BHILAI STEEL PLANT. ee EXECUTIVE ESTABLISHMENT No.BE-1/2013/1265 Bhilai, dtd: 04/07/2013, Copy to 1.Director Ve(M&HS/AII Ex In pursuance of the approval of the Board of Directors, relating to introduction of transparency in appraisal system, it has been decided that executives and their existing reporting officers will have access to view their own converted appraisal rating including all entries in the appraisal report for the appraisal year 2012-2013. Further, the executives who have been rated as below ‘O° (converted appraisal rating), in case they so desire, can make a representation against the entries in the Appraisal Report including the final converted grading, The system of Appraisal Communication, Appeal and Disposal of Appeal is enclosed as Annexure A. The process to view the appraisal reports for the year 2012-2013 by the concerned executive and to make representation would be as under: a) The individual executive will be able to view his/her own appraisal through his/her EPMS login after clicking on the ‘Transparency’ icon. b) The executives can make a representation by clicking on the ‘representation’ icon available on the transparency screen within a period of 15 days from the date of intimation of appraisals. ©) The Reporting Officer will be able to view the appraisals of the executives reporting to him/her and the representations made by them through his/her EPMS login by clicking on the ‘Inbox’ icon available on the transparency screen, d) Appellate Authority for the purpose of considering the representations for different grades would be as given at point no.3 of Annexure-A. €) The representations shall be dealt as per the system detailed at Annexure A within a period of one month from the closing date of submission of representations. The provision for viewing the appraisals for the year 2012-2013 online will be available on the EPMS for executives upto ES grade from 5" July 2013 onwards. The executives will be able to make a representation through the online system till 19" July 2013. Accordingly, all the executives and their respective Reporting Officers would be provided access to their own converted appraisal rating including all entries in the appraisal report. The executive can prefer an appeal within 15 days of such communication. » Access to appraisal report will be online in case of executives® upto B7 grade and by way of hard copy of the PESB appraisal format for executives in E8/E9 grade. 2.0 Mode of Representation > Executives, who have been rated as “Below O” (converted appraisal rating), in case they so desire, may make a representation, within 15 days from the date of intimation, to the convenor (Details given at point no.5). > A separate screen will be available in the EPMS for submission of representations, Hard copies of representations would not be entertained for executives upto F7 grade under any circumstances. However, executives in E8 and E9 grade may submit their representations to. Head of Personnel in hard copy only. 3.0 Appellate Authority for redressal > Appellate Authority will be the Competent Authority to consider and dispose of the appeal of the executive. > Appellate Authority for the purpose of considering the representations for different grades would be as under: FOR EI TOES — Grade Appellate Autho: Chairman’ ] Members H-5 _ SeniormostED | At least two other EDs FOR £6 TO E7 Grade "Appellate Authority EET D(P), D(T) and respective CEO In case of executives in E8/E9 grades, a Committee of three Functional Directors, appointed by Chairman, would consider the representations and submit its report to Chairman who would decide the matter based on the material placed before him, © The level of the Reporting/ Reviewing Officer of the appraise shall have no bearing on the Appellate Authority for considering the representations. ve -" sd NW Contd, 4.0 Nature of Representations % Representation is to be made by the executive on the entries in the Appraisal Report including the final converted grading. > Based on his/her Appraisal Report, an executive shall be required to indicate anyone or more of the following areas of assessment against which he/she is appealing: a) For executives upto E7 grade: © Final Grading + Performance against KPAs + Competencies + Potential + Values. b)_ For executives in E8/E9 grade: © Final Grading + Assessment of achievements made against targets. + Assessment of Personal attributes and functional competencies. > Above parameters will be available in the form of a check box/drop down menu in the online system for executives upto E7 grade and in printed format for executives in E8 & F9 grade. Thereafier, the executive will have the option to indicate (limited to 100 words) specific entries in the Appraisal Report against which he/she has preferred the appeal including his/her converted final grading. However, the representation shall be restricted to the specific factual observations contained in the Appraisal Report. Any other remarks/observations/appeal shall be kept out of the purview of the appeal . for information, to 27 grade and through > Representation so made, by an executive, would be made availabl the respective Reporting officer, online in case of executives upto hard copy in case of executives in E8 and E9 grade, 5.0 Consideration of representations ® Convenor of the committee will place all such representations received within the due date before the Appellate Authority so as enable disposal of the appeals within 30 days from the closing date of submission. > The Convenor of the Committees of the Appellate Authority would be as under ‘onvenor Tn-charge of OD section of PersonneV/HOP of the PlanyUnit | HOP of respective Plant/Unit & In-charge of CCS Group of CO Executive Director (P&A), Corporate Office. > Decision of the Appellate Authority shall be communicated by the Incharge, OD section (Executive cell) to the concerned executive as also to his/her Reporting Officer online through EPMS for executives upto E-7 grade and through hard copy, in case of E8/E9 executives & Decision of the Appellate Authority shall be final & binding.
