Re: Complaint - Ms. Yadira Molina v. Municipality of San Juan -- 3:18-cv-01079-JAG
Dear US Attorney Rodriguez-Vélez:
On February 12, 2018, Ms. Yadira Molina, former head of the Purchasing Division of the
Municipality of San Juan, filed a civil suit in the United States District Court for the District of
Puerto Rico against the Municipality of San Juan, claiming among others, that she was subject to
retaliatory actions as a result of her complaint and disclosure of illegalities and irregularities in
the purchasing processes in the Municipality of San Juan. A copy of the complaint is attached
herewith for your convenience.
Given the seriousness of the imputations included in the complaint, and this Administration's
public policy of zero tolerance against corruption, the undersigned Senator for the District of
San Juan formally refers for investigation or audit by your office, the alleged illegal acts and ultra
vires conduct of various employees of the Major of the Municipality of San Juan, Carmen Yulin
Cruz during the period identified in the complaint, which includes among others, corrupt
purchasing processes which may involve federal funds.
We reaffirm our commitment to eradicate corruption in our Government, as well as in the
dealings between our government and its contractors and suppliers.
If as a result of your investigation there is evidence of any malfeasance or illegality by private of
public employees of the Municipality of San Juan, we request your office to prosecute this
matter to the full extent permitted by law.
