Top cop bets named

THREE members of the Philippine Military
Academy (PMA) Class of 1977 are looming to replace
Philippine National Police (PNP) chief Dir. Gen.
Jesus Verzosa whose early retirement was approved
by President Aquino.
PNP spokesman Sr. Supt. Agrimero Cruz Jr.
formally announced yesterday President Aquino's
approval of Verzosa’s intention to retire on Sept. 14,
or three months before his mandatory retirement
on Dec. 25 this year.
“For the information of everybody, the early
retirement of the chief PNP, Director General Jesus
Verzosa, will be pushing through on September 14.
So, September 15, there will be turnover of com-
mands,” said Cruz.
Cruz, however, said that as of press time there is
no announcement yet as to who will be the next chief
of the 130,000-strong police organization.
“As to who will replace General Verzosa, under the
law all star-rank officers are qualified,” said Cruz.
But citing the rules of the PNP’s Senior Officers
Placement and Promotions Board (SOPBB), Cruz
said that those with “experience, skill and seniority”
will be the frontrunner.
“And from the perspective of our SOPBB, three
members of the command group are the most quali-
fied to replace General Verzosa. They are Deputy
Director Generals Perfecto Palad, Raul Bacalzo and
Director and soon-to-be Deputy Director General
Benjamin Belarmino,” said Cruz.
Palad, who is the PNP’s number two man being the
deputy chief for administration; Bacalzo, the deputy
chief for operations or the PNP’s number three man,
and Belarmino, the PNP’s chief directorial staff, are
all members of the PMA Class of 1977.
Among the three, Palad is the most senior but
is reaching the mandatory retirement age of 56 on
April 11, 2011 while Belarmino is the youngest as he
is turning 56 on March 2012.
Cruz, however, said that there is no required one
year in the active service to be appointed as chief PNP,
which makes Palad a formidable contender.
“Under the law, it is not an obstacle to have less
than one year tenure as chief PNP to be appointed,”
said Cruz.
Earlier, Verzosa said he is retiring early from
the service to give way to younger officers to go up
the ladder of the PNP command. He submitted his
retirement papers as early as July.
A member of PMA Class of 1976, Verzosa was
appointed chief PNP in August 2008 by former
President and now Pampanga Rep. Gloria Arroyo. He
was one of the few Arroyo appointees who remained
under the Aquino administration.
