UNICEF carries out its work through its headquarters in New York, 8 regional offices and 125 country offices
world-wide. UNICEF relies on voluntary contributions from individuals, corporate and Governments for its
work.
Only written inquiries will be entertained. Please be informed that if the question is of common interest, the
answer will be shared with all potential RFP bidders.
Erasures or other corrections in the proposal must be explained and the signature of the applicant shown
alongside. All changes to a proposal must be received prior to the closing time and date. It must be clearly
indicated that it is a modification and supersedes the earlier proposal, or state the changes from the original
proposal. Proposals may be withdrawn on written request received from bidders prior to the opening time
and date. Bidders are expected to examine all instructions pertaining to the work. Failure to do so will be at

Sealed proposals received prior to the stated closing time and date will be kept unopened. The responsible
officers will open technical proposals when the specified time has arrived and no proposal received
thereafter will be considered. UNICEF will accept no responsibility for the premature opening of a proposal
not properly addressed or identified. Any delays encountered in the mail delivery will be at the risk of the
bidder.
Offers delivered at a different address or in a different form than prescribed in this RFP, or which do not
respect the required confidentiality, or received after the designated time and date, will be rejected.
All references to descriptive materials should be included in the appropriate response paragraph, though the
material/documents themselves may be provided as annexes to the proposal/response.
The bidder must also provide sufficient information in the proposal to address each area of the Proposal

2. Price Proposal 30
The total amount of points allocated for the price component is 30. The maximum number of points will be
allotted to the lowest price proposal that is opened and compared among those invited firms/institutions
which obtain the threshold points in the evaluation of the technical component.
All other price proposals will receive points in inverse proportion to the lowest price:
UNICEF will award the contract to the vendor whose response is of high quality, clear and meets the projects goals.
The price/cost of each of the technically compliant proposals shall be considered only upon evaluation of the above
technical criteria.
The bidders should ensure that all pricing information is provided in accordance with the following:
The currency of the proposal shall be in RON. Invoicing will be in the currency of the proposal.
The bidder will suggest a payment schedule for the Contract, linked to unambiguous Contract milestones.
Total aggregated amount of the contract should be spelled out separately, subsequently broken down on A. consultancy
fee; B. Travel costs, including ALL expenses that will incur in relation to the consultancy. For travel costs, please provide
breakdown for transportation (economy class tickets as the case may be) and daily allowance/ per-diem
(accommodation, meals, incidentals.)

Proposal must be valid for a minimum of ninety (90) days from the date of opening of this RFP and must be signed by all
candidates included in the submission. For proposals from institutions, the proposal must also be signed by an
authorised representative of the institution. Bidders are requested to indicate the validity period of their proposal in the
Proposal Form. UNICEF may also request for an extension of the validity of the proposal.

Annex I
Terms of Reference
BACKGROUND
As part of the new partnership with the Romanian Government, one of the priorities to be addressed by
UNICEF Romania and its partners is the situation of adolescents. Adolescence is a period of intense
vulnerabilities due to the specificity of psychological, neurological and physical development, but also an age
of opportunities. The intense changes that adolescents experiments in this period of development are
unique. The latest researches in the area of neuroscience indicates that the brain is developing in a rapid
pace and present some specificity that will never be re-encountered in the life of the person. In adolescence,
the prefrontal cortex, a section of the brain that weighs outcomes, forms judgments and controls impulses
and emotions is not yet finalized. This may represent an explanation on why adolescents learn so fast and
also brings understanding on why adolescents are so prone to take risks.
In order to identify the major issues adolescents are facing in Romania and propose solutions based on
evidences, UNICEF Romania in partnership with National Institute for Educational Sciences developed an
analysis concentrated on adolescents in Romania. The findings of the research pointed out few things that
anecdotally we knew: adolescents tend to trust more their peers and reject adults’ opinion, that adolescents
are spending a lot of time on the internet, on social media, interacting with friends their own age and looking
for information that most of the time are not reliable. The same research identified that the services in
education, health and social systems are not adapted to respond to adolescents’ needs.
In order to respond to the identified needs of adolescents, UNICEF in partnership with mayoralties in five
cities (Bacau, Bucharest, Iasi, Constanta and Cluj Napoca) put the basis of a model of intervention tailored to
respond to adolescents needs. The model of intervention in urban areas serves adolescents aged 10 to 18
years old, girls and boys, including adolescents from vulnerable communities, such as Roma and street
adolescents. The model of intervention is developed in partnership with mayoralties and NGOs (ADV, ALIAT,
PARADA and ARAS), NGOs with expertise in working with a variety of vulnerable adolescents. The model of
intervention, Resource Centers for Adolescents, provides adolescents with information and counselling
services to avoid initiation of risky behaviours and provides opportunity to adolescents to strengthen non-
cognitive skills (e.g. resilience, creativity).

The platform was launched in 2014 and has so far a cumulative number of 59,413 visitors, while the
Facebook account reached 14,006 persons. The online platform has the following sections:
a) Information about adolescence development, disaggregated by age and gender;
b) Information about adolescents rights and responsibilities;
c) Information on education and health;
d) Events;
e) News;
f) Information on the Resource Centres for Adolescents
g) Available services in 5 cities;
h) Contact details;
i) Section blog;
j) Groups (e.g. music group; girls’ group, etc)
k) Forum;
The content for sections a); b); c) are developed by specialists in psychology with extensive knowledge in
adolescents’ development. The articles are developed based on the consultations with adolescents. Each
week, on the platform a questionnaire is available for adolescents to fill in and depending on the results of
the rapid survey, the specialists are developing the articles. The experts in adolescents’ development are
developing the articles which are verified by UNICEF communication for development specialists and then
posted online and promoted by the company. The experts in psychology and adolescents development
developing the content of the online platform are contracted by the company which is supporting the
technical support for the online platform. UNICEF C4D officer is verifying the compliance of articles written
by experts.
Section d); e) are developed with support from the specialists of the Resource Centres. The section for events
reflects contains information about the past events that took place in each city, either at the level of the
Resource Centre, either at the level of other partners. UNICEF developed a format based on which, the
specialists from the centre are elaborating the news and then sending to UNICEF communication for
development officer the news along with pictures from the event, news that are posted online. The company
has the role of posting the information online.
The section on news is announcing the events take will take place in the centre, the topic and the location
with the intention to publicize among adolescents the events. The resource centre specialists are sending the
news to UNICEF communication for development officer for verification of compliance with office standards
and after sent for posting to the company.
Section Available services in 5 cities is an interactive map of the available services for adolescents in 5 cities.
The services are public and private and from different sectors: health, education, social protection and were
identified as a results of a mapping exercise developed by UNICEF. The data basis with services available in
the cities is quarterly updated by the workers in the Resource Centers in 5 cities. The list of services is send to
one of the online company expert for verification and after that updated online. The role of the company is
to update online the information received from UNICEF.
Section i) is developed for adolescents or other specialists to post their articles. Since May 2015, this section
was better exploited, by posting of 6 articles/week which contributed to a fast increase of visits (almost 6,500
visits in April 2015 up to 20,000 visits in June 2015).
Section j) and k) are designated for adolescents interaction on topic of interest for them and where they can

Section l) is designated for the persons who want to make accounts and allows users to interact with
professionals and with other adolescents.
Section m) – questionnaire of the month is posted in the right side of the screen and is developed by
company’s experts with the purpose of identifying the key issues adolescents want to hear or learn. Based on
the results of the questionnaires, the company’s experts are developing articles of interest for adolescents.
JUSTIFICATION
The online platform proved to be so far a feasible modality to keep adolescents informed about different
topics of interest for them and responded to the current behaviours of adolescents: more than 4 hours spent
online and the need for accurate information. Since its launching, the platform reached for about 59,413
users, while the Facebook account reached for about 15,000 users.
UNICEF intends to increase adolescents’ participation in the discussions and with the online platform
(adolescenteen.ro) to reach 300.000 users by end of July 2016 and 50 000 Facebook likes (comunitatea de
idei).
UNICEF Romania finalized in 2015 an analysis on social norms in adolescents and the findings of the study are
indicating that the age when an occasional consumption of alcohol, tobacco or illegal drugs becomes a habit
is 13-14; teenagers declare they are against these practices and they seem to be informed of the negative
impact of these behaviours on their development; nonetheless, these statements are contradicted by their
practices; the information-education-communication campaigns against smoking, alcohol consumption and
illegal drugs use carried out at school level (at least) have no impact on the teenagers; one of the most
important vectors leading to the adoption of a leading behaviour is the image of the teenager within the
group: in the groups where smoking, drinking and drug use are seen as cool, teenagers tend to adopt these
behaviours to be included in the group; on the contrary, in groups where these behaviours are regarded as
not desirable, teenagers tend not to adopt them. The analysis was conducted in order to address social
norms in adolescents and currently, UNICEF Romania is in process of contracting a company that will develop
a concept for influencing social norms in adolescents. Taking into account the findings and the
recommendations of this research, UNICEF Romania intends to carry out a campaign to prevent the adoption
of risk behaviours by adolescents, with focus on alcohol, tobacco and illegal drugs consumption, by building
non-cognitive skills in adolescents, namely a self-esteem which allows them to resist peer pressure and a self-
image that does not include these specific risk behaviours.
This campaign will be complemented by targeted interpersonal communication activities where adolescents
from the five cities and metropolitan areas of the Opportunities for All Adolescents model and from the 45
communities of the Bacau Integrated Model will be exposed to the messages of this campaign. It is expected
that the online platform www.adolescentee.ron and Facebook page Comunitatea de idei will serve as one of
the channels of communication with adolescents. The role of the contracted company for the platform will
be to post online the message developed by the company and provide activity reports on the evolution of
the platform.
At local level, the model of intervention for adolescents “Resource centres for adolescents” will continue to
function and news, events, the databases will continue to be posted online in order to try to engage
adolescents in the life of the community.

SCOPE OF WORK
For reaching the objectives, UNICEF Romania is looking for a company that will:
- Ensure further development of the platform, ensure technical functionality and maintenance of the
platform and of the Facebook account;
- Support development of the online content of the platform that will influence the mind-sets of
adolescents, increase non-cognitive skills in adolescents and address the defined vulnerabilities of
adolescents related to the following risky behaviours: the use of alcohol, the use of tobacco and early
initiation of sexual activities;
- Broaden the adolescents’ social capital, especially to enhance their confidence in social services that
addresses adolescents-related issues.
- Enhance the number of specialists or experts participants in the online discussions;
- Reach for about 300 000 users in one year;
Target group:
- Adolescents aged 10-18 years old, boys and girls. Information will be adjusted to the age group (10-13
and 14-18 yo); disability and ethnicity and will be gender balanced;
- Parents of adolescents. Information will be adjusted to the age group (10-13 and 14-18 yo) and will be

- Specialists interested in adolescents development;

development; interviews with experts. The information will be adjusted to respond on one
hand to adolescents needs, and on the other hand to parents and experts needs for further
and latest information. The section a) will support to integrate online campaign on
behaviour change for adolescents aka posting of videos, posters, etc.
b. The content for section b) will include information about adolescents’ rights and
responsibilities in accordance with Convention on the Rights of Children provision and
Romanian legislation. The information will be tailored to age, gender, ethnicity and disability;
c. The content for section c) will include information about education to which the company
will add information about: exams and studying; how to study; why it is important to study;
prepare for exams, how to cope with stress during exams, how to support adolescents
during exams; etc.; preparing for the transition for a job and/or volunteering;
entrepreneurship, etc. The content will be either written, but preferable based on video
presentation either with experts; adolescents or parents; the section c) will include also
information about health: education for health, including information about reproductive
health, mental health problems (e.g. suicide prevention, information on how to handle panic
attacks). The content will preferably contain video materials with adolescents, experts or
parents;
d. For the section i), the company should propose modalities to engage adolescents in writing
their experience in different settings or identify adolescents interested in being published.
The company should organize under UNICEF supervision a competition dedicated to
adolescents with skills in writing or video blogging and their stories will be published and
awarded by the company. For section i), the company will first develop weekly questionnaire
addressed to adolescents on topic of interest, will promote in order to obtain at least 100
answers/questionnaire and based on the results, the company will develop daily articles (6
articles/week) with a content replying to the identifying needs.
For section i), k), j), an expert with support from Resource Center specialists (the experts from
Resource Centers in Iasi, Constanta, Bacau, Bucharest and Cluj are contracted by UNICEF to offer
support) will ensure permanency presence in the online environment. The company should ensure
that an expert is present online, overseeing the activity in the online environment and providing
support to resource centre specialists when needed (respecting standards of conduct).
3) Post online the content delivered by UNICEF for the sections: d); e); f) and g (for section g –
update the map of services). The services should be searchable by: location/service/risky
behaviour/ key word, etc

4) Design, develop and implement a plan for on-line promotion of the platform, taking into account
the location of the pilot programme and the specifics of the targeted age group and its
vulnerabilities, such as disability or ethnicity (for this activity, the company will closely work with
communication department in UNICEF).
5) Monthly reports on the evolution of the platform: data disaggregated by age, gender, location,
adolescents’ vulnerability.
6) Evaluation (analysis of the use of the website and recommendations for further adjustments).
7) Design and develop a follow-up, maintenance and technical support plan, to include, but not be
limited to: updates, add-ons, troubleshooting, change in design, scale-up;

To strengthen their capacity for performing the task, applicants may establish cross-sector forms of
association, such as between experts in various fields of practice.
GENERAL CONDITIONS
Reporting: The contractors will report to UNICEF Communication for Development Officer and will
work closely with the UNICEF Youth and Adolescents Development Specialist, and the
Communication Section.
Payment calendar: Taking into account the tasks and timeframe mentioned above, fees will be paid
in three instalments after submission of deliverables and upon approval by supervisor, as follows:
1. First payment in the amount of 20% after first month of contract after submission of
Deliverables 1 and monthly reports;
2. Second payment in the amount of 40% after the submission of Deliverables 2 and monthly
reports in December 2015
3. Third (final) payment in the amount of 40% after the submission of Deliverables 3 and monthly
reports in June 2016.
Ownership: UNICEF will have sole ownership of all final deliverables; no parts of the deliverables
