5.1.6 Purchase Requests for Services


Every PR for the provision of a service shall include a Statement of Work (SOW) that
provides details (deliverables) specifying exactly what the Provider shall accomplish during
the course of the engagement. An SOW should also be used to initiate individual services
under a Master Service Agreement.

A template for an SOW is available in Appendix P22_2. The following instructions are
important to follow when creating an SOW.

● A deliverable is a requirement or individual aspect of an overall project. It is important


that all deliverables expected from the Provider by the IRC are clearly stated and defined
in the SOW.

● Be clear, use simple, direct language.

● Use “shall” to denote requirements, not “should” or “will”. For example: “Provider
shall provide a final report that details the effectiveness of the training provided.”

● Provide a clear timeline if necessary for the work being performed. If specific deadlines
need to be met ensure that this is clearly mentioned in the SOW.

● Separate background information from objectives and requirements.

● Provide enough detail to permit the prospective Provider to estimate costs of labor and
other resources needed to accomplish each task or phase of the work.

● Clearly specify duties, results and performance standards so that the Provider and the
IRC representative monitoring performance can tell whether the Provider has complied
with all requirements.
● Identify any constraints or limitations.
