workers were r e c r u i t e d d u r i n g e a c h y e a r o f t h e t h r e e - y e a r p r o g r a m .
R e c r u i t i n g was carriedoutthroughoutCanada;however,everyeffort
was made t o r e c r u i t EskimosandNorthernCanadianIndians. An
excellentprogramoftraining was e s t a b l i s h e d by N o r t h e r n i n c o n j u n c t i o n
withtheNorthernAffairsDepartmentoftheCanadianGovernment.
Many n a t i v e s l e a r n e d c o n s t r u c t i o n s k i l l s a n d d e v e l o p e d i n t o g o o d
tradesmen.
Extensiverecruitingprograms were c a r r i e d o u t i n N o r t h e r n
Manitoba i n 1962and1969 among t h e I n d i a n s o f t h e area. A number o f
these workers became e x p e r t s i n d r i l l i n g a n d b l a s t i n g o p e r a t i o n s .
I n a l l areas ofCanada,programs in recruiting have been established.
The s t a f f o v e r t h e y e a r s h a s c a r r i e d o u t e x t e n s i v e s t u d i e s i n
regardtomaintaining work f o r c e s i n r e m o t e areas a n d c o l d climates.
Specialabourcontractshavebeenestablishedto create a n i n c e n t i v e
f o r workmen t o remain i n remote areas. Combined w i t h t h e s e i n c e n t i v e s ,

our recent discussions concerning
Imperial's proposal for a harbour near King
Point and the rock
I hope that the following infor-
quarry at Mount Sedgewick,
mation may assist you in further evaluating our proposal.
The need for slope protection material is based on
the assumptions that the development of our Adgo discovery will
require up to four permanent artificial islands and that future,
discoveries in water depths up ofto 40 feet will also be
developed on artificial islands. The type, size and quantity
of slope protection material needed for these islands has been
calculated by our consultants, Hydronamic B . V . , on the basis of
a hypothetical program of exploration and development in the
Beaufort Sea. The timing of the requirements is based on our
assumption that Canada will urgently require additional oil
production by1 9 8 3 and that part of this production will origi-
nate from Adgo and from additional discoveries that may be
expected in the next few years as a result of our continued
exploration program in the Beaufort Sea.
Working back fromthe "On Production" yearof 1 9 8 3 ,
we believe that orderly and economical development
of the Adgo
pool will require that rip rap with weights5 0fromto 3,000 lbs
be available not later than1977. By that timewe will require
some permanent wells for full-scale production tests and the
islands on which these wells are located will also have to be
permanent. In the attached time schedule, we have attempted to
provide you with a logical chain of events and the timing that
is necessaryto reach our objective of havingrip rap available
by 1977.

shows t h e p r e l i m i n a r y p l a n s f o r a rock q u a r r y n e a r M t . Sedgewick
and a c o n c r e t em a n u f a c t u r i n gp l a n tn e a rK i n gP o i n t . The r e p o r t
i s meant t o be a f e a s i b i l i t y s t u d y a n d s h o u l d n o t b e c o n s i d e r e d
anengineeringproposal.
S e c t i o n 4 of t h e r e p o r t d e a l s w i t h c o s t s and shows
t h a t t h e cost p e r t o n of q u a r r y s t o n e i s $26.64 a s compared to
$ 1 2 6 . 7 6 f o rc o n c r e t e . I f it were n e c e s s a r y t o manufacture
c o n c r e t eb l o c k si n t h e f u l l r a n g e of r i p r a p r e q u i r e d ( 5 0 lbs
t o 11.5 t o n s ) , t h i s estimate wouldhave t ob er e v i s e d .C o n c r e t e
m a n u f a c t u r i n g i s much more l a b o u r i n t e n s i v e t h a n rock q u a r r y i n g
(see pages 4 - 2 1 and 4 - 2 2 o f t h e r e p o r t ) , a n d a proliferationof
c o n c r e t e block s i z e s wouldcause t h i s comparison t o become
worse. Where there i s some scope t o e f f e c t a r e d u c t i o n i n u n i t
c o s t s f o r t h e rock q u a r r y i n g o p e r a t i o n by i n c r e a s i n g t o t a l
o u t p u t , w e donot see t h i s o p p o r t u n i t y i n t h e c o n c r e t e manu-
facturingprocess.
The cost of s l o p e p r o t e c t i o n f o r p e r m a n e n t i s l a n d s
u s i n g a combination of q u a r r y s t o n e a n d c o n c r e t e h a s been
estimated a t 50%of t h e t o t a l cost of a ni s l a n d . The d e c i s i o n
touseonlyconcretecouldthereforeincrease t h e cost of each
i s l a n d by 2 0 0 % o r more.
