HYDERABAD: In the past two-three months, Andhra Pradesh
Brahmin Welfare Corporation (ABC) has paid financial assistance
to over 11,100 poor and needy Brahmins (as of early September,
‘when this bulletin is going to Press) under different schemes. This
number is likely to increase three to four times by the end of the
current fiscal year. There is perceptible cheer and gratitude among
the community, and the sympathetic people ofall communities, due
to this laudable welfare measure of the State Government.
Chief Minister Sri N Chandrababu Naidu launched the pension ansinice
payments of Rs, 1,000 cach to aged men and women, widows, the =e
handicapped and orphans. This benefit under Kasyapa Scheme is
now reaching over 7,000 needy people every month. Aged
Brahmins staying in old-age homes are receiving Rs. 3,000 per
month.

Another 6,000+ aged and poor Brahmin men and women are expected to benefit from the Charaka Scheme for assistance in
medical/health needs. This scheme is only for those who already applied before the last date, which was 30th June, 2016, and are
not covered by the State Government's Dr. NTR Vaidya Seva Scheme,
‘The Corporation has launched a new Sindhutai Sapakal Scheme for educational support to orphans and people with special
needs, such as physically or mentally challenged, autistic persons, etc. Ithas also made improvements in the Dronacharya and
‘Vasishta Schemes for unemployed youth to provide training in skills and coaching for competitive examinations.
‘The Chanakya Scheme to encourage small entrepreneurs in the micro, small and medium enterprises (MSME) sectors slowly
catching up, with nearly 2,000 young enthusiasts submitting their proposals (of various sizes starting from Rs 1 lakh or even
less) for business or industry to banks and the Corporation. ABC provides subsidy only to those entrepreneurs whose projects
are found to be viable, profitable and provided loans by banks.

his isthe third issue ofthe in-house magazine B-Mail being published by AP Brahmin Welfare Corporation.
We have tried to make it as interesting as possible by incorporating articles on general issues in addition to the
activities undertaken by the Corporation and the AP Brahmin Co-operative Credit Society during the past few months.
AP Brahmin Co-operative Credit Society is a cooperative society established with a grant from the State Government and is
mandated to take up economically productive schemes for the marginalized persons of the Brahmin community by forming
‘them into groups. These groups have been named after the great sage Vasishta and his wife Arundhati: Vasishta groups for men
and Arundhati groups for women. The products they make are marketed under the brand name “Sabala”, Sabala is the legendary
cow (Kamadhen) which was in the Ashram of Vasishta, and stands for perennial and unending supply. The credit society will
also provide deposit when and consumer lending facilities to its members. In the long run, the cooperative society is going to be
of greater importance to the community. The idea is to broaden the scope of the activities and look for greater community
participation in implementing its activities.
We are looking forward to the elite from the community across the State providing necessary leadership to this cooperative
effort and contribute for the welfare of the marginalized sections of the community, by way of raising the Corpus for taking up
marketable production activity and also mentoring them in carrying out the economic activities

SINDHUTAI SCHEME FOR EDUCATION OF
ORPHANS & PERSONS WITH SPECIAL NEEDS
Under this new scheme launched in September 2016, orphan
children and people with special needs (such as mentally or
physically challenged, autistic, and so on) from the Brahmin
community and residing in Andhra Pradesh will be provided
financial support to meet the expenses of their regular education
orspecial education. Assistance for boarding and lodging (that is,
hostel and mess charges) is also provided where necessary, at the
discretion of the Corporation. Students and adult inmates of
regular institutions of study as well as (government-recognised)
special institutions for people with special needs are eligible.
The scheme has been named after Ms. Sindhutai Sapakal of
Sanmati Bal Niketan, Pune, and SaptaSindhu Mahila Aadhar, Bal
Sangopan Va Sikshan Samstha, who is a role model for persons
and institutions taking care of orphans and destitute women,
( Garlands & Shawls Turn into Nidhi
Top leaders of the Brahmin Corporation recently
announced that they do not want their hosts and
organizers at meetings and functions to waste
‘money on garlands, shawls and mementoes usually
presented to them. They suggested donating the
equivalent money to ABC's Akshaya Brahmana
Nidhi (fund), which is used to provide aid to
‘poorest of the poor members of the community.
The suggestion has gone down well with the
community. Cheques in favour of ABC have
replaced garlands, shawls and mementoes in
recent meetings at four cities in AP.
When ashawl and floral garland were presented to
the Chairman Sri LY.R. Krishna Rao at a meeting
in Guntur, they were put up for sale. One donor
gladly took them in exchange for a cheque for,
\ Rs.5,000 for the Brahmana Nidhi. S
DONATIONS FOR SINDHUTAI SCHEME
Ascheme for donations linked to the Sindhutai Scheme, has also
een launched, Philanthropists can donate a lump sum amount or undertake to meet the education & related expenses
of orphans and people with special needs on a regular and continuous basis. Donors can also select the particular
beneficiaries whom they wish to support fora long time. Details of the schemes and links for registration of applicants
and donors are available in the Corporation's website: www.andhrabrahmin.ap.gov.in.
INCOME LIMIT RAISED FOR YOUTH TRAINING/ COACHING SCHEMES
The two important job-oriented schemes * Vasishta Scheme for Coaching AND * Dronacharya Scheme for Skill
Development are now open to more Brahmin youth, including those from middle class families. The upper limit of
family's annual income for eligibility to these schemes is now raised to Rs.6 lakhs,
Under Vasishta Scheme, free coaching is provided for State / Central Government competitive exams like SSC, IBPS
(bank jobs), Civil Services, RRB (railways), and other mass-scale recruitment tests through identified institutions.
Also, allowance for boarding & lodging for outstation candidates.
Under Dronacharya Scheme, training is given in a broad spectrum of professional skills to the unemployed through
identified institutions, to enable them to develop the skills and be gainfully employed. Programmes for different skill
sets are available for Brahmin youth below 30 years based on their education from 10th class to post graduation.
CHARAKA SCHEME FOR MEDICAL AID TO THE AGED & POOR MODIFIED
This scheme has been modified to provide reimbursement of heavy medical/ hospitalization/ surgery expenses
incurred by Brahmins aged above 50 years with family annual income less than 2.5 lakhs. The reimbursement will be
in the range of Rs 25,000 to Rs 2.5 lakhs after scrutiny and validation of the claims by a medical experts' team. This is
applicable only to the over 6,700 applicants who registered for Charaka Scheme by the cut-off date of June 30, 2016.

Once upona time there was a sage called Bharadvaja,
He dedicated his entire life to the study of Veda
When the time of death approached, he requested
Mrityu Devata, the God of Death, for a second life
span so that he could complete his Vedic study. The
deity agreed. When Mrityu appeared before him at
the end of the second life span, the sage repeated his
wish and got his third life span.
‘The sage studied and studied; even the third life span was over. Again
the deity of death arrived to take him. The sage made a request for
another life span. This time, the deity refused. There was an argument
between them. To solve the issue, Indra intervened and showed three
‘huge mountains. From the three, Indra picked up three fist-flls of dust
and said: “O Bharadvaja! These three mountains are the embodiment of
Veda. After using every second of your three lives, you could acquire
only this much of Vedic knowledge, which is equivalent to three fist-
fulls of dust, Now, imagine how many births you need to complete your
‘edie study!” Itwas an eye-opener. Sage Bharadvaja realised the trath,
He silently accepted the natural law of death,
‘The above episode that occurs in the Yajurveda (Tai. Br. I-10-11] may
look like a story of fiction, but itreveals the truth. The extant of Veda is
so vast that one cannot finish learning or understanding it in one life.
Sage Vedavyasa, having realized this fact, divided the Vedas into four
parts. The “praises of deities” were compiled into one Veda itis called
Rig Veda. The metered praises of deities are called 'Rik's. Again, he
separated the passages worth singing into Sama Veda. 'Sama' isa Vedic
passage metered and tuned for singing. Further, Vedavyasa grouped the
passages that are predominantly useful for a comfortable living of life,
ina scientific way. It came to be known as Atharva Veda, which
contains metered passages (Riks) and also some unmetered passages,
or 'Yajus’. After separation of the three, the remaining portion with
Yajus was called Yajurveda. Yajus means that which is useful to
worship the deities.
Before the segregation, it was just one Veda, It was also called Yajus or
Brahma or Pranava, It is only after this segregation that Krishna alias
Dvaipayana (progeny of Dveepayana) alias Badarayana was conferred
the title “Vedavyasa” meaning “the segregator of Veda”. Vyasa means
division or separation.
Vedavyasa, who was determined to preserve the endless Vedic
literature, chose five disciples to propagate the four Vedas through oral
transmission, He believed that oral transmission was the best method of
preservation. He engaged sages Paila, Vaisampayana and Jaimini to
protect and propagate the Rigveda, Yajurveda and Samaveda
respectively. He selected sages Atharva and Angirasa to take the
responsibility of Atharvaveda. [Some experts say it was Sumantu.]
For several centuries, the oral transmission went on well. In course of
time, the four Vedas have been sub-divided and sages like Sakala,
Bashkala, Sankhayana, Kanva, Caraka, Katyayana, Talavakara, and
Paippalada were given the charge of their respective sub-branches of
‘Vedas. Later, these sub-branches were named after those sages. Thus,
innumerable sub-branches of Vedas have come into existence. Only a
miniscule part of the Veda is known to us In a treatise called
“Caranayyuha” an attempt was made to enumerate the branches.
But scholars say that even the Caranavyuha could not give the total
number of sub-branches of the four Vedas. In some other context,
Patanjali[ 2nd century B.C], the writer of Mahabhasshya of Vyakanara,
[in Paspasahnika] says that there were 21 branches of Rigveda, 101
branches of Yajurveda, 1000 branches of Samaveda and 9 branches of
Atharvaveda. Thus the total stands at 1,131 out of which, today, the
extant branches in their full form are ony eight in number, or 0.7 pet
cent ofthe total, as given below:
Rigveda: Sakala (1) Yajurveda: Taittiriya, Kanva and Madhyandina or
Vajasaneya (3); Samaveda: Kauthuma, Ranayaniya and Jaiminiya, (3)
Atharvaveda: Saunaka Sakha(1) Some more branches are available in
fragments, Research efforts are still going on to unearth the hidden
Vedic literature.

In this issue we pay tribute to a legend of the highest order in
Andhra politics, who had the unique distinction of being
Chief Minister of both Madras Presidency and Andhra State.
The 144th birth anniversary of Tanguturi Prakasam Pantulu, the first
chief minister of the linguistic state of Andhra, was celebrated on 23rd
August. This “Andhra Kesari” lived a lion's life and fought his way up in
the legal profession first, and in polities later, teaching top positions. And |< -a-a-—-paamar aay naa laos woe TST

He was one of the richest Telugu leaders at one time but also the poorest politician in later life. He was fearless, made fiery
speeches, humbled many other powerful politicians, but did not know how to play sinister power politics. He becameea vietim
of party intrigues and had to give up his chief ministership of Madras Presidency first (1946-47) and of Andhra State later
(1953-54), both within around one year.
Bom in Vinodarayunipalem near Ongole in 1872, Sri Prakasam lost his father when he was just I1. Later he was taken care of,
mentored and polished by his mathematics teacher Hanumantha Rao. Initially he was a sports enthusiast, a naughty boy. He
also acted in drama, Laterhe studied law in Madras, and practiced at Rajahmundry. He became a successful lawyer and earned
well. He became Chairman of Rajahmundry municipality in 1901 and got bunds built for River Godavari to save the town
from floods.
Two years later he went to England to become a barrister. In those days only those who passed barrister’s exam in England
could practice law in higher courts even in India, In 1907 he returned to India, set up practice in Madras and became the first
successful Telugu barrister. Within a short time he overtook Tamilian and European barristers, and was taking up cases from
all the Andhra districts. For the next 14 years, Prakasam made roaring practice, became rich and famous. He lived in luxury
and acquired many cars and bungalows in several cities. He went to England often to argue cases before the Privy Council
Then it happened, Around 1921, Prakasam plunged into India's freedom struggle, giving up his law practice influenced by
Gandhij’s Non-Cooperation Movement. Over time he lost all his riches and huge bank balance. He also became a victim of
polities played by some jealous leaders of the Congress. When he was broke and penniless after being jailed for 3 years after
the Quit India movement, his followers collected money and presented him a purse of Rs. 50,000 forhis living in 1945, but his
detractors made him lose even that money by giving Gandhiji wrong reports that he was misusing public money.
The most famous episode of Prakasam’s life is associated with the Simon Commission's visit to India. When the commission
visited Madras in 1928, and a young boy was killed in police firing on the “Simon, go back” agitators, Prakasam protested.
‘When a policeman threatened him by pointing a gun at him, the lion-hearted leader bared his chest and challenged the sepoy to
shoot. Itis then that the magazine Krishna Patrika gave him the title “Andhra Kesari”.
Afier fighting fora decade fora separate Andhra State, and being its first chief minister fora year, Tanguturi Prakasam passed
away in 1957 at the age of 85. The establishment of S.V. University at Tirupati and the grounding of Nagarjunasagar project
are credited to him, The Ongole district formed in 1970 was appropriately renamed Prakasam district in 1972, the fist district
in A-P. to be named aftera leader. V.V. Giti, former President, said of Prakasam: “He isnot only the greatest of Andhra leaders,

implementing various schemes designed for the economic
upliftment and empowerment ofthe marginalised sections ofthe
community. Motivating youth to learn the skill, work hard, earn money and
improve their own and ther families life standards is one of the Corporation's
main goals. Towards this end, ABC is implementing the Dronacharya Scheme
for Skill Development to help unemployed youth get trained in various skills
and trades, which will improve their job opportunities and get them better

Under the Chanakya Scheme, we are encouraging entrepreneurship among the
community which traditionally has not entered business and industzy. Sub
schemes under the Chanakya offer big subsidies up to Rs. 25 lakhs for projects
of any size from 1.5 lakh (orless) to 5 erores that are found to be viable by banks
and loans approved by them,
Youngsters of the community should aim high, equip themselves with our
financial aid, and grow big. ABC is also planning to conduct motivational
