Modernization brought about a multitude of changes faster than the

human race could naturally keep up with. This leads to mens discovery or

improvement of things, processes, or ideas in order to help them cope with the

fast-changing times. Because of these innovations and mens insatiable drive for

something novel, life, in one way or another, has become more convenient.

However, it could be argued that some if not most of these compromises

made for this purpose are more detrimental than beneficial. In several

occasions, they trade in what are necessary for those that are handy, thus

leading to a regrettable outcome.

Among the many things that this age takes lightly is the concept of safety.

More often than not, the notion of safe interferes with their idea of fast and easy

resulting to the former being brushed aside. There have also been numerous

incidents in the past, either officially recorded or not, where the accidents ensue

as a result of disregarding safety.

It can be said that these unfortunate events in the past will serve as

lessons in order for similar occurrences to be avoided. Because of these, the

government is taking steps and exerting efforts to avoid or at least lessen similar

incidents in the future. It is particularly concerned with the safety of workers in an

industry or students in the academe or in a similar set up where the risk of

accident or injury is high.

In the Philippines, no more than its governing law- the Philippine

Constitution, mandates
