EXPANSION PROGRAMME _ICB NO. L0-2741/2017/CW-001
Dear Sir,
We write to seek clarification, while expressing grave concern, on the reformulation of the above
referenced loan (an International Development Bank [IDB] loan agreement valued at
US366M) and the consequent impact it will have on communities, which will not be serviced as
a result of this action,
According to a state media report (Guyana Chronicle, September 11, 2017 — IDB diverts
USS30M 10 Sophia Road network upgrade), US$30M from the USS66M Joan agreement will be
expended on the Sophia, Pattensen, Turkeyen, Cummings Lodge and Cummings Park areas, and
that the proposed works include providing subsidies for the construction of core homes and
home improvement projects. It was also reported that the Central Housing and Planning
Authority (CH&PA) held consultation with residents as part of the IDB requirement
We seck to confirm the accuracy of the above mentioned report and confirmation on the details
on the reformulation of the loan.
In its original design, this loan was intended to: facilitate the upgrade of the Sheriff’ Mandela
highway (expansion, traffic safety and other features included); facilitate the upgrade of the
Diamond to Timehri Road, continuing from the four-lane highway; facilitate upgrades of the
road networks in Canals No. 1 and 2; facilitate the upgrade of the East Bank Berbice highway;
and other studies to advance the further upgrade of Guyana’s road networks.
These roads form part of our national network and will significantly contribute towards
economic development and will also bring greater comfort to thousands of commuters, farmers
