Introduction

For implementation and subsequent operation of Delhi MRTS, a company under the name
DELHI METRO RAIL CORPORATION was registered on 03-05-95 under the Companies Act,
1956. DMRC has equal equity participation from GOI and GNCTD.

About Delhi Metro
The Delhi Metro has been instrumental in ushering in a new era in the sphere of
mass urban transportation in India. The swanky and modern Metro system introduced
comfortable, air conditioned and eco-friendly services for the first time in India
and completely revolutionized the mass transportation scenario not only in the
National Capital Region but the entire country.
Having constructed a massive network of 231 Km with 173 stations in record time,
the DMRC today stands out as a shining example of how a mammoth technically complex
infrastructure project can be completed before time and within budgeted cost by a
Government agency.
The Delhi Metro Rail Corporation Limited (DMRC) was registered on 3rd May 1995
under the Companies Act, 1956 with equal equity participation of the Government of
the National Capital Territory of Delhi (GNCTD) and the Central Government to
implement the dream of construction and operation of a world- class Mass Rapid
Transport System (MRTS).
The DMRC opened its first corridor between Shahdara and Tis Hazari on 25th
December, 2002. Subsequently, the first phase of construction worth 65 kilometres
of Metro lines was finished two years and nine months ahead of schedule in 2005.
Since then the DMRC has also completed the construction of another 125 kilometres
of Metro corridors under the second phase in only four and a half years.
Presently, the Delhi Metro network consists of about 231 Km with 173 stations. The
network has now crossed the boundaries of Delhi to reach NOIDA and Ghaziabad in
Uttar Pradesh, Gurgaon and Faridabad in Haryana. With the opening of the Botanical
Garden- Kalkaji Mandir section, new age trains equipped with the Unattended Train
Operation (UTO) technology has been introduced. These trains operate with the
Communication Based Train Control (CBTC) signalling technology which facilitates
movement of trains in very short frequencies.
The Airport Express link between the Indira Gandhi International Airport and New
Delhi has now propelled Delhi to the league of global cities which have high speed
rail connectivity between the city and the airport.
The DMRC today has 247 train sets of four, six and eight coaches. More than a
hundred trains of six coach configuration and over 60 trains of eight coach
configuration are currently operational.
The Delhi Metro has also contributed tremendously on the environment front by
becoming the first ever railway project in the world to claim carbon credits for
regenerative braking. DMRC has also been certified by the United Nations (UN) as
the first Metro Rail and Rail based system in the world to get carbon Credits for
reducing Green House gas emissions as it has helped to reduce pollution levels in
the city by 6.3 lakh tons every year thus helping in reducing global warming.
It has also set up roof top solar power plants at many of its stations. All
stations of the presently under construction corridors are being constructed as
green buildings. In the present phase of Delhi Metro�s construction, the DMRC is in
the process of building another 160 kilometres of Metro lines which will weave a
web of Metro corridors along the city�s Ring Road besides connecting with many
other localities in NOIDA, Ghaziabad and Bahadurgarh.
Apart from providing Delhites with a comfortable public transport option, the Delhi
Metro is also contributing significantly towards controlling pollution as well as
reducing vehicular congestion on the roads. According to a study, Delhi Metro has
helped in removing about 5.79 lakh vehicles from the streets of Delhi.

ENERGY MANAGEMENT POLICY 2015


DELHI METRO RAIL CORPORATION Ltd. is committed to provide clean and comfortable
public transport network in the state of Delhi NCR and to be the lowest energy
consumer in the Transportation sector on likewise basis.
1. Assuring compliance of all relevant legislation and other requirements relate to
energy consumption, its use and Energy efficiency.
2. Encourage use of renewable energy source to the extent it is economically
viable.
3. Benchmark energy consumption.
4. Optimize energy consumption and reduce greenhouse gases.
5. Control & Monitor Energy consumption by periodic review and improve energy
performance through an effective Energy Management System
6. To obtain Power at minimum cost.
7. Create awareness about Energy Conservation amongst the employees.
ENVIRONMENTAL POLICY
DMRC recognises the paramount importance of protecting the Environment and that
without appropriate procedures and control measures, construction activities have
the potential to cause environmental damage.
Accordingly, in pursuance of its activities, the organisation will ensure that such
procedures and control measures are in place that safeguards the environment,
whether required by statute or otherwise.
We shall strive to:
� Comply with all relevant environmental legislation and regulations, and other
environmental initiatives to which we subscribe.
� Minimise negative impacts we may have on the environment, through efficient
use of resources and reduction in emissions and waste.
� Raise environmental awareness, provide training and integrate environmental
protection procedures into day to day operations.
� Encourage the initiation and ownership of environmental activities by our
staff, thereby inculcating a strong environmentally aware culture.
� Ensure this policy is actively followed by our contractors and sub-
contractors.
DMRC will continually improve its environmental performance and conduct its
activities in an environmentally responsible manner clearly reflecting a commitment
to fostering sustainable development.
SOLAR POLICY
Delhi Metro Rail Corporation (DMRC), in keeping with the objectives of National
Solar Mission, is full) committed to proactively establishing and promoting
sustained use of Solar Energy to reduce greenhouse gas emissions and related
impacts of climate change.
Accordingly, in pursuit of promoting green and clean power, the organization will
encourage the use of Solar Energy in all its activities, as far as possible.
DMRC shall strive to:
� Seek a long term sustainable solution to meet its energy needs and reduce
dependency on fossil fuels.
� Increase the share of renewable energy in its overall power consumption, in-
house, by generating 20 MW of solar power for non-traction purposes, in next three
years.
� Put in place an appropriate investment climate that could leverage the Clean
Development Mechanism (CDM) and Renewable Energy Certificate (REC).
This policy shall be read in conjunction with the organization's Energy Management
Policy. DMRC shall comply with all local and national legislation related to solar
energy.
SAFETY POLICY
Operation & Maintenance: The priority for the safety is enshrined in the Mission
Statement of DMRC which inter alia states as under:
'To be among the top three metro rail systems in Asia with regard to Safety"
Pursuant to the above, DMRC is committed to strive to ensure safety of all its
stakeholders by:
1. Complying with all relevant statutory as well as mandatory legislation,
regulations and other safety initiatives promoted by Metro Authority.
2. Benchmarking DMRC performance with the best safety indices of other contemporary
Metro Systems of the world
3. Adopt techniques and method for Hazard Identification and Risk Assessment (HIRA)
and subsequent implementation of control measures
4. Formulating an effective 'Safety Management System' (SMS) to inculcate safety
culture amongst the stake holders.
(a) Prepare a safety plan to ensure safety of its employees, contract workers and
other stake holders and periodically review its progress in measurable terms
(b) Maintaining Safety data base for continuous flow and exchange of information
between field staff and management
(c) Ensure the availability of adequate resources to provide appropriate training
and competency for capacity building to fulfil safety and health responsibilities
(d) Educating commuters to avoid personal safety risks while travelling
5. Meticulous implementation of Contingency/Disaster Management plan during the
need.
QUALITY POLICY
Delhi Metro Rail Corporation (DMRC) is fully committed to implementing 'Quality
Management System' and to continually improve its effectiveness in the organization
by ensuring involvement of its employees, contractors, suppliers commuters and all
other stakeholders.
Accordingly, in pursuance to its activities, the organization will ensure that ISO
9001:2008 QMS requirements, in all its activities are met organization wide.
In this endeavour, DMRC shall strive to:
� Sustain number one position amongst metro train operators in India with
regard to quality of service and responsiveness to customers.
� Adopt better standard and practices at each stage of working to improve
quality of construction and installations.
� Adopt best available practices in every maintenance activity to improve
quality of service.
� Improve quality on continual basis by bench marking the services of DMRC with
national and international standards.
� Demonstrate its commitment towards 'customer delight by arranging regular
annual customer satisfaction surveys to get a feedback on organization's
performance.
� Encourage quality with Safety, Health and Environment in all processes and at
all levels and ensure that these are made integral part of implementation.
� Ensure compliance to all applicable laws and legal requirements related to
quality applicable to DMRC.
� Ensure that resources are used effectively and people involved in any
activity that may affect service quality are adequately qualified and trained.
� Ensure participation, involvement and motivation of all associated persons of
'project' and 'operation & �maintenance' wings in implementation of our Quality
Management systems through training, awareness and continual competence building.
All employees to be made aware of the Quality policy in general and commitment of
Management to Quality in particular and be encouraged to demonstrate their own
support to the Quality Management System by their continuous active participation.
