PUNJAB GOVT GAZ, OCT. 21, 2005 (ASVN. 29, 1927 SAKA) 557 ‘GOVERNMENT OF PUNJAB DEPARTMENT OF PUBLIC WORKS (BAR BRANCH) Notitetion The Mth October, 2005 No, GS.R. 30/ConstJArt, 309/2005.—In exercise of the powers ‘conferred by the proviso to Anicle 309 of the Constitution of India, and all other ‘posers enabling him inthis bealf, the Govemor of Punjab is pleased to make the following ruls,regulating the recruitment andthe conditions of Service of the persons appointed to the Punjab Service of Engincers (Electrical Wing), Department of Publie Work (B and R Branch) Group ‘A’ Service, namely =— RULES 1, Short title, commencement and application —{1) These mules may be called the Punjab Service of Engineers (Electrical Wing), Department of Public Works (B and R Branch) Group ‘A’ Service Rules, 200. (2) They shall come into force on and with effect from the date oftheir ‘publication nthe Official Gazette (2) They shall apply to the post specified in Appendix ‘A 2. Definit requires — s.—In these rules, unless the context otherwise (2) “Appendix” means an Appendix appended to these rules; (6) “Chief Engineer” means the Chief Engineer (Electical) ofthe Department of Public Works (B and R Branch); (€) “Government” means the Government ofthe tate of Punja in the Department of Public Works (B and R Branch); and (4) “Service” means the Punjab Service of Engineers (Electrical = Wing), Deparment of Public Works (B and R Brench) Group * <4 Service 558_PUNIAB GOVT GAZ, OCT. 21, 2005 (ASVN. 29, 1927 SAKA) 3. Number and character of posts —The Service shall comprise the posts specified in Appendix Provided that nothing in these rules shall affect the inherent right ofthe Government to add to or reduce the number of such poss or to create new Posts with different designations and scales of pay, whether permanently or temporarily, 4. Appointing authority —Appointment tothe Service shall be made by the Goverment 5. Pay of members ofthe Service—The membes ofthe Service, shall be enied to such scales of pay, as may be authorised by the Punjab Government fom time to time. The scales of pay, at present, in force in respect ‘ofthe members of the Service, are given in Appendix 6 Method of appointment, qualifications and experience —(1) Appointment to the Service shall be made in the manrer, specified in Appendix B Provide that if no suitable candidat is available fr appointment othe Service by promotion and by dzet appointment, then appointent othe Service stall be made by transfer ofa person holding similar or an identical post under a State Government or Government of Inia. (2). No person shal be appointed toa pos in the Service, unless he possesses the qualifications and experience as specified agsinst that postin Appendix B' (@)_ Appointment tothe Service by prometion sal bead on enoct- ‘cum-merit basis, but no person stall have any right to claim promotion onthe basis of seniority alone : Provided that promotion fo the pos of Chief Engineer, being Head ofthe Department, hall be made on merit-cum seniority basis. 7. Departmental examination and training—A rerson appointed tothe Service by direct appointment, shal be equred to qualify sch eparimeatal ‘examination and to undergo satisfactorily such course of training, a6 may be specified by the appointing authority from time to time. (2) The authority empowered to impose penalties as specifed in rule $ ofthe Punjab Civil Services (Punishment and Appeal) Rules, 1970, in respect of the members ofthe Services, shall be the Goverament. 9. Application of the Punjab Civil Services (General and Common CContitions of Service) Rules, 19§4—{I) In respect of the matter, which are not specially provided in these rules, the members of the Service shall be ‘governed by the Punjab Civil Services (General and Common Cenditions of Service) Rules, 1994, a6 amended from te to time. {2) The Punjab Civil Series (Generat and Common Cantons of Service) Rules, 1994, at present in fore, are contained in Appendix ‘C’. ). Interpretation —If any question arses sto the itepretation of these rules, the Government shall decide the same. 11, Repeal and saving —The Punjab Service of Fngineers Clas.
