Constitution of the

University of Pittsburgh
National Residence Hall Honorary Jonas Salk Chapter

We, the students residing in the Residence Life Housing of the University of
Pittsburgh, do hereby establish this constitution for the National Residence Hall Honorary,
hereafter known as NRHH, at the University of Pittsburgh, for the advancement and general
welfare of the students living in University Owned Housing.

Article I – Name
I. This organization shall be known as the Jonas Salk Chapter of the National
Residence Hall Honorary at the University of Pittsburgh.

Article II – Purpose
I. NRHH is a leadership-based honorary comprised of exemplary residential
students who value recognition and service.
a. Recognition
i. We recognize the residents, students, staff, administration and faculty
at the University of Pittsburgh for their outstanding contributions to
the Residence Hall community; and to recommend them for
recognition by the Central Atlantic Affiliate of College and University
Residence Halls (CAACURH) and the National Association of
College and University Residence Halls (NACURH) for the same.
b. Service
i. We render service to the University of Pittsburgh community and the
community of Pittsburgh through works of charity and community
service projects; and to assist other Housing and Residence Life
organizations in the same.

Article III – Membership


I. Once an individual has been inducted as an NRHH member, that individual is
eligible to become an NRHH member for life.
II. There shall be four types of membership in NRHH: Candidate, On-Campus,
Off-Campus, and Lifelong Membership
III. Membership is open to currently enrolled Pitt students as defined herein.
a. All members must accept and comply with all of the expectations and
limitations of registration as a condition of membership.
b. Membership is voluntary and all risk of personal injury, property damage or
other losses that occur incidental to membership or participation in activities
are assumed solely by the student organization and/or individual member(s)
or non-member participant(s). Accordingly, the University of Pittsburgh, its
officers and agents shall not be responsible nor liable for any claims or causes
of action for damage or loss of property or personal injury of any kind or
nature which may arise out of or are incidental to the conduct of any
organization's activities or that of any individual's participation in any group-
related activity. It is further understood and agreed that it is the responsibility
of the officers of the organization to assure that all of the organization's
members and non-member participants in all activities sponsored by the

National Residence Hall Honorary are fully informed and advised of this
ASSUMPTION OF RISK, and in the event any individual member or
participant should express or indicate non-acceptance, the organization's
officers shall forbid participation and/or membership of such individual. In
regard to the organization member or non-member participant Assumption
of Risk, the National Residence Hall Honorary acknowledges that the
University recommends that the organization members and non-member
participants make every effort to arrange for the acquisition of liability
insurance sufficient to protect all participants against those risks being
assumed.
c. No hazing or illegal discriminatory criteria for membership, including those
listed in the University of Pittsburgh's non-discrimination policy, will be used
as a condition for membership in the organization. These factors include
race, color, religion (except for religious organizations which may restrict
membership to those who share their faith-based beliefs), national origin,
ancestry, sex (except same sex organizations permitted under Title IX), age,
marital status, familial status, sexual orientation, gender identity and
expression, genetic information, disability or status as a veteran. This non-
discriminatory policy will be applied in a manner consistent with the
requirements of the First Amendment of the United States Constitution and
other laws applicable to student organizations.
d. There are no financial requirements for membership.
IV. Membership Cap
a. The total active membership of the chapter may include up to but not
exceeding 1% of the total residence hall population of that year, or 20
students, whichever is larger.
V. Membership Expectations
a. All On-Campus and Off-Campus members must meet the following
membership expectations to remain in good standing with the Chapter. All
Candidate Members must meet these expectations to be inducted.
i. Attend at least two-thirds (2/3) of all General Body Meetings per
semester unless otherwise excused
ii. Complete ten (10) hours of community service per semester. Four (4)
of these hours must be completed through NRHH organized or
endorsed service events.
iii. Write at least two (2) Of the Month (OTM) nominations per
semester.
iv. Attend all other NRHH events and functions unless otherwise
excused.
v. Maintain a GPA of 2.5 or higher
b. On-Campus and Candidate members must live in University contracted
housing as defined herein:
i. All Residence Halls as follows: Amos Hall, Brackenridge Hall, Bruce
Hall, Forbes Hall, Fraternity Complex, Holland Hall, House 8,
Litchfield Tower A, Litchfield Tower B Blue, Litchfield Tower B
Gold, Litchfield Tower C, Lothrop Hall, McCormick Hall,
Nordenberg Hall, Panther Hall, Irvis Hall, and Sutherland Hall.

ii. All Apartment Style Housing as follows: Bouquet Gardens, Centre
Plaza, Forbes-Craig, and Ruskin Hall.
iii. University Owned Off-Campus Apartments as follows: College
Gardens, Central Oakland Apartments, Oakwood, Mayflower, and
Darragh Street Apartments.
VI. Candidate Membership
a. The candidate member is a pre-membership status in which the student has
shown interest through applying for membership and completion of an
interview with the Executive Board.
b. Students may also be nominated for membership by a current member or
Residence Life Professional Staff member. Nominated students must also
complete an interview to be considered for Candidate Membership
c. Selection of Candidate Members
i. NRHH shall conduct new member selection during the Fall and
Spring semesters unless there are no openings for membership. Such
selection shall be governed by the following rules:
1. Application shall be available for no less than one (1) week.
2. All nominees meeting the following criteria for membership
shall be given an interview:
a. Be living in university owned housing as defined
Section V of this Article
b. Have lived in University owned housing as defined in
Section V of this Article for one term prior, excluding
the semester of induction
c. Have a GPA of 2.5 or higher
ii. To be selected for Candidate Membership, a nominee must receive a
majority of the votes of all Executive Board Officers.
iii. The Executive Board shall inform all applicants / nominees if they
have been accepted as a Candidate Member within one week of their
interview
d. To be eligible for induction, candidate members must:
i. Complete new member education on the history of NRHH, OTM’s,
membership selection processes, and membership expectations.
ii. Meet all membership expectations as stated in Section V of this
Article
iii. Be living in university owned housing as defined Section V of this
Article
iv. Have lived in University owned housing as defined in Section V of
this Article for one term prior, excluding the semester of induction
v. Made positive contributions to the residence hall system through
engagement with the values of service and recognition
e. Induction
i. Induction ceremonies shall be held during Fall and Spring semesters,
preferably in a public Residence Hall forum, in order to publicly
accept new members into NRHH.
f. Candidate members are non-voting members
VII. On-Campus Membership

a. An On-Campus member of NRHH is defined as a member that lives in
University owned housing and meets all membership expectation as set in
Section III of this Article
b. On-Campus Members are voting members
i. Voting privileges are limited to members in good standing with the
organization.
c. On-Campus Members are eligible to run for the Executive Board
d. On-Campus Members count towards the Chapter’s membership cap
VIII. Off-Campus Membership
a. An Off-Campus member of NRHH is defined as a member that does not
live in University owned housing and meets all membership expectations as
set in Section III of this Article
b. Voting Rights
i. At the discretion of the Executive Board and Advisor(s), up to 15%
of the chapter’s membership cap may have the same voting rights
and Executive Board eligibility as on-campus members by submitting
a NACURH written pledge as approved by the President and
Advisor(s)
c. Off-Campus Members do not count towards the Chapter cap unless they
have signed the pledge as described above
IX. Lifelong Membership
a. A Lifelong Member is a member of NRHH that is no longer affiliated with
the University of Pittsburgh due to graduation or discontinuation of
education
b. Anyone who leaves the University while in good standing with the chapter
shall become a Lifelong Member
c. By becoming a Lifelong Member, a member would have to uphold a lifelong
commitment to the NRHH Values of recognition and service
d. Lifelong Members are eligible to participate in chapter-specific and
NACURH activities at the discretion of the Executive Board and NACURH
Leadership respectively
X. Membership Removal Process
a. The Removal Policy may be enacted if a member can no longer meet the
chapter membership expectations. If a member is removed, they no longer
count towards the 1% membership cap.
b. Removal Guidelines
i. The following guidelines apply to the procedure for the removal of a
member
1. The member and/or chapter must complete the NRHH
Member Removal Application, which can be obtained from
the AD-NRHH.
2. This form must include the electronic signatures of the
chapter President and chapter Advisor(s) and must be
submitted electronically to the region’s AD-NRHH for
approval.
3. The amount of members for removal is up to the discretion
of the chapter. It is the right of the AD-NRHH to deny
requests for removal for reasons including, but not limited to:

i. Submission of an incomplete application
form.
ii. The region’s AD-NRHH does not believe
that sufficient measures have been taken by
the chapter to address the member’s inactivity
or ineligibility within the chapter prior to
submission of the application.
ii. If the member and/or chapter wish to appeal the decision, they may
appeal to the regional AD-NRHH through written request as to why
the Candidate deserves to continue as a member of NRHH.
XI. Transferring Membership
a. Members inducted at other NRHH chapters, including incoming graduate
students and incoming doctoral students, shall be allowed to transfer to this
chapter. Each NRHH chapter is able to accept/reject transfer members at
their own discretion. If accepted, these members shall become members of
our chapter.
b. Application Process
i. Application for membership in this way is contingent upon
matriculation at the University of Pittsburgh. The student must
contact the chapter President and Advisor in writing detailing why
they want to transfer their membership, how they benefitted their
previous chapter and Residence Hall system, and how they hope to
be involved in the new chapter. If approved, the student shall obtain
and complete the Membership Transfer Application from
CAACURH’s AD-NRHH. This form shall include the signatures of
the Chapter President, the Chapter Advisor, and the NRHH member
for whom the form is being completed. The completed application
shall be submitted to CAACURH’s AD-NRHH for approval.
ii. It is the right of CAACURH’s AD-NRHH to deny requests for
reasons including, but not limited to:
1. The application form is incomplete.
2. Adding new member(s) puts the chapter over its membership
cap.
iii. If the member and/or chapter wish to appeal to appeal the decision
of CAACURH’s AD-NRHH, they may appeal to the entire NNB.
The decision of the NNB shall be final. Each AD-NRHH shall have
one vote. A simple majority shall be necessary, with the NAN casting
the tie-breaking vote when necessary.

Article IV – Officers
I. The Executive Board Officers shall oversee the continued operation of NRHH.
II. Terms of officers follow the academic year.
III. Officer Positions
a. There shall be seven (7) Executive Board Officers of NRHH: the President,
the Vice President of Membership, the Vice President of Recognition, the
Vice President of Service, Secretary, Business Manager, and the National
Communications Coordinator (NCC). There shall also be at least one
advisor.

b. No officer shall be allowed to hold more than one position on the NRHH
Executive Board at any time.
IV. Vacancy
a. In the event that a position becomes vacant the Executive Board may
appoint an interim officer.
V. Officer Eligibility
a. Officers of NRHH must be On-Campus Members or Off-Campus members
who have signed the NACURH pledge as stated in Article III Section VIII
VI. Elections

a. Elections for the Executive Board, excluding the NCC, shall occur by the
end of March each year.
b. Members interested in running for the Executive Board must submit a Letter
of Intent
c. Voting shall be done by electronic ballot as coordinated by the Advisor(s).
Results shall be announced within twenty-four (24) hours of the close of
voting.
d. Refer to Article II of the Policy Book for full election procedures
e. Election of the NCC
i. The NCC shall be elected first as the NCC In-Training (or NCC-IT)
and shall be in training for the Spring semester prior to their term as
NCC.
ii. Refer to Article II of the Policy Book for the full NCC elections
procedure.
VII. Each individual Officer has the following responsibilities:
a. The President shall:
i. Organize and preside over all meetings as a non-voting member
except in the case of a tie.
ii. Act as the official spokesperson of NRHH.
iii. Work to increase awareness of NRHH within the Residence Halls
and across campus.
iv. Assume authority for good faith decisions on behalf of NRHH
business.
b. The Vice President of Membership shall:
i. Coordinate Induction ceremonies for new members
ii. Assist in publicizing NRHH recruitment related activities, including
the application process.
iii. Organize all retention related activities and efforts.
iv. Coordinate member accountability process with the President and
Advisor(s).
c. The Vice President of Recognition shall:
i. Shall act as the OTM Coordinator.
ii. Plan and execute the annual Recognition Banquet.
iii. Coordinate all recognition related activities of the Chapter.
d. The Vice President of Service shall:
i. Coordinate projects for NRHH members to participate in that reflect
the pillar of service in the Pittsburgh community.
e. The Secretary shall

i. Record all meeting minutes and attendance
ii. Maintain all NRHH social media and serve as webmaster
f. The Business Manager shall
i. Ensures the chapter is in good financial standing with the NACURH
Corporate Office (NCO).
ii. Shall keep records of all monetary transactions.
iii. Formulate a budget with the President and Advisor(s) at the
beginning of both Fall and Spring semesters.
iv. Coordinate all fundraising efforts.
g. The National Communications Coordinator
i. Act as the liaison between NACURH, CAACURH, RSA, and
NRHH.
ii. Serves as official representative during corporate business meetings at
NACURH affiliated conferences.
iii. Serve as the liaison between RSA and NRHH.
h. The Advisor(s)
i. The Advisor(s) shall be a full-time Residence Life professional(s)
employed, selected, and removed by Residence Life at the University
of Pittsburgh.
ii. The Advisor(s) shall:
1. Attend all meetings of NRHH.
2. Assist and advise the President in the course of their duties.
VIII. Executive Board
a. The Executive Board shall consist of all the Executive Board Officers named
in Section III of this Article.
b. The President shall serve as chairperson of the Executive Board.
c. The Executive Board shall appoint standing committees where necessary.
IX. Removal of Officers
a. If an officer is showing an inability to perform their duties or is neglectful of
their responsibilities, they may be subject to impeachment. Officers and may
be removed by the following procedure:
i. An Executive Board Officer must write a letter of impeachment
about the officer or in question.
ii. A meeting among the Executive Board will be called to discuss the
letter and complaints. The person in question may not be present.
iii. The Executive Board, the general body, and the person in question
will meet and hold a discussion in which they will discuss the
impeachment of the officer at which time the person in question may
defend their position
iv. At the conclusion of the aforementioned meeting, the general body
(excluding current officers) will vote by secret ballot on the
impeachment of the officer, the decision will be ruled by a simple
majority
v. Impeached officers will be demoted to On-Campus or Off-Campus
member as appropriate. Non-impeached, reinstated officers will
resume their duties and must work to resolve the complaints within
two (2) weeks of the vote. If complaints are not resolved the
Executive Board may hold a closed vote to or not to impeach the

officer. A simple majority will rule.

Article V – Meetings
I. Meeting Times
a. Meetings shall be held as determined by Advisors and the Executive Board.
b. General Body Meetings shall take place no less than once per month during
the Fall and Spring Semesters.
c. The Executive Board meeting schedule, including the call for special
meetings, is to be determined at the discretion of the Executive Board and
Advisor.
d. Executive Board Officers and General Body members are to be notified of
all meetings at least one week in advance.
II. Meeting Business
a. General Body meetings should be attended by On-Campus, Off-Campus,
and Candidate Members and Executive Board Officers
b. The President shall set forth all meeting agendas and preside over meetings.
c. Quorum does not need to be reached to conduct general body business but
does need to be reached for Executive Board business.
III. Attendance Policy
a. Members are expected to attend two-thirds (2/3) of regularly scheduled
General Body Meetings unless otherwise excused in order to maintain good
standing with the organization.

Article VI – Finances
I. Membership Fees and Dues
a. NRHH may not collect membership dues
II. Chapter Spending
a. The Business Manager shall receive proposals for all transactions involving
the use of chapter funds. Proposals under $100 shall be approved at the
discretion of the President, Business Manager, and Advisor(s). Proposals
over $100 shall be approved by a vote of the Executive Board in consultation
with the Advisor(s).
III. Accounts
a. The organization will not maintain an outside bank account if it receives
funding from the Student Government Board
IV. Budget
a. A chapter budget shall be created and maintained, as stated in Article IV,
Section IV, Subsection f point vii.
V. NRHH shall fully comply with the University fundraising policies and
procedures for registered student organizations.
VI. NRHH shall maintain good standing with NACURH, CAACURH, and the
NACURH Corporate Office.

Article VII- Amendment Procedures


I. This constitution shall be amended as seen fit by the Chapter President, with the
help and consideration of the Executive Board. Amendments that change the
intent of any section must be passed by a majority vote of eligible members
present.

II. Amendments to the constitution made on the basis of alignment to NACURH
policy may be made at the discretion of the President and the Executive Board.
III. All constitutional revisions, additions, and deletions shall be reported to SORC.

Article VIII- Bylaws and Governing Documents


I. This constitution shall adhere to the NRHH bylaws and governing documents
set forth by the National Association of College and University Residence
Halls.
II. The Policy Book shall serve as a second governing document for the Chapter.
All policy stated in this Constitution shall supersede policy in the Policy Book.
The Policy Book shall be submitted with the constitution for affiliations and
certifications with SORC and NACURH Inc. as appropriate.

Article IX- Nondiscrimination Clause


I. This Chapter shall abide by the current University of Pittsburgh
Nondiscrimination Policy and shall not discriminate against any member,
applicant, or any other individual on the basis of race, gender, ethnicity,
religion, sexual preference/orientation/lifestyle, physical limitation, or on any
other basis.

Article X- Adoption and Enactment


I. This constitution shall go into effect immediately upon adoption by a two-
thirds (2/3) majority vote of the membership.


Article XI – Registration with the University of Pittsburgh


I. NRHH and its membership accept and will fully comply with the requirements
and limitations of registration. NRHH will submit its annual re-registration
application to the SORC during the re-registration period following the
election of new officers.

Article XII – Publications Code


I. In compliance with the Publications Code for Student Organizations, all
publications of the organization will comply with current copyright laws, be
distributed according to policies and procedures, refrain from expressions that
are considered obscene or libelous according to current statute, advocate or
insight the material interference or physical disruption of the educational
process of the peace, order and decorum of the campus, or that advocate or
insight imminent, lawless action or the violent overthrow of the government
and identify the organization as publisher and specify that the group is a
registered student organization at the University of Pittsburgh

Jonas Salk Chapter of the National Residence Hall Honorary
Policy Book

Article I – Membership
Section I – New Member Nominations
Subsection 1 – Nominations
Students may be nominated for membership by either nomination by a current
member or Residence Life staff or by self-nomination via the application process
Subsection 2 – Nominations via Current Member or Residence Life Staff
Current members and Residence Life staff may nominate a student for
membership by completing a nomination form approved by the Executive
Board. Nomination must include the nominee’s contact information and a short
description of why the student should be accepted.
Subsection 3 – Self-Nomination
Students interested in applying for membership may complete a membership
application form approved by the Executive Board. Application must include
GPA, Residence Hall, and contact information.
Section II – Candidate Interviews
Subsection 1 – Eligibility
All candidates meeting criteria for membership as stated in Article III Section VI
of the Constitution shall be given an interview with at least two Executive Board
Officers.
Subsection 2 – Interview
Interview questions will be prepared in advance of all interviews by the VP of
Membership in consultation with the Executive Board. Questions shall detail the
candidate’s commitment to the values of NRHH.
Section III – Selection of Candidate Members
Subsection 1 – Criteria for Selection
To be selected for membership, candidates must meet all membership
requirements according to Article III Section VI of the Constitution as well
demonstrate a commitment to the values of NRHH.
Subsection 2 – Voting Procedures
To be selected for Candidate Membership, candidates must receive a majority
vote of all Executive Board Officers present. Proxy votes may not be cast.
Section IV – Nomination and Selection Timeline

Subsection 1 – Frequency
New member selection shall be conducting each Fall and Spring semester unless
there are no openings for membership.
Subsection 2 – Duration
Application and nominations shall be available for no less than one (1) week.
Subsection 3 - Interviews
Candidate Member interviews shall be held within one (1) week of the
application deadline.
Subsection 4 - Selection
The Executive Board shall hold a meeting to select Candidate Members no less
than one (1) week after the Candidate Member interviews are held.
Section 5 - Announcement
The VP of Membership shall inform all applicants of the Executive Board’s
decision within twenty-four (24) hours of the aforementioned meeting. All
accepted students shall be informed of the meeting schedule for the semester,
including, but not limited to, the dates of General Body Meetings and New
Member Education Workshops.
Section V – Induction
Subsection 1 – Frequency
New member induction shall be held at least once per semester following new
member selection.
Section VI - Membership Requirements
Subsection I - Good Standing
Members shall be considered in good standing if they meet all membership
requirements as set forth in Article III Section V of the Constitution. Only
members in good standing may have voting rights.
Subsection II - GPA Requirements
To be in good standing, members shall maintain a 2.5 or higher GPA. Upon
completing Candidate Member interviews, students must sign a form authorizing
the Chapter Advisor(s) to complete GPA checks. This form shall be approved by
the Advisor(s). GPA checks shall be conducted by the Advisor(s) at least once
per semester to ensure members are meeting Chapter requirements. The
Advisor(s) follow up with members not meeting the GPA requirement as
deemed appropriate.
Subsection III - Standing Reports
At the midpoint of each semester, the VP of Membership, in coordination with
the Secretary, the VP of Recognition, and the VP of Service, shall communicate
with each member a report detailing their standing in regards to meeting
membership expectations for that semester thus far. This standing report shall

also inform members of resources available to help them complete membership
requirements.
Subsection IV - Probation
Any On-Campus or Off-Campus member who fails to meet all membership
requirements for a given semester shall be put on probation for the following
semester. Any member put on probation must be formally notified by the
President and VP of Membership. The Advisor(s) shall also be notified of any
members put on probation. Any member on probation is not eligible for voting
rights.
Subsection V - Candidate Members
Candidate Members who fail to meet all membership requirements are not
eligible to be inducted. If a Candidate Member is not inducted after one (1)
semester of Candidate Membership, they must reapply if they wish to become a
member at a later date.
Subsection V - Member Removal
If a member fails to meet all membership expectations for a second semester in a
row following a probationary semester, they may be removed from the Chapter
according to the processes outline in Article III Section X of the Constitution.

Article II – Executive Board


Section I – Duties of All Executive Board Officers
Subsection 1 – Attendance
Executive Board Officers shall attend all Executive Board meetings, General
Body Meetings, and other events unless otherwise excused.
Subsection 2 – OTMs
Executive Board Officers shall write at least one (1) OTM nomination per
month during the academic year.
Subsection 3 – Programming
All Executive Board Officers shall assist in planning programs, including, but not
limited to, the Recognition Banquet, campus wide service projects, and
leadership development and scholarship workshops
Subsection 4 – Recruitment
Executive Board Officers shall assist in new member recruitment and outreach
initiatives.
Subsection 5 – Wrap Up Reports
Executive Board Officers shall submit wrap-up reports on a routine basis as
determined by the Executive Board and advisors.
Subsection 6 - Transition Reports
Each Executive Board Officer shall create a transition report for their successor
as determined by the President and Advisor(s).

Section II – Duties of the President
Subsection 1 – Retreats
The President shall coordinate all Executive Board retreats, including, but not
limited to, a transition retreat.
Subsection 2 – Membership Accountability
In coordination with the VP of Membership and Advisors, the President shall
oversee membership accountability and removal processes.
Subsection 3 – Budget
The President shall assist the Business Manager with budget reports.
Subsection 4 – Regional and National Representation
The President shall act as NRHH’s representative to NACURH and CAACURH.
The President shall attend all in person business meetings at conferences and
online chats.
Subsection 5 - Policy
The President shall serve as the official policy holder for the Chapter. It is the
responsibility of the President to update all governing documents following the
passage of any amendments within one (1) week and distribute the updated
documents as appropriate.
Subsection 6 - SORC Registration
The President shall coordinate the SORC registration process annually.
Subsection 7 - Affiliation
The President shall assist the National Communications Coordinator in the
NACURH Affiliations Process in manners relating to NRHH Affiliations
including but not limited to compiling the membership list and governing
documents.
Section III – Duties of the VP of Membership
Subsection 1 – Membership Accountability
In coordination with the President and Advisors, the VP of Membership shall
oversee membership accountability and removal processes.
Subsection 2 – Interviews for New Member Candidates
The VP of Membership shall coordinate interview scheduling and questions for
new member candidate interviews.
Subsection 3 – Big / Little
The VP of Membership shall organize Big / Little and other member engagement
initiatives.

Subsection 4 – Membership Expectations
In coordination with the Secretary, VP of Recognition, and VP of Service, the VP
of Membership maintain records of members’ status in relation to membership
expectations.
Subsection 5 - New Member Education
The VP of Membership shall coordinate new member education programs
covering topics including, but not limited to, NRHH history, OTMs, and
membership qualifications and expectations.
Section IV – Duties of the VP of Recognition
Subsection 1 – Campus OTM Committee
The VP of Recognition shall oversee the campus OTM committee. This shall
include assigning voting categories, educating the campus OTM committee on
OTM selection best practices, and sending reminder emails when voting is open.
Subsection 2 – OTM Winners
The VP of Recognition shall coordinate efforts to recognize campus, regional,
and NACURH level OTM winners.
Subsection 3 – OTM Reminders
The VP of Recognition shall coordinate efforts to advertise OTM deadlines to
members and to the greater residence hall community.
Subsection 4 – OTM Membership Expectation
The VP of Recognition shall, in coordination with the Secretary and VP of
Membership, the VP of Recognition shall maintain records of members’ OTM
submissions in accordance with membership expectations.
Subsection 5 - Recognition Banquet
The VP of Recognition shall plan and execute the annual Recognition Banquet in
coordination with the Executive Board.
Section V – Duties of the VP of Service
Subsection 1 – Chapter Service Projects
The VP of Service shall plan and execute at least one service event per month
Subsection 2 – Campus Service Projects
The VP of Service shall plan and execute at least one campus wide service event
per academic year.
Subsection 3 – Service Membership Expectation

In coordination with the Secretary and VP of Membership, the VP of Service
shall maintain records of members’ service hours in accordance with membership
expectations.
Section VII – Duties of the Secretary
Subsection 1 – Minutes
The Secretary shall keep a record of minutes of all official NRHH business and
distribute copies to all members weekly.
Subsection 2 – Membership Expectations
The Secretary shall, in coordination with the VP of Membership, VP of
Recognition, and VP of Service, maintain records of members’ status in relation
to membership expectations.
Subsection 3 – Membership List
The Secretary shall maintain a list of all members and their contact information.
Subsection 4 – Website
The Secretary shall manage the NRHH website including, but not limited to,
maintaining a calendar of events, contact information, OTM winners and writers,
and membership list.
Subsection 5 – Attendance
The Secretary shall maintain records of attendance at all General Body Meetings
Section VIII – Duties of the Business Manager
Section A. Budget
The Business Manager shall prepare a yearly budget for the Chapter and update
the budget in accordance to all expenditures and revenues. Updated budget
reports shall be sent to the PResident and Advisor(s) monthly.
Section IX – Duties of the National Communications Coordinator
Subsection 1 - Affiliation
The NCC shall coordinate the NACURH affiliations process each Fall. This
includes submitting the Affiliation Report, NRHH Constitution, and NRHH
Membership List to the NACURH Corporate Office by the specified deadline.
Subsection 2 - Regional and National Representation
The NCC shall act as the University of Pittsburgh’s representative to NACURH
and CAACURH. The NCC shall attend all in person business meetings at
conferences and online chats.
Subsection 3 - Conferences
The NCC is responsible for all pre conference arrangements.

Subsection 4 - Parliamentarian
The NCC shall act as Parliamentarian for the Chapter.
Subsection 5 - Policy Interpreter
The NCC shall act as official policy interpreter for the Chapter, in coordination
with the Advisor(s).
Section 6 - OCM Care Packages
The NCC shall serve as the coordinator for all Care Package distributions for
NRHH and RSA. This shall include organizing all materials needed for
distribution and coordinating with the Advisor(s) to determine the appropriate
timeline for distribution. These responsibilities may be delegated to other NRHH
and RSA Executive Board Officers with permission from the Advisor(s), NRHH
President, RSA President, and appropriate individuals assuming responsibilities.
Section X – Elections
Subsection A. Timeline
Elections shall be held before the end of March of each year. The election
timeline and letter of intent shall be made publicly available at least three weeks
prior to elections. Letters of intent shall be due one week prior to elections. After
the Letter of Intent deadline, all Letters of Intent shall be made publicaly
available to the general body within twenty-four (24) hours.

Subsection B. Letter of Intent


Members interested in running for the Executive Board must submit a Letter of
Intent detailing why they are running for the position, goals they wish to
accomplish, and any relevant experience. This Letter of Intent shall be no longer
than five-hundred (500) words. Letter of Intents shall be due one (1) week before
the election.

Subsection C. Question & Answer


In the week prior to elections, there shall be at least one in-person question and
answer session in which members may ask candidates questions prior to
elections. Each candidate may be given five (5) minutes for question and answer,
extendable once. Minutes from this question and answer session shall be made
public to the general body within twenty-four (24) hours.

Subsection D. Voting Rights


Only members in good standing shall receive voting rights. Current Executive
Board Officers may not vote in elections. Any member who is on probation at
the time of elections and has completed at least half of their membership
requirements for the semester may appeal to the Executive Board to receive
voting rights for elections.

Voting shall be done electronic ballot as coordinated by the Advisor(s). All
eligible members shall receive one vote per position. Current Executive Board
Officers may not vote. Voting shall be open for no less than twelve (12) hours.

Subsection F. Results
Officers shall be decided by the candidate with the simple majority of votes. All
candidates shall be notified of the results within twenty-four (24) hours by the
Advisor(s). Election results shall be announced to the General Body after
candidates have been notified.

Subsection G. Special Elections


In the event a position is vacant after elections, the Executive Board shall
appoint a member to the position via an applications process as deemed fit by
the President and Advisor(s).

Section XI - Succession and Vacancy


Subsection A. Succession
Shall the President be unable to complete their duties, the VP of Membership
shall act as President and the vacant VP of Membership position shall be filled
following the Vacancy Appointments procedure.

Subsection B. Vacancy Appointments


Should any position on the Executive Board, excluding the President and NCC,
be vacant, the Executive Board may appoint an interim officer via an
applications process deemed fit by the President and Advisor(s).

Subsection C. Vacancy of the NCC


Should the NCC position be vacant during the Fall term, the NRHH and RSA
Executive Boards shall appoint an interim officer following the procedure for the
election of the NCC. Should the NCC position be vacant during the Spring term,
the NCC-IT shall assume all responsibilities of the NCC.

Article III – Award and Pin Procedures


Section I – Membership Pin
Subsection 1 – Membership Pin
All inducted members (including Honorary Members) shall receive a Membership
Pin upon induction.
Section II – Awards
Subsection 1 – Outstanding Leadership Pin
The Outstanding Leadership Pin may be given to any NRHH member in honor
of their dedication and service to NRHH at the discretion of the President. Only
eight (8) Outstanding Leadership Pins may be given out per affiliation year.
Subsection 2 – The Bronze Pin

The Bronze Pin is the highest honor an individual may receive on a campus level.
As a NACURH Inc., affiliated institution, the University of Pittsburgh may only
award eight (8) Bronze Pins per affiliation year. The NRHH President and the
RSA President may award four (4) Bronze Pins each at their discretion.
Subsection 3 – The Honor Cord
The Honor Cord is given to any graduating member at the discretion of the
President, VP of Membership, and Advisor(s).
Subsection 4 - The Honorary Award
The Honorary Award is designed to recognize those who have demonstrated
outstanding support and service to the residence hall students. The Chapter may
award up to eight (8) Honorary Awards per year at the Recognition Banquet.
Housing personnel, faculty, and staff are eligible for this award. Students who could
qualify for membership, with the exception of those graduating in the current term,
are not eligible. Current members may nominate any individual for the Honorary
Award on forms approved by the Executive Board. This form should include the
nominee’s name, contact information, and a rationale for why the individual is being
nominated for the award. The Executive Board shall select the recipients of this
award by a majority vote.

Article IV – Parliamentary Procedure

Subsection 1 – Robert’s Rules of Order
All business shall follow the rules of Parliamentary Procedure per Robert’s Rules
of Order, Newly Revised.
Subsection 2 – Parliamentarian
The National Communications Coordinator shall serve as Parliamentarian.
Section II – Other Provisions
Subsection 1 – Time limits
Unless explicitly stated in policy, time limits are at the discretion of the President.
Subsection 2 – Extensions
Periods of question and answer and discussion may be extended once.

The Policy Book of the Jonas Salk Chapter of the National Residence Hall
Honorary shall adhere to all policy as stated in NRHH Constitution and NRHH
governing documents as set forth by NACURH Inc.
Subsection 2 - Certifications and Affiliations
The Policy Book shall be submitted with the Constitutions for all affiliations
purposes for SORC and NACURH Inc.
Article VI – Amendments
Section I – Amendment Procedures
Subsection 1 – Amendment Procedures
All Executive Board Officers may propose amendments to this Policy Book.
Amendments shall be passed by a majority of Executive Board Officers present;
proxy votes shall not be cast. Amendments to the policy book made on the basis
of alignment to NACURH or SORC policy may be made at the discretion of the
President and the Executive Board.
Subsection 2 - Announcement
All amendments made to the Policy Book shall be announced to the General
Body within one (1) week.
