1. Introduction
This document contains the Technical Specifications that apply to the Design,
Survey, Supply, Erection, Testing and commissioning of 22 KV SCADA compatible
Sectionalizer/LBS and associated materials as per the BOQ of this tender. This is
to be achieved by upgrading and/or strengthening existing over head lines with the
help of the communicable equipments. The sectionalizer should be suitable to be
connected to FRTU so as to be monitored and controlled through SCADA/DMS.
1.1 Project Background
The objective of the this Project is to improve the reliability, efficiency, and
safety of the Employer’s 22KV distribution network in the town area of Puducherry
region of U.T of Puducherry under part-B works of the restructured accelerated
power development program (R-APDRP). One of the means to achieve this is by
deploying sectionalisers (SF6 type). All the new sectionalisers proposed to be
procured under this tender will be supervised and controlled from a SCADA/DMS
control centre at Employer (PED) locations.
1.2 Scope of supply & works
1.2.1 Design, Engineering, Manufacture, FAT, Supply and delivery of pole mount
outdoor type 22KV Sectionalisers and associated materials as listed in the bill of
materials for each of the sectionalisers furnished in the technical specification for
the quantities mentioned in BOQ.
1.2.2 Survey, Installation, Testing (SAT) and commissioning of pole mounted
outdoor SF6 type 22KV Sectionalisers and associated materials for quantities
mentioned in the BOQ. The scope includes training on the sectionaliser equipment
as specified in this tender document.
1.2.3 Supply of essential spares for the 22kV sectionalisers as per the spares list
furnished in this tender specification for the quantities mentioned in the BOQ.
The contract shall also encompass all necessary project management with quality
control, data engineering, acceptance testing, training, documentation and on site
Guarantees. Safety of contractor personnel and the public at the involved work
spots is responsibility of the contractor. All liabilities arising out of any damage to
the purchaser materials, equipments and assets on execution of the contract is
with the scope of the contractor.
1.3 Bill of materials
Refer Sec-VII, schedule –A of tender specification for quantities called for the
Puducherry Town in this tender specification.

1.3.1 BOQ FOR EACH 22KV SECTIONALISER

5. 24V DC (7AH) Battery with battery charger for the battery will be
provided by PED/SCADA/DMS Vendor and the same will be housed in the FRTU
cabinet . The DC power supply for the operations of the switch unit (SF6) and for
the control cabinet shall be availed from this DC supply from the FRTU cabinet. If
the bidder feels that the above AH of will not be sufficient to meet the technical
requirement of Sectionalizer, the required AH has to be indicated in the bid
6. Mounting accessories for Sectionaliser should be suitable for 1-pole (either on
exiting pole or on new pole) and 2-pole structures (inline option). All the poles
where the Sectionalizer are mounted shall be strengthened by providing
concrete stub upto 1/6th of the length of the pole below the ground level along
with stay structure to withstand the wind speed and climatic condition mentioned in
the tender specification.

1. Scope
This specification stipulates the minimum requirements for three-phase, alternating current Load
Break Switch Disconnector, which has making and breaking current rating, for 24 kV outdoor medium
voltage overhead lines.
2. Applicable Standards
The equipment is designed and tested to meet the following standards:
IEC 60265-1 High-voltage switches. Part 1: High-voltage switches for rated voltages above 1kV
and less than 52kV
IEC 62271-102 High-voltage switchgear and controlgear – Part 102: Alternating current
disconnectors and earthing switches
IEC 62271-1 High-voltage switchgear and controlgear – Part 1: Common specifications
IEC60129 Alternating current disconnectors and earthing switches
IEC60265-1 High-voltage switches. Part 1: High-voltage switches for rated voltages above 1 kV

3. Service Conditions
The Load Break Switch Disconnector shall be suitable for adopting under the environmental
conditions as follows:

5.3. Enclosure
5.3.1. The high quality sealed stainless steel enclosure shall be provided for gas tank. Stainless
steel type shall be ANSI 304, minimum thickness is 3 mm,
5.3.2. This enclosure shall guarantee the safety of the operation personnel even while the internal
arc faults; the switch can withstand an internal fault without venting hot gases.
5.3.3. The degree of protection of the gas tank and mechanism box integrated with the switch shall
be IP67.
5.4. Mounting
5.4.1. The Switch disconnector shall be suitable for single pole mounting.
5.4.2. Brackets required for the pole mounting of Load Break Switch Disconnector shall be supplied
5.4.3. Adequately rated lifting eyes shall be provided.
5.5. Earthing
The frame of Load Break Switch Disconnector shall be provided with a reliable earthing terminal
having a bolt for connection to an earthing conductor suitable for fault conditions. The connecting
point is marked with the “protective earth” symbol.
5.6. Position indicator:
5.6.1. The Load Break Switch Disconnector shall be provided with position indicator, or other
suitable means, which clearly indicates the switch position. An operator standing on the
ground can easy see the status of the switch. Symbols and colors for the indicators are an O
(in Green) for open, I (in Red) for close, 〨(in Yellow) for earthed.
5.6.2. This indicator shall be a continuous mechanical connection to moving contacts, to ensure a
positively driven operation and provides clear and unambiguous switch position indication.
The reliable position indicator shall be as defined IEC 62271-102, and pass the type test.
5.6.3. The indicator shall be made of light reflecting material, which is easily visible from ground
level even at night or in driving rain.
5.6.4. The position indicator shall be protected by glass window, to prevent the pollution by salt flog.
5.7. Operating Mechanism
5.7.1. Manual operation
The Load Break Switch Disconnector shall be provided with a spring operating mechanism to enable
it to be operated from ground level using a standard operating hook stick. The opening/closing
operations shall be spring assisted so that the speed of operations is completely independent of the
operator’s effort.
In order to make the manual operation easy, the Load Break Switch Disconnector shall be operated
directly, the spring shall be charges during the first part of movement, releases in the last part of
movement, without additional manual spring charging equipment and operation. The spiral spring is
preferred.
Operating rods for manual operation shall be supplied along with the sectionalizer at the rate of one
rod per 10 sectionalizers.
5.7.2. Motorized operation
Motorized operation could be in local operation where the motor is activated by push buttons or a
switch in a control box located on the same pole as the switch; or remote operation where the motor
is activated via communications signal from the control room.
For Motorized operation mode, it shall be possible to operate the switch by manual hook stick if the
motorized mode is unavailable.
5.7.3. The operating mechanism shall be separated from the gas tank. Do not affect the main circuit
of switch.
5.7.4. The motor drive device can easily be retrofitted on site for manually operated Load Break
Switch Disconnector.
5.7.5. Load Break Switch Disconnector shall be suitable for frequent operation having an extended
mechanical endurance of 5000 operations (Class M2). Switch shall be tested according to
IEC 60265-1 standards.

5.8. Making and breaking operations
5.8.1. Load Break Switch Disconnector shall be capable of making the short circuit current, and
breaking at the assigned recovery voltage any current up to and including their rated breaking
currents.
5.8.2. Load Break Switch Disconnector shall be class E3 general purpose switch, which having the
capability of frequent switching of higher currents and higher frequency of making on short
circuit. Load Break Switch Disconnector shall be tested according to test duties of IEC 60265-
1 Table 5 (Test duties for general purpose switches). The Number of cycles of operations for
mainly active load current shall be not less than 100 CO, Number of making operations shall
be 5.
5.9. Securing the position
5.9.1. The switch shall be constructed in order that they can not come out their open, closed or
earthed positions by forces arising from gravity, vibration, reasonable shocks or accidental
touching of the connecting rods of their operation devices, or by electromagnetic forces.
5.10. Bushings:
5.10.1. The Load Break Switch Disconnector shall be fitted with silicone rubber bushings which are
compatible with service conditions and system parameters. The bushings shall be terminated
by terminal bar.
5.10.2. Earthing Switch
5.10.3. The Load Break Switch Disconnector shall have three position (Closed-Open- Earthing). The
three position Load Break Switch provide the facility to earth the line on one side of the
switch. The earthing position of switch shall assure the safety of the circuit maintenance
operator. The switch earthing operation shall be only manually operated by a different
operation lever from the normal open-closed operation lever. The operation sequence is
open-earthed-open-closed. The Earthing switch must be capable of carrying and making
short-circuit current meeting class E3 for 31.5KA and with mechanical endurance of 2000,
5.11. Corrosion Protection
The support brackets and other ferrous parts of the units other than stainless steel shall be protected
against corrosion by hot dip galvanizing.
5.12. Control cabinet
5.12.1. Each Load Break Switch Disconnector shall include a pole-mounted control cabinet. The
control cabinet shall house the relevant control circuit and components, such as heater, MCB,
push button, operating circuit, batteries. There shall be space for remote radio/modem, etc.
5.12.2. The control cabinet shall be manufactured so that ingress of dust, vermin, and small objects
are prohibited. The control cabinet itself shall have a degree of protection at least IP 55. The
control cabinet shall be fabricated by ANSI 304 stainless steel.
5.12.3. Outdoor weatherproof Control cable(s) for connecting onto the switches shall be provided.
5.12.4. The control cabinet shall be with one Local/Remote switch. While this switch is in the “Local”
position, control shall be permitted only from the local control cabinet (i.e., remote control shall
be disabled). While this switch is in its “Remote” position, control shall be permitted from
remote SCADA system.
5.12.5. The control cabinet shall be with Battery, which is capable of providing 24 hours of operation
upon loss of AC power. During this 24 hours, it shall allow for a minimum of ten sequences of

5.13. Current transformers
The current transformers shall be ring type current-transformer. The current transformers shall be
equipped outside the tank, to provide the facility of upgrade or replacement. They shall be able to
measure load and fault currents on the switches’ each phase, and supply current input to the
Controller.
5.1. Voltage transformer
The voltage transformers shall be able to measure voltages at the Load Break Switch Disconnector
and supply these voltage inputs to the FRTU.

5.2. Controller
5.2.1. The Controller shall be mounted in the pole at around 4 to 5 feet from ground level which will
be used to monitor the Gas pressure, interlocks, position of LBS, Earth switches etc which will
be interfaced with FRTU through potential free contacts . The Controller shall also measure
the value of Current flowing in the LBS including during fault condition and shall transmit to
FRTU through Modbus protocol over RS485.
5.2.2. The Controller shall able to sense the fault and shall able to send the information to the FRTU
(to be supplied by SCADA Vendor M/s. Dongfang) through potential free contacts as well as
giving local indication.
5.2.3. The Controller shall enable closing and opening of LBS through FRTU through hardwire.
5.2.4. The Controller shall be programmable to set the Fault Current threshold values and whenever
the current flowing through the sectionalizer/LBS exceeds threshold value, the controller shall
detect the event as fault and the same has to be reported through MODBUS and hardwire
contacts. (separate for each type of fault viz. L-G, L-L, LLL &LLL-G with phase identification)
5.2.5. Feeder RemoteTerminal Unit (FRTU) will enable the SCADA/DMS to monitor and control the
Load Break Switch Disconnector. This Load Break Switch Disconnector can be used as
sectionalizer to detect and isolate permanent feeder faults and restore power to otherwise
unaffected feeder sections. (Fault Isolation and System Restoration FISR application)
5.2.6. FRTU will be used for the control, measurement, supervision, protection and fault indication of
power networks. The FTU shall measure phase currents and Auxillary AC, DC voltages.
5.2.7. FTU shall enable status information to be transmitted to the remote control system. Switch can
be opened and closed over the remote control system or by using the sectionalizer functions
5.3. Nameplate
Each Load Break Switch Disconnector shall be fitted with a nameplate which is weather-proof and
corrosion-proof, giving the following details marked in English.

5.4. Type Tests
Load Break Switch Disconnector shall be type tested in accordance with IEC 60265-1 Standards:
Dielectric tests;
Temperature-rise tests;
Measurement of the resistance of the main circuit;
Short-time withstand current and peak withstand current tests;
Making and breaking current test;
Mechanical operation and endurance;
Verification of the protection;
Tightness tests;
Electromagnetic compatibility (EMC) tests.
Radio interference test
Gas tightness test
Internal arc-fault test
Reliable position indication test
Radio interference test (RIV)
and Operation at the temperature limit, operation under severe ice cond, cantilever load
withstand as well as pressure withstand tests.

5.5. Routine Tests
All Load Break Switch Disconnector offered shall meet the routine test requirements given below:

1. All spares should be of the same type as that supplied in the equipment.
2. In case more than one type of spare listed above is needed then the quantities
shall be applicable for each type.
3. All spares and spare parts are to be factory tested including routine tests.
