burmese materials (1989-1992, a total of $85,000)

6. Southeast Asia Thesaurus (1989, $30,000)

Several conditions are attached to this grant. Yale University

The Southeast Asia Collection in Sterling Memorial Library has received through the Council on Southeast Asi.n Studies a grant of $290,000 from the Henry Luce Foundation of New York. The grant will finance a four year project to preserve rare and deteriorating older materials in the Southeast Asia Collection, and a three year project to reduce the Collection's cataloging backlogs in Malay and Indonesian languages. The preservation project, which will be coordinated with preservation projects at Cornell University and the University of Michigan, will focus on pre-World War II vernacular materials from Burma, Vietnam and the Philippines, and on colonial period government documents from all countries of the region. This year's grant, which totals $340,000, is the second major grant to the Yale Council on Southeast Asian Studies from the Luce Foundation under the Foundation's special program to assist the development of Southeast Asian Studies at ten American universities. The grant was announced by Henry Luce, III, '45.

SEAP FELLOWSHIP FOR SOUTHEAST ASIANS 1990-1991

The Cornell Southeast Asia Program is pleased to announce a fellowship for first-year incoming graduate students from Southeast Asia -- the countries of Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam.

Under the terms of the fellowship, two first-year awards will be available for academic year 1990-91 and summer 1991. Each fellowship will cover the costs of a roundtrip ticket between Southeast Asia and Cornell, tuition and fees, a stipend, . and a book allowance for the twelve month period. No student may hold such a fellowship for more than the first year. The expectation is that only those students who seem likely to qualify for teaching or research assistantships or Graduate School fellowships in their second and third years of study will be considered for these first-year fellowships.

The fellowships will be awarded by the Cornell Southeast Asia Program, and will be available to students who are intending to specialize in disciplinary fields represented in the Southeast Asia Program: agricultural economics, anthropology, labor

The Library was started by a group of Vietnam veterans who wanted to provide vets and students of the Vietnam War with information about its beginnings, course, and subsequent loss. The library is not associated with any groups, organizations, or political parties. The Library does, however, encourage users to give their opinions and/or comments. Another recent contribution was Oliver Todd's op-ed "When Hypnotics Win. a War." The Library's theme is "Always Growing." New files are added daily and existing data files are updated continually. Library files are immediately available via an easy-to-follow menu. Some ·files may be downloaded, and all may be printed from the user's monitor. Users are encouraged to leave comments to the Library staff or messages to other users or literary contributors. Library hours are 10 ~ to 9 pm Monday through Saturday. Currently, users are limited to 30 minutes log-on time per call. However, users may call in as often as they wish. Most importantly, the library is free. There are no subscription or access fees, user charges, or telephone company surcharges.

A New Publisher in Scotland

OBOR

Purpose. Obor ("Torch' in the Indonesian/Malaysian language) is a modestly sized philanthropy active in the field of cultural and intellectual development through scholarly publishing. Its initial focus for the last two decades has been on a pilot project in publishing in Indonesia.

Obor has recently expanded its activities to Malaysia, the Philippines, Pakistan, and Thailand. It publishes in the local languages through a number of affiliated centers. Representatives of these centers meet regularly to plan regional projects aimed at informing each participating country of its neighbors.

Obor represents a concerted effort by supporting corporations, individuals, foundations and government aid programs. Basic funding has been found, including grants from the Ford and Rockefeller Foundations, the Canadian International Development Agency (CIDA), the United States Agency for International Deve Lopment , and the Netherlands Ministry of Aid.

Obor is a registered public charity in New York State; its governing body is an international board of trustees, including five nationalities. The Chair of the Board is Egbert de vries, Rector Emeritus of the Institute of Social Studies, The Hague. M Indonesian trustee, Mochtar Lubis, is Director of the Indonesian affiliate, Yayasan Obor Indonesia (the Obor Indonesia Foundation). Obor's advisory board is composed of scholars of Southeast Asia from many countries, and provides a connection to academic communities and local foundations. An American, Ivan Rats, originator of Obor, is Director; William Bradley is Associate Director.

In Indonesia, "Obor Indonesia" has been set up as an

Indonesian legal entity. The Obor Indonesia office coordinates the careful work of translation and revision. An Editorial Board, directly responsible to Obor Indonesia, advises on program selection. Obor has received a grant from eIDA to allow it to start up affiliated organizations in Pakistan and Thailand. In Pakistan, the affiliated organization is Mashal ("Torch" in Urdu), directed by Ejaz Naik. In Thailand, Obor works through the Kobfai Publishing Project of the Foundation for the Promotion of Social Sciences and Humanities Textbook Project, under Saneh Chamarik, as a first step toward setting up an independent Thai affiliate.

Obor is distinguished by:

cultural freedom: two primary interests of the Obor publishing program.

2. Multilateral funding from private, corporate, . foundation, and public sources in Australia, Canada, Germany, Indonesia, Japan, the Netherlands, and the USA. Financial participation by organizations and individuals in many nations relieves anyone of them of the responsibility of bearing the burden alone; it avoids the political aspects inherent in bilateral intergovernmental arrangements, and ensures nationaloriented concern in what is basically a national operation.

3. The planning of country programs is the responsibility of local groups, while over-all coordination and fund-raising are the responsibility of directors living outside Southeast Asia. This formula combines local program initiative with facility in fund raising abroad, and with the advantages inherent in a regional approach.

4. In each country where it works, Obor aims at creating local organizations that approach financial independence on the basis of royalties. After 15 years' existence, and with 140 titles published (110 still on the market), Yayasan Obor Indonesia now raises $35,000 out of royalties every year.

A pilot project. A 1973 UNESCO report spoke of "book

starvation" in Indonesia. The basic books needed as tools for university studies are. still lacking in Indonesian translation.

In response to this need, Obor started some twenty years ago helping local publishers bring out Indonesian-language books on key problems o.f the community, including the restoration of civic integrity, family planning, and the ethics of civil service. These include translations of standard books on Indonesia by nonIndonesian authors, in each case with an Indonesi~n preface to establish Indonesian intellectual primacy, as well as basic readers or anthologies on specific subjects for use as background reading in universities. The readers constitute the main thrust of Obor's program. Books are published locally through reputable publishers and placed on the market at a low subsidized price within reach of students and the gener~l reader. One hundred and thirty five titles have been published to date; fifty more, partly funded, are in preparation.

Obor also plays a service role, helping specialized

organizations bring out their research in book form. Obor has cooperated in this way with the Royal Tropical Institute, Amsterdam; the Agricultural Development Council; the Research School of Pacific Studies of the Australian National University;

the Kyoto Center for Southeast Asian Studies~ the Population Council~ the World Wildlife Fund~ and the Worldwatch Institute.

CALIFORNIA-INDONESIA EDUCATIONAL FOUNDATION (CALINDEF)

Education is a major focal point for development in Indonesia.

Public school, college, and university libraries need books to meet this objective. Quality books, journals and other educational materials are often too difficult or costly to obtain in Indonesia. To help with this problem a group of volunteers founded a non-profit organization to obtain and send specifically requested English language books to Indonesia. This organization is the California-Indonesia Educational Foundation (CALINDEF).

The Specific purposes of CALINDEF are: a. to collect and ship books to libraries in Indonesia; b, to provide other educational materials such as audio-visual equipment, microfilm and microfiche, computer hard-ware and programs related to libraries; and, c, to provide assistance in trainning library personnel.

CALINDEF activities concentrate on helping libraries in Indonesia that make requests for English-language books. Priority is given to the following fields: English as a second language, English language and literature, education, agriculture, basic and applied sciences, engineering, technology, economics, health, business management, law, and medicine.

Guidelines for selecting institutions to be assisted by CALINDEF are: 1, institutions that are educational in nature such as schools, colleges, universities, museums, research institutions, and libraries; 2, institutions that are not receiving substantial assistance from other foundations and international agencies; 3, no distinction among public, private, secular, or non-secular institutions; and 4, both central and regional (i.e. outer island) institutions. Books have been sent to libraries in Sumatra, Java, Kalimantan, Bali, Sulawesi, Timor, Maluku, and Irian Jaya.

CALINDEF is operating under the direction of a ten-member Board of Directors. The Board sets policy, monitors budget, and organizes fund-raising activities. Members of the Board are dedicated volunteers who are experienced with educational issues in Indonesia.

New chapters of CALINDEF are being established throughout the state of California. Chapters will operate autonomously yet have close contact with headquarters. All persons with an interest in educational development are invited to join as members of CALINDEF.

Contributions are welcome. CALINDEF, founded in 1987, is a publicly supported, tax-exempt, non-profit organization as defined in Section 501 (c) (3) of the Internal Revenue Codes. Contributions such as money, books, property, or out-of-pocket expenses are deductible from gross income for federal income tax purposes.
