Seminar on Cisco Borderless Net-
works hold on April 01, 2010 at
Le Royal Hotel in Phnom Penh

Mr. SO KHUN, the Minister of Posts
and Telecommunications of
Cambodia (MPTC).
On the occasion, Cisco Repres-
entative in Thailand expressed his
deepest appreciation to MPTC
Minister SO KHUN who came to
be as the honorable Chairman in
the opening seminar.
H.E. Mr. SO KHUN, the Minister
of Posts and Telecommunications
stated that the Information Com-
munication Technology (ICT) has
been recognized worldwide that it
is a core force serving all domains
of present society such as to serve
the growth in economy, finance, ed-
ucation, agriculture, development.
We almost can say that the ICT and
daily life of our people cannot be
separated. Refer to the significant
advantage of ICT, the Royal Gov-
ernment, under the leadership of
Samdech Akka Moha Sena Padei
Techo HUN SEN, the Prime Minister
of the Kingdom of Cambodia has
issued the rectangular strategic
policy for the second stage as the
direction for all everyone, state

entity and private partners in
cooperation with each other to
reach the future successes. To
reach the goal of the rectangular
strategic policy of the Royal
Government in the second stage,
Ministry of Posts and Telecommu-
nications has several obligations
to serve the domains of information
and technology such as study on
the development of the modern
technology to conform with a
standard for mutual communi-
cations smoothly, freely and without
impediment. To prepare some
draft regulations to regulate the
modern technology being flown
into our country and the ICT market
with free and fair competition for
all related ICT operators in
line with the free market policy
of the Kingdom of Cambodia
followed democracy.
The Minister expressed that
meanwhile to such strong growth,
safety to the users and operators is
also a serious issue to be paid
attention to by the Ministry of Posts
and Telecommunications such as
the shameful pictures (porno-
graphy) launching through Internet,
mobile phone that affect the social
morality, national culture, virus
creation using for the purpose of
damaging the network, obstructing
the transactions of business, banks
in Cambodia and the world. On
the conception into the network
to steal, falsify, fraud, divert the
traffic data for the purpose of
committing any crimes against the
law of Cambodia.
The world latest information
technology system such as internet
Security System, DIX, IIX, Data
center and Unified Communica-
tions, today is also a dissemina-
tion event contributed to safety,
not only for all everyone, it is for

the safety to our children being
and accessing the internet to im-
prove ability, welfare and daily life,
contribute to serving the household
economy and nation.
At the present time, the new infor-
mation technology was and being
played its main role in contribution
to developing the state institutions,
private companies, organizations
as well as national societies and
the whole world for rapid develop-
ment, particularly within the last 2-3
decades. The information technol-
ogy system can improve high ef-
fectiveness and facilitate the busi-
nesses, particularly in relation with
the telecommunication that can im-
prove to reduce the time and bud-
get. But the information technology
is also a two face weapon in the
event that we use it incorrectly to
the actual goal such as the usage
of new information technology to

for the purpose of attacking or ruin-
ing the existing Hardware and soft-
ware for its own interests as well as
caused other terrorism.
Therefore we all together must pay
attention to protecting and tackling
these attacks to jointly construct
and develop the society and to pro-
tect the interest of all companies
being conducted in Cambodia.

Cisco Systems in cooperation with
Ministry of Posts and Telecommuni-
cations of Cambodia bringing about
the latest information technology
in the world to disseminate to the
state institutions and private as well
as IT infrastructure supply compa-

The annual meeting on posts and
telecoms achievements meet-
ing 2009 and work implementa-
tion goal 2010 hold on March
31, 2010 at the cabinet of
the ministry, presided over
by H.E. Mr. SO KHUN,

Te l e c o m m u n i c a t i o n s .

up a gender equity policy in a bid to
uphold rights, situation and interests
of women to equalize with men. In
particular, we shall achieve the mil-

and women. With the implementa-
tion of the said policy, the Ministry
of Posts and Telecommunications
supports and encourages the com-
petent women staff to take up a po-
sition in decision making and pow-
ering in its main roles.
The Minister added that for now
though it is worked together or dif-
ferently, the Royal Government and
many civil organizations have been
performing their works to find mea-
sures to protect women’s rights in
helping deal with certain matters
such as domestic violence, women
trafficking and rape case. All these
matters occur since the customary
gender relation defines women to
be inferior to men and in Cambo-
dian social structure, men control
a family and in almost all sections,
women do not have a voice and
are of less value compared to men
where as women’s rights and lib-
eration are limited in the society’s
every caste.
Last of all, the inister appealed to
secretaries of state, under secre-

deputy director generals, depart-
ment directors, deputy department
directors, who are all men to help
support and increase the potentiali-
ty of the women officers working for
the Ministry of Posts and Telecom-

men officers do. In the meantime,
he requested all officers who are in
their teens to make efforts to sharp-
en the capacity of their research
into various knowledge; pursuing a
computer skills and learning Eng-
lish as well as skills in managing
the information and communica-
tion technology.
The Minister believed that all men
leaders would be actively engaged
in providing rights and a decision
making role to the women officers
who have the same capacity as
men. Overall, if a female officer and
a male one share the same capac-
ity, a decision making role shall be
provided to a female officer first.
