Employee Qualification and Political Pressure

The Pamantasan ng Lungsod ng Valenzuela is a community


college funded by the Local Government Unit of Valenzuela.
It is known to produce top-notch education graduates and
maintains a good standing ranging from 98-100 % passers in
the Licensure Examination for Teachers.

The College of Public Administration, one of the first


courses offered in Pamantasan ng Lungsod ng Valenzuela
needs an additional instructor to handle major subjects in
Public Administration. The rate of an instructor is as
follows:

Php 150.00 With No Master’s Degree
Php 175.00 With Master’s Degree
Php 200.00 With Doctorate Degree
Php 400.00 Teaching in Graduate School

Mr. Godrick Gryffindor is a 48 year old chief of the Human


Resource Department of the Pamantasan ng Lungsod ng
Valenzuela. He needs to find suitable person with a
background in the field of public administration to fill
the vacant position before the opening of the classes for
the Academic Year 2014. He already posted a notice of
vacancy in the bulletin board of the university.

Ms. Hermione Granger is a PLV alumna who graduated with a


degree of Bachelor of Science in Public Administration in
2007 and Master in Public Administration in 2012. She is
also a Civil Service Professional 2nd Level Eligible and is
currently working in a government agency. Upon learning the
vacancy Ms Granger applied as a part time instructor in the
college of Public Administration.

Mr. Gryffindor shortlisted Ms. Granger for the position and


recommended her for approval of the university president.
However, the university president slashed her of the
position because of the political pressure from her friend
who doesn’t want to hire Ms. Granger because of old grudge.

Mr Gryffindor is now facing a dilemma of failing to find a


qualified instructor before the Academic Year starts or to
hire Ms Granger and suffer from the pressure from the
university officials.
