Title of the Bill: All Citizens Need To Be Certified in First Aid Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) More than 1.25 million Americans have a first or recurrent heart attack every
4 year (1)
5 2) cardiac arrests happen in homes (2)
6 3) 70% of Americans may feel helpless to act during a cardiac emergency
7 because they either do not know how to administer CPR or their training has
8 significantly lapsed. (3)
9 4) 383,000 sudden cardiac arrests occur annually outside of hospitals

11 SECTION 2: Purpose
12 Require basic first aid training for all citizens.

14 SECTION 3: General Provisions
15 By increasing the population of people who are certified in first aid, increases the
16 survival rate within the golden hour. Survival rate decreases minute by minute.
17 Patient in cardiac arrest need to get delivered within minutes. Associations that
18 offer the first aid training courses can increase job opportunities by increasing the
19 amount of trainers.
20 Being helpless and panicking are not the ways to act in a critical situation. Through
21 training, even if treatments arent being delivered, the bystanders at least have
22 basic knowledge of what is happening and what can be done.

24 SECTION 4: Definitions
25 First aid: assistance given to any person suffering from a sudden illness or injury
