estimates have been prepared as if thequarry operation were carried out
independent of the concrete operation. Significant savings in the costs
of site services, facilities, and overhead could materialize to the Owner
if both operations were carried out concurrently. Further savings could
berealized depending on the type of contractual arrangement entered into
for performance of the work.

GENERAL.

ROCK OPERATION

The study is based on a delivery requirement of 856,700 Tons


of sized rip rap andspalls over a 6 year period from 1976
1981.

A quarry location atMt. Sedgwick was specified. This location


is 40 miles from the-King Point dock area and is composed of granite
rock with adjacent limestone.

A satellite camp and shop will be set up at Mt. Sedgwick in th


winter of 1975-76. Fuel and supplies sufficient to complete one year’s
operation willbe hauled in each winter. Personnel will be airlifted
to and from the satellite camp from King Point. Pioneering and drill
2 crawlair CM/ECM 350 drills each with a 1050 cfm

603,000 cu. yd.

will be shot to produce the required product.

The rock processing plant is set up on a permanent location

The plant itself is a series4 vibrating

sing 310 Tons/hr.

The quarrying and processing of rock is scheduledas a summer


operation over the months of July and August
of each year.

Hauling of processed rock to the dock and stockpiling


is
scheduled as a winter operation to obviate the cost of access road
construction. Winter haul will run from December
to April of each season.

A fleet of 50 Ton sleds is used.The uncertain snow conditions


in the9 mile first leg of the haul,
i.e. out of the valley, requires
the use of Cat D7 tractors. Thereafter6 large, transport vehicles
(Husky 8) pulling 3 - 50 Ton sleds each will complete
the remaining

An equal quantityof rock is processed and hauled to stock-


pile each year to provide optimum use
of equipment.

Processed rock will be stockpiled 14

stockpiles to scows during the summer working season.

Sufficient support and spare equipment has been included to


maintain the necessary production.

The choiceof the plant for the construction
vas based on:

1). Ease of construction.


2). Minimum of winter work.
3). High cost of fuel.
4). Concrete quantities as shown above.

The concrete operation is scheduled for mobilization1975,


in
production of modules in1976-1980, with completionof loading out and
demobilization in 1981.

A simple procedureof natural curing is adopted, based on a


yearly 5 month summer schedule, May
15 - Oct. 15. The batch plant
itself is winterized and facilities are included for ‘heating
of
aggregates. Batch plant capacity is designed for a production rate
of 33 cu. yds/hr.

One hundred a n d twenty insulated s t e e l forms are used on a


twenty- f o u r h o u r schedule. Hoarding, with tarpaulins and mobile

space heaters, is provided for cold weather protection at each end of


theseason. Maximum p r o d u c t i o n w i l l b e 120 modules p e r day with an
overall a v e r a g e of 80 modulesperday.

The workweek g e n e r a l l y is 7 days a t 10 h o u r s s i n g l e s h i f t


withtheexceptionoftheroadbuilding crew i n 1975 whichworkson a
7 day a t 12 h o u r s d o u b l e s h i f t p e r dayworkweek.

Cement s u p p l y i s t h e l a r g e s t s i n g l e item i n t h e c o n c r e t e work.


A cement c o n t e n to f 512 l b / c u . yd. i s used as t h e b a s i s f o r t h e esti-
mate. Quoteswerereceivedfrom,anddiscussionsheldwith a number
of t r a n s p o r t a t i o n andhandlingcompanies.Thecoastalroute,the
Mackenzie r o u t e a n d a n o v e r l a n d r o u t e were e a c h s t u d i e d .

On present day standards the Mackenzie route using bagged


cementon p a l l e t s seems t o b e t h e mosteconomical way t o t r a n s p o r t
cement. However i t i s p o s s i b l e t h a t a b e t t e rs y s t e m may havebeen
d e v e l o p e db e f o r et h ey e a r 1980 s o t h a t i t is recommended t h a t t h e
cement s u p p l y a n d d e l i v e r y b e c o n t r a c t e d o n a 2 year basis.

The p a l l e t s are f u l l y w i n t e r i z e d a n d t h e y c a n b e s t o r e d , i n a n

HARBOUR FACILITIES

The study is based on the excavation of navigation chan


through the existing gravel spit near King Point and the const
- 1975.

The preparation of a fifteen foot deep Navigation Channel a


turning basin, with a minimum channel width at the toe of ofthe slo
120 feet, is estimatedt o require excavation of183,000 cu. yds. of
gravel. We expect some of this gravel to be frozen.

We have assumed the sheetpile dock to

SECTION 6. CONTRACT ARRANGEMENTS

Many different types of contractual arrangements can be used


o r construction/management services
in the procurement of construction
for large-scale projects. Northern Construction Company has performed
successfully in the past under many different types.

For the project described in this study a target type


reimbursable contract is suggested. This type of contract is
discussed below:

TARGET TYPE REIMBURSABLE CONTRACT

This type of contract has been devised for situations in


which a firm bid cannot be made in advance of performance, but in
which it is desired to give greater profit motivation to the con-
tractor than exists in other cost-type contracts.

In this type of contract the owner and contractor at the out


negotiate an estimated target cost estimate, a target fee, (a minimum
and a maximum fee), and a fee adjustment formula. Actual costs of
performing the work are reimbursable. After performance of the
contract the fee payable to the contractor is determined in accordance
with the formula. The formula might typically provide that the
25 percent of the actual cost over-runs
contractor would be penalized
above the target estimate and rewarded 25bypercent of the under-runs
- in both cases, subject to the previous agreed minimum and maximum
Such a contract can also have separate incentive provisions for early
completion.

The principal advantage of this type of contract isit that


permits work to commence early on projects for which the scope and
conditions cannotbe sufficiently defined to permit establishing
firm price tenders.

The "Target Estimate" contract fosters close communication


and cooperation between the owner and the contractor. Both parties
are attempting to accomplish the same ends, i.e. lowest possible
cost within an established time frame.

There still remains, however, a significant incentive


on the
part of the contractor to perform the work as economically as possible.
The contingencies which must be borne by the contractor under firm
price tenders are significantly reduced when establishing the Target
Estimate.

Northern Construction has performed several multi-million

advantage of both parties and have eliminated to a great extent
many of the problems of contract administration inherent in other

Northern's personnel staff has carried out extensive recruiting,

PORTAGE MOUNTAIN PROJECT

One o f t h e most complex hydroelectric projects in the world


was completed i n 1969by a Northern Construction Company sponsored
j o i n t - v e n t u r ee f f o r t .L o c a t e dn e a rt h e town o f HudsonHope,
approximately 500 a i r miles north of Vancouver, the power p l a n t is
l o c a t e d 500 f e e tu n d e r g r o u n d . An e a r t h f i l l dam, impounding62,000,000
acre feet of water, serves t h e power p l a n t .D e s i g n e df o ra nu l t i m a t e
c a p a c i t y of 2 , 2 7 0 , 0 0 0 k i l o w a t t s , t h e power p l a n t was completed i n
four years.

Undergroundappurtenancesinclude: two t a i l r a c e m a n i f o l d s ,e a c h
330 f e e t l o n ga n d1 1 0f e e th i g h ; two railrace t u n n e l s e a c h 70 f e e t
highand 53 f e e t w i d e ; a n d 10 p e n s t o c k t u n n e l s v a r y i n g f r o m 770
to 900 f e e t i n l e n g t h . The s u b t e r r a n e a n power house i s a chamber

To c o m p l e t e t h e P o r t a g e M o u n t a i n P r o j e c t more than 1,000,000


cubic yards of underground excavation and 2,555,000 c u b i c y a r d s o f
s u r f a c ee x c a v a t i o n were r e q u i r e d . More t h a n 330,000 c u b i cy a r d so f
c o n c r e t e were placed underground and 125,000 cubic yards of concrete
were usedaboveground.Over37,000,000poundsofreinforcing steel,

Grand Rapids Generating Station is l o c a t e d 250 miles n o r t h o f

Electric Boardby a Northern Construction Company s p o n s o r e d j o i n t
venture.

The p r o j e c t encompassed a t o t a l of 1 6 miles of e a r t h f i l l d i k e s


andthreeprincipalconcretestructures - anintakestructure, a
330 foot-longpowerhouseand a four-gatedspilway.

With a n i n i t i a l o u t p u t of 330,000 k i l o w a t t s , t h e p r o j e c t r e q u i r e d
a totalof11.7-millioncubicyardsofearthandrockexcavationand
7.3-millioncubicyards of f i l l . Over 350,000 c u b i cy a r d s of c o n c r e t e
wereused, more t h a n h a l f o f which were r e q u i r e d for t h e 1 2 5 - f o o t - h i g h
by 2 9 0 - f o o t - l o n gi n t a k es t r u c t u r e . The spilway i s 410 f e e tl o n g ,
70 f e e t h i g h and is c a p a b l e of d i s c h a r g i n g water volumes up t o
140,000 c u b i c f e e t p e r s e c o n d .

During the 30 m o n t h s p r e c e e d i n g t h e b l a s t a 572-foot-deep


s h a f t was sunkon a nearbyislandand a one-half-milelonghorizontal
t u n n e l was d r i v e n u n d e r t h e c h a n n e l t o r e a c h t h e u n d e r w a t e r p e a k s .
Vertical raises were b o r e d upwardfrom thetunnelbranchesintothe
peakswhich were t h e n honeycombed w i t h a t o t a l o f n e a r l y 3,000

our recent discussions concerning
Imperial's proposal for a harbour near King
Point and the rock
I hope that the following infor-
quarry at Mount Sedgewick,
mation may assist you in further evaluating our proposal.
The need for slope protection material is based on
the assumptions that the development of our Adgo discovery will
require up to four permanent artificial islands and that future,
discoveries in water depths up ofto 40 feet will also be
developed on artificial islands. The type, size and quantity
of slope protection material needed for these islands has been
calculated by our consultants, Hydronamic B . V . , on the basis of
a hypothetical program of exploration and development in the
Beaufort Sea. The timing of the requirements is based on our
assumption that Canada will urgently require additional oil
production by1 9 8 3 and that part of this production will origi-
nate from Adgo and from additional discoveries that may be
expected in the next few years as a result of our continued
exploration program in the Beaufort Sea.
Working back fromthe "On Production" yearof 1 9 8 3 ,
we believe that orderly and economical development
of the Adgo
pool will require that rip rap with weights5 0fromto 3,000 lbs
be available not later than1977. By that timewe will require
some permanent wells for full-scale production tests and the
islands on which these wells are located will also have to be
permanent. In the attached time schedule, we have attempted to
provide you with a logical chain of events and the timing that
is necessaryto reach our objective of havingrip rap available
by 1977.

i s 2.5 t o n s a n d r i p r a p heavier t h a n t h a t w i l l t h e r e f o r e have
t o b e c o n c r e t e blocks.
A reportprepared a t o u r r e q u e s t by N o r t h e r n Con-
s t r u c t i o n Company ofVancouver, a copyof which i s a t t a c h e d ,
shows t h e p r e l i m i n a r y p l a n s f o r a rock q u a r r y n e a r M t . Sedgewick
and a c o n c r e t em a n u f a c t u r i n gp l a n tn e a rK i n gP o i n t . The r e p o r t
i s meant t o be a f e a s i b i l i t y s t u d y a n d s h o u l d n o t b e c o n s i d e r e d
anengineeringproposal.

S e c t i o n 4 of t h e r e p o r t d e a l s w i t h c o s t s and shows
t h a t t h e cost p e r t o n of q u a r r y s t o n e i s $26.64 a s compared to
$ 1 2 6 . 7 6 f o rc o n c r e t e . I f it were n e c e s s a r y t o manufacture
c o n c r e t eb l o c k si n t h e f u l l r a n g e of r i p r a p r e q u i r e d ( 5 0 lbs
t o 11.5 t o n s ) , t h i s estimate wouldhave t ob er e v i s e d .C o n c r e t e
m a n u f a c t u r i n g i s much more l a b o u r i n t e n s i v e t h a n rock q u a r r y i n g
(see pages 4 - 2 1 and 4 - 2 2 o f t h e r e p o r t ) , a n d a proliferationof
c o n c r e t e block s i z e s wouldcause t h i s comparison t o become
worse. Where there i s some scope t o e f f e c t a r e d u c t i o n i n u n i t
c o s t s f o r t h e rock q u a r r y i n g o p e r a t i o n by i n c r e a s i n g t o t a l
o u t p u t , w e donot see t h i s o p p o r t u n i t y i n t h e c o n c r e t e manu-
facturingprocess.
The cost of s l o p e p r o t e c t i o n f o r p e r m a n e n t i s l a n d s
u s i n g a combination of q u a r r y s t o n e a n d c o n c r e t e h a s been
estimated a t 50%of t h e t o t a l cost of a ni s l a n d . The d e c i s i o n
touseonlyconcretecouldthereforeincrease t h e cost of each
i s l a n d by 2 0 0 % o r more.
We s h o u l d a l s o p o i n t o u t t h a t t h e FederalDepartment
o fP u b l i c Works i n t h e i r r e p o r t , " H e r s c h e l I s l a n d , F e a s i b i l i t y
of a M a r i n eT e r m i n a l " ,c o n s i d e r t h e M t . Sedgewick area t h e
logical source f o r quarrystoneforany of t h e i r f u t u r e p l a n s .

I n t h e area of environmentalimpact, we plan t o use


t h e CAGSL r e p o r t s c o v e r i n g t h e area a s a b a s i s and w e a r e
p r e s e n t l y c o n s i d e r i n g w h a t a d d i t i o n a ls t u d i e sn e e d t o be made.
We a p p r e c i a t ey o u rc o n c e r n t h a t w e s h o u l d n o t embark
on f a i r l y c o s t l y s t u d i e s i n v i e w o f t h e e v i d e n t o p p o s i t i o n of
t h e Departmentof the Environment t oo u rp r o p o s a l . However, w e

believe that we can operate the project in an environmentally


acceptable fashion, and are prepared to risk the study costs,
since without an early commencement, we will be unable to
achieve our objectives for island construction.
