Title of the Bill: Gun Ammunition Screening Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) In 2015, 13,280 people were killed and 26,819 people injured by guns alone
4 in the U.S. (ii)
5 2) In 2017, 40% of people in America claimed to own a firearm within their
6 household. (ii)
7 3) The U.S. is the number one of the top ten civilian gun owning countries in the
8 world. (ii)
9 4) The highest number of casualties happened within the past 10 years. (i)
10 5) People with instabilities in metal health will have a higher risk of harming
11 themselves and others when in possession of a firearm. (ii)
12 6) According to the 2009 National Institute of Justice report, the number of guns
13 available to Americans is around 310 million. (iii)
14 7) The U.S. makes up less than 5% of the worlds population, but it holds 31%
15 of global mass shooters. (iii)
16 8) A majority, 66% of gun owners own multiple firearms. (iii)
17 9) Five women in America are killed by guns every day. (iv)

19 SECTION 2: Purpose
20 This bill provides that by doing screening checks for family backgrounds and mental
21 health while purchasing ammunition, a larger percentage of gun owners will be
22 more responsible and there will be a decrease in the purchases of ammunition.

24 SECTION 3: General Provision
25 This bill will ensure that the citizens or people of the United States buying any
26 ammunition must go through a mental health screening and a family background
27 check. The persons buying any type of bullet for firearms must provide all sellers
28 his/her medical documents to be approved. He/she registering for said
29 ammunition must be then screened for an updated mental health check at a
30 hospital and provide legal documents proving his/her mental stability. The person
31 must then have a background check for violence in his/her family history to
32 ensure that the person does not have negative influences which could create
33 future danger to the individual and the public.
34 Any seller of any kind must follow the rules within this bill and require the buyer to
35 provide such information and follow through with said procedures.
36 This will ensure that all personnel who hold or have possession of a gun will be
37 responsible and will not have cruel intentions to harm. By the end of this process,
38 the buyer will obtain a completely separate license from buying guns, pertaining
39 to buying ammunition, to ensure that the person is fully responsible and serious
40 in his/her intentions for buying firearms.

42 SECTION 4: Definitions
43 Screening: A test or examination to discover if there is anything wrong with
44 someone.
45 Ammunition: The material fired, scattered, dropped, or detonated from any weapon,
46 as bombs or rockets, and especially shot, shrapnel, bullets,or shells fired by guns.
