The overall objective of RAIS is to design, implement and maintain a sustainable road crash

Geographic Information System (GIS) that will meet the needs of stakeholders for easy access to
data on the where, when, what happened and why of serious road crashes. The specific goals was
as following:-
(a) Review past experience in Tanzania with crash reporting systems;
(b) Analyze current successfully operated accident database systems (state-of-the-art/selected
systems) and provide recommendations for RAIS for possible consideration;
(c) Identify and analyze type of users and their user requirements;
(d) Identify, evaluate, and report on the various options for data capture, coding, data entry,
data quality, database management, and data analysis and reporting, based on a realistic
assessment of the capacity and motivation of the main actors, and informed by a review of
similar distributed data capture systems in Tanzania;
(e) Identify, evaluate and report on the various options for obtaining digital mapping based on
commercial and available open-source data providers;
(f) Identify, evaluate and report on successfully used commercially or open-source available,
widely-used, GIS crash database software;
(g) Propose a system design for a new RAIS that will meet the most important data needs and
conduct stakeholders workshop to discuss the proposal of the system concept and
operability;
