क.भ.नन.स, क्षे.का, सेलम में डेटा एंट्री ऑपरे टर / सुरक्षा व्यक्तत (हथियारों के बबना) / स्िीपर / मल्टी टास्क अटें डेंट के
मलए सक्षि और इच्छुक पांजीकृत कांपननयों / फिों / सांगठनों / ठे केदारों से आिेदन आिांबत्रत ककए जाते हैं। दो मलफाफा मसस्टि के
तहत बोली दस्तािेज बोलीदाता को जारी ककए जाएांगे जो ननिायररत आिश्यकताओां को पूरा करते हैं।

The Contractor should have a minimum of two years'
experience in successfully executing works of similar nature.
2. ककसी भी सरकारी दे नदारी के सांबांि िें बकाया िसल

िें अांशदान, ईएसआई का योगदान, सेिा कर, आयकर आदद।
No recovery out standing in respect of any government
dues like Contribution to EPFO, Contributions to ESI, Service
tax, Income tax, etc.
3 ठे केदार वपछले तीन वित्तीय िषों के लेखा परीक्षक्षत वित्तीय वििरण लेखा
परीक्षक ररपोटय सदहत और सभी काययक्रिों, और िैट के प्रिाण, पीएफ-
ईएसआई पांजीकरण, यदद कोई हो, के मलए लेखापरीक्षक्षत वित्तीय िततव्य भी
शामिल करे गा। The Contractor shall also enclose the audited
financial statements for the last three financial years, along-
with auditors reports & all schedules, and proof of VAT, PF-
ESI registration if any.
4. ठे केदार को उनके आिेदन के साि ननष्पाददत ठे के और अन्य पात्रता
िानदां डों िें दािा ककए गए काि के अनुभि के सिियन िें प्रिाण पत्र
प्रस्तुत करना चादहए।
Contractor should furnish the credentials in support of the work
experience claimed in having executed contracts and other
eligibility criteria along with their application.
5. पीएफ-ईएसआई पांजीकरण िाले ठे केदारों को प्रािमिकता दी जाएगी।
Contractors having PF-ESI registration will be preferred.

Note: *In case the said date/s, happen to be a holiday for any reason, the activity will be held on the
immediate next working day at the same time & place & as a consequence any change/s in the date/s of the
subsequent activities will be informed through suitable media to all concerned.
Selection of the agency will be at the sole discretion of the competent authority of the EPFO who
reserves its right to accept or reject any or all the proposals without assigning any reasons.
The tender documents for the above work can be obtained from the Caretaker, EPFO,
Salem.
 संविदा की सामान्य शतों [जीसीसी] GENERALCONDITIONS OF CONTRACT [GCC]

1. ठे केदार द्िारा ननयुतत व्यक्ततयों को ननयत रखरखाि कायय को चलाने के मलए अपेक्षक्षत योग्यता, अनुभि और कौशल
होना चादहए।
The persons deployed by the contractor should have requisite qualification, experience and skills
for carrying out the assigned maintenance task.

Minimum wages payable to the worker should be paid as per the payment of wages Act, 1938.

3. ठे केदार को यह सनु नक्श्चत करना चादहए कक उनके श्रमिकों की ननयमित थचककत्सा जाांच करें ।
The contractor should ensure ensure regular medical check-up of their workers.

4. ठे केदार को कािगारों के नाि, भग

के वििरण सांलग्न करें ।
The contractor should file a certificate detailing the names of the workers, amounts paid, date of
payment, mode of payment, details of statutory deductions like EPF/ESI, etc., contributions deducted
& paid to the concerned statutory authorities, etc. by enclosing copy/ies of challan/s etc.

ु ांि की सिाक्प्त का कारण होगा। ठे केदार केिल ऐसे
श्रमिकों को ननयुतत करे गा, क्जनके पूिि
य ती चररत्र और पुमलस सत्यापन और अन्य औपचाररकताओां सदहत पूरी तरह से
सत्यावपत ककया गया है । ठे केदार अपने कियचाररयों के सांचालन के मलए पूरी तरह क्जम्िेदार होगा।
The contractor must employ only adult labour only. Employment of child labour will lead to the
termination of the contract, besides initiating suitable action against him as prescribed under the
existing laws. The contractor shall engage only such workers, whose antecedents have been
thoroughly verified, including character and police verification and other formalities. The contractor
shall be fully responsible for the conduct of his staff.

6. िजदरू ी अथिननयि, 1 938 के भग

ु तान के प्राििानों के तहत हर सिय ठे केदार ईपीएफओ को सभी दािों, क्षनत या क्षनतपनू तय
के मलए क्षनतपूनतय करता है ; कािगार िुआिजा अथिननयि, 1923, औद्योथगक वििाद अथिननयि, 1974; िातत्ृ ि लाभ
अथिननयि, 1961; तमिलनाडु की दक
ु ानों और प्रनतष्ठानों िें ककसी भी सांशोिन / सांशोिन या ककसी भी सांशोिन के साि
या सिय-सिय पर उसके अनुसार बनाए गए ननयिों और सांबांथित अन्य कानून। इस सांबांि िें ईपीएफओ को कोई
क़्िम्िेदारी नहीां होगी।
The contractor at all times indemnify EPFO against all claims, damages or compensation under
the provisions of payment of Wages Act, 1938; the Workmen Compensation Act, 1923,
Industrial disputes Act, 1974; Maternity Benefit Act, 1961; Tamilnadu Shops and Establishments
Act with any amendment/s or any modification thereof or any other law relating thereto and rules
made thereunder from time to time. EPFO will not own any responsibility in this regard.
7. सांविदा शुरू िें एक िषय के मलए िैि होगी तिा क.भ.नन.सां, क्षे.का, सेलि का एकिात्र वििेकाथिकार िें उसी शतों पर
सांतोषजनक प्रदशयन के अिीन आपसी सहिनत पर कफर से एक िषय की अिथि के मलए बढाया जा सकता है । लेककन ककसी
भी सिय एक िहीने का नोदटस दे कर अनुबांि सांविदा सिाप्त करने का अथिकार सुरक्षक्षत रखता है । ठे केदार को तीन िहीने
का नोदटस दे ना आिश्यक है , अगर िह सेिा को बांद करना चाहता है एक िहीने का नोदटस दे कर अनुबांि को आपसी
सहिनत से सिाप्त ककया जा सकता है ।
The contract shall initially be valid for a period one year and may be extended for a further period on
mutual consent subject to satisfactory performance, on the same terms and conditions AT THE SOLE
DISCRETION OF EPFO RO SALEM however, reserves the right to terminate the contract at any
time with a written notice of one month. The contractor is required give a notice of three months, in
case he wishes to discontinue the service. The contract may be terminated with mutual consent by
giving one month notice.

8. अनुबांि से जुडी ककसी भी ननयि और शतों के उल्लांघन के िािले िें, ठे केदार के प्रदशयन सुरक्षा जिा को ईपीएफओ को
सांविदा रद्द करने के साि जब्त कर ददया जाएगा।
In case of breach of any terms and conditions attached to the contract, the performance security
deposit of the contractor will be liable to be forfeited to EPFO besides annulment of the contract.

9. बबल हर िहीने 05 से पहले प्रस्तत

ु करें ताकक शीघ्र प्रसांस्करण एिां भग

Bills to be submitted before 05 of every month for early processing and payment of the same.

10. न्यूनति िजदरू ी अथिननयि, अनुबांि श्रि (ननिारण और विननयिन) अथिननयि, 1 9 70, ईएसआई अथिननयि, 1 9 48,
ईपीएफ अथिननयि, सेिा कर, आयकर, िैट आदद जैसे विमभन्न विथियों के तहत सभी िैिाननक आिश्यकताएां साििानीपूिक
य
पालन की जानी चादहए।
All statutory requirements under various statutes like Minimum Wages Act, The Contract Labour
(Abolition & Regulation) Act, 1970, ESI Act, 1948, EPF Act, Service Tax, Income Tax, VAT,
etc.should be complied with meticulously.

11. सुरक्षा के मलए तैनात सभी कियचाररयों को साफ सुिरा िदी पहननी होगी, छाती पर उनके नाि के बैज सदहत।
All the staff deployed for security shall wear clean & neat uniform, with their name badge on the
chest.

12. ठे केदार को यह सुननक्श्चत करना चादहए कक कुल लागत या प्रनत सुवििा के मलए सभी उपरोतत और ककसी भी अन्य
आिेदक लागत / एस को शामिल करना चादहए और क.भ.नन.सां द्िारा बोली / दर से अन्य ककसी अन्य लागत / अन्य
को नहीां ददया जाएगा।
THE CONTRACTOR SHOULD ENSURE THAT THE TOTAL COST PER
STAFF OR PER FACILITY QUOTED SHOULD INCLUDE ALL THE ABOVE AND ANY
OTHER INCIDENTAL COST/S AND THE EPFO SHALL NOT BEAR ANY OTHER COST/S
OTHER THAN THE QUOTED RATE/COST.
 पात्रता िापदां ड ELIGIBILITYCRITERIA

1. ठे केदार के पास उद्धृत िूल्य के औसत िावषयक कारोबार होना चादहए जो उद्धृत सांबांथित सुवििा के मलए ककया गया है
और वपछले दो िषों के दौरान लाभकारी होना चादहए। वपछले दो वित्तीय िषों के भीतर उद्धृत िूल्य के न्यूनति 50% के कि
से कि एक अनुबांि का ननष्पादन होना चादहए । ननम्नमलखखत दस्तािेजों की प्रनतयाां तकनीकी बोली के साि प्रस्तुत की जानी
चादहए।
The Contractor must have an average annual turnover of the value quoted by him for respective
facility quoted and should be profit making during the last two years. They should have executed atleast
one contract of atleast 50% of the value quoted, within the last two financial years. Copies of the
following documents should be submitted along with the Technical Bid.

ररपोटय , सभी अनुसूची सदहत)
Complete audited Financial Statements (including income & expenditure, P&L, balance sheet,
audit reports, all schedules) for the last the year’s i.e. 2014-15, 2015-16.
b. सेिा कर पांजीकरण प्रिाणपत्र।
Service Tax Registration Certificate.
c. दकु ानें एिां स्िापना लाइसेंस।
Shops & Establishment License.
d. आर.ओ.एफ या आर.ओ.सी आदद के साि पांजीकरण प्रिाण पत्र, जैसा कक िािला हो।
Registration certificate with RoF or RoC, etc., as the case may be.
e. पैन नांबर PAN No.
f. ज्ञापन और एसोमसएशन के अनुच्छे द या पाटय नरमशप डीड जैसा कक िािला हो।
Memorandum & Articles of Association or Partnership deed as the case may be.

2. ई.पी.एफ, ई.एस.आई पांजीकरण और अनुपालन, स्िास््य और सुरक्षा उपायों के सिियन िें दस्तािे़ि ठे केदार के तकनीकी बोली
वििरण के साि सांलग्न ककया जाना चादहए।
Document in support of EPF, ESI registration and compliance, health and safety measures should be
attached with the Technical Bid Details of the Contractor.

The Contractor should have minimum two years experience in doing similar nature of work and
completed successfully.

4. ठे केदार को अनबु ांि या अनबु ांि की ननरां तरता को सफलतापिू क

य परू ा करने के मलए ग्राहक / ननयोतता से सांतोषजनक सेिा प्रिाण
पत्र दे ना चादहए, न दे ने पर अस्िीकृत की जा सकती है ।
Contractor should submit satisfactory services certificates from the Clients/Employers in support of
successful completion of contract/s or continuation of the contract failing which the bid liable to be rejected.

5. ठे केदार को ठे का श्रि अथिननयि के तहत एक िैि लाइसेंस िाला एक पांजीकृत ठे केदार होना चादहए तिा सरकार / अिय
सरकार / पीएसयू / ननजी सांगठन या ककसी अन्य सिान सांगठन / प्रनतष्ठा का इस ननविदा दस्तािेज िें िखणयत विमभन्न सवु ििाओां
के रखरखाि के मलए जनशक्तत प्रदान करने के अपने अनभु ि के प्रिाण प्रस्तुत करना चादहए।
The Contractor should be a Registered contractor having a valid license under the Contract Labour Act
and furnish the proof of his experience of providing manpower for the maintenance of various facilities as
delineated in this tender document in Govt./Semi Govt./PSU/Private organization or any other similar
organization/s of repute.
 ननविदाओां के मलए ननदे श INSTRUCTIONS TO TENDERERS

1. ठे केदारों को दो अलग-अलग बोमलयाां ननिायररत प्रोफािाय के अनुसार प्रस्तुत करना आिश्यक है , अिायत तकनीकी और
वित्तीय। "ईपीएफओ िें विमभन्न सवु ििाओां के रखरखाि के मलए तकनीकी बोली" और "ईपीएफओ िें विमभन्न सवु ििाओां
के रखरखाि के मलए वित्तीय बोली" दो अलग-अलग िुहरबांद मलफाफे िें प्रस्तुत की जानी चादहए। दोनों सीलबांद मलफाफे
को "तीसरे सीलबांद मलफाफे िें रखा जाना चादहए" उपरोतत "डीईओ / एिटीए / स्िीपर/ सुरक्षा, क.भ.नन.सां, क्षे.का, सेलि
के मलए जनशक्तत की आपूनतय के मलए ननविदा मलखा होना चादहए"।
The Contractors are required to submit two separate Bids i.e. Technical and Financial, as per
prescribed proforma. The two bids should be submitted in two separately sealed envelopes
superscribed “Technical Bid for maintenance of various facilities in EPFO” and “Financial Bid for
maintenance of various facilities in EPFO”. Both sealed envelopes should be put in a third sealed
envelope superscribed “TENDER FOR SUPPLY OF MANPOWER FOR
DEO/MTA/SWEEPER/SECURITY, EPFO, RO, SALEM”.
2. केिल उन ठे केदारों की वित्तीय बोमलयाां जो सांबांथित समिनत द्िारा तकनीकी बोली िूल्याांकन िें अहयता प्राप्त कर ली
जाएांगी। उन सभी ठे केदारों की वित्तीय बोमलयाां जो तकनीकी बोली िें अहयता प्राप्त करने िें विफल रही हैं, िे ककसी भी
पररक्स्िनत िें नहीां खोली जाएगी।
The Financial bids of only those Contractors who qualify in technical bid evaluation by the
concerned committee shall be opened. The financial bids of all those Contractors who have failed to
qualify in the technical bid will not be opened under any circumstances.
3. ननिायररत प्रोफािाय (अनुलग्नक "सी") िें घोषणा तकनीकी बोली के साि सांलग्न की जानी चादहए।
The declaration in the prescribed proforma(Annexture“C”)should be enclosed with the Technical Bid.
4. तकनीकी बोली को एक बयाना रामश जिा (ईएिडी) के साि होना चादहए, जो दस्तािेज िें ककसी भी राष्ट्रीयकृत बैंक द्िारा
जारी ककए गए डडिाांड ड्राफ्ट के रूप िें अथिसूथचत ककया जाना चादहए, जो "क्षेत्रीय भ.नन आयुतत" के पास सेलेि िें दे य
है । ननविदा प्रस्तुत करने की आखखरी तारीख से 3 िहीने की अिथि के मलए िैि होगा। ईएिडी की अनुपक्स्िनत िें
ननविदा को अांनति रूप से अस्िीकृत कर ददया जाएगा। अनुबांि के अांनति रूप दे ने के बाद ककसी भी ब्याज के बबना, सभी
असफल ठे केदारों को बयाना िन िापस कर ददया जाएगा। ननष्पादन सरु क्षा जिा की प्राक्प्त पर सफल ठे केदार को ईएिडी
िापस ककया जाएगा। सफल ठे केदार या असफल कांत्राटर को या तो ईएिडी पर कोई ब्याज दे य नहीां है । ईएिडी के
भुगतान से छूट िौजूदा कानून के अनुसार लागू होती है यदद उपयुतत प्राथिकारी द्िारा सांबांथित आदे श / ननदे शों के साि
जारी हो।
The Technical Bid should be accompanied by an Earnest Money Deposit (EMD) as notified
elsewhere in the document in the form of Demand Draft issued by any nationalized bank drawn in
favor of “The Regional PF Commissioner” payable at Salem. The instrument shall be valid
for a period of 3 months from the last date for submission of tender. In the absence of EMD, the
tender shall be summarily rejected. The earnest money shall be refunded to all the
unsuccessful Contractors, without any interest after finalization of the contract. EMD shall be
refunded to the successful Contractor on receipt of performance security deposit. No interest is
payable on the EMD to either the successful Contractor or the unsuccessful Contractor. Exemption
from payment of EMD is applicable as per the existing law if accompanied by the relevant
orders/instructions issued by the appropriate authorities.
5. ननविदा फॉिय िें सभी प्रविक्ष्टयाां पठनीय और स्पष्ट रूप से भरी जानी चादहए। ककसी भी ओिरराइदटांग या कटौती जो
अपररहायय है , अथिकृत हस्ताक्षरकताय द्िारा हस्ताक्षर ककए जाएांगे। प्रिाणीकरण के बबना ककसी भी पररितयन को 'शून्य'
प्रविक्ष्ट के रूप िें िाना जाएगा।
All entries in the tender form should be legible and filled clearly. Any overwriting or cutting which is
unavoidable shall be signed by the authorized signatory. Any alterations without authentication will
be treated as a 'NIL' entry.

Tender incomplete in any form will be rejected outright. Conditional tenders will also be rejected

8. तकनीकी बोली ननिायररत तारीख और सिय पर खोली जाएगी जैसा कक इस ननविदा दस्तािेज िें कहीां ओर ददया गया है
क्जसिें ठे केदार के अथिकृत प्रनतननथियों की उपक्स्िनत होगी, जो उस सिय उपक्स्ित रहना चाहते हैं। सभी तकनीकी
बोमलयों की जाांच की जाएगी, उनकी प्रािाखणकता के मलए सांबांथित दस्तािेज की जाांच की जाएगी और ठे केदार क्जनके
तकनीकी ननविदाओां को स्िीकार ककया गया है , इस ननविदा दस्तािेज िें कहीां और ननिायररत तारीख और सिय पर
वित्तीय बोमलयों िें भाग लें गे।
The technical bid shall be opened at a date & time as specified elsewhere in this tender document in
presence of the authorized representatives of the Contractor, who wish to be present at that time. All
the technical bids will be scrutinized, relevant documents checked for their authenticity and the
Contractor whose technical tenders are accepted will participate in the financial bids on date & time
as stipulated elsewhere in this tender document.
9. बोली िैिता अिथि के भीतर ननविदाएां जिा करने के बाद कोई ठे केदार को िापस लेने की इजाजत नहीां होगी अन्यिा
ठे केदार द्िारा प्रस्तुत ईएिडी जब्त कर मलया जाएगा।
No Contractor will be allowed to withdraw after submission of the tenders within the bid validity
period otherwise the EMD submitted by the Contractor would stand forfeited.
10. यदद सफल ठे केदार अनुबांि की पेशकश को अस्िीकार करता है , तो ककसी भी कारण के मलए, उसका ईएिडी जब्त
कर मलया जाएगा।
In case the successful Contractor declines the offer of contract, for whatsoever reason(s), his EMD
will be forfeited.
11. ठे केदार अपने चयन की सूचना प्राप्त होने की तारीख से 15 ददनों के भीतर ईपीएफओ के साि एक औपचाररक अनुबांि
ककया जाएगा। िे ईपीएफओ से सिझौते के िसौदा प्रनत के पूिय अनुिोदन प्राप्त करें गे।
The Contractor shall enter into a formal contract with EPFO within 15 days from the date of
receipt of intimation of their selection. They shall further get prior approval of the draft copy of the
agreement from the EPFO.
12. सफल ठे केदार को सेलि पर दे य "क्षेत्रीय भ.नन आयुतत" के पक्ष िें तैयार ककए गए डीडी / बैंकर के चेक के जररए
अनब
ु ांि के कुल िल्
ू य के 10% के ननष्पादन सरु क्षा जिा करना होगा।
The successful Contractor will have to deposit a performance security deposit of 10% of total value
of contract by way of a DD/Banker's cheque drawn in favor of “The Regional P F Commissioner”
payable at Salem.
13. सफल ठे केदार को ननष्पादन सुरक्षा जिा जिा करना होगा और ननविदा की स्िीकृनत के 15 ददनों के भीतर काि शुरू
करना होगा। अन्यिा अनुबांि रद्द कर ददया जाएगा और ईएिडी जब्त कर मलया जाएगा।
The successful Contractor will have to deposit the performance security deposit and commence the
work within 15 days of acceptance of tender. Otherwise the contract will be cancelled and EMD will
be forfeited.
14. क.भ.नन.सां, सेलि को ननिायररत ननयिों और शतों के स्िीकृनत हेतु ननविदा दस्तािेज के प्रत्येक पष्ृ ठ पर हस्ताक्षर और
ठे केदार के अथिकृत प्रनतननथि द्िारा हस्ताक्षर एिां िुद्ाांककत ककया जाना चादहए।
Each page of the tender document should be signed and stamped by authorized representative of the
contractor as a token of acceptance of the terms and conditions laid down EPFO, Salem.
15. क्षे.का, सलेि के सक्षि प्राथिकारी को उपरोतत उक्ल्लखखत ननयिों और शतों को िापस लेने / छूट करने का अथिकार
सुरक्षक्षत है , उतत पररक्स्ियों िें ठे केदार को पररितयनों को ध्यान िें लेने के मलए पयायप्त सिय ददया जाएगा। The
competent authority of RO Salem reserves the right to withdraw/relax any of the terms and
conditions mentioned above, under such circumstances the Contractor will be given adequate time to
take the changes into account.
 16. क्षे.का, सलेि के सक्षि प्राथिकारी ककसी भी कारण बताए बबना सभी या ककसी भी ननविदा को पूरी तरह से रद्द करने या
भाग िें या पूरी ननविदा प्रकक्रया को रद्द करने का अथिकार है ।
The competent authority of the RO Salem reserves it's right to reject all or any tender in whole, or
in part or cancel the entire tender process, without assigning any reason thereof.
17. अनुबांि को अांनति रूप दे ने के मलए, तकनीकी बोली िें उत्तीणय होने िाले और ऐसे तकनीकी रूप से योग्य ठे केदार की
योग्यता िाले ठे केदार, क्जनकी वित्तीय बोली िें की गई दर, अन्य तकनीकी रूप से योग्य ठे केदारों की तुलना िें सबसे
कि है , उन्हें केिल सबसे कि ठे केदार िाना जाएगा।
For finalization of contract, the Contractor who qualifies in Technical bid and such technically
qualified Contractor whose rates in the financial bid, are the lowest in comparison to other
technically qualified Contractors will only be considered as the lowest Contractor.
