signature of Minister Kethieen Wynne regarding the identification of students with ADHD.
through an Identification, Placement and Review Committee (IPRC) process.
twould appear that some members of the educatonal community have interpreted this
letter as stating that all students with ADHD should be identified as exceptional through
an |PRC without consideration of their individual learning needs. The fetter intended Io
indicate that, should a ctudert meet the criteria for identfication of @ specific.
exceptionally. then that is the exceptionality that should be used for the identification of
the student.
AAs you know, subsection 1(1) of the Education Act sets out five broad categories of
‘xceptionalties in the defintion of ‘exceptional pup: behavicur, communication,
intellectual, physical and mutiple, These broad cetegones are designed to address the
wie range of conditions that may atfest a pupils abilty to learn. Like many other
condiiions, ADHO may present in many ways inthe school seting, an igenttying all
stulents with ADHD as exceptional, of placing them in any one definition or category,
would net bein the bee inirests of each individual student. For example, papi
diagnosed with ADHD may be idenified by an IPRC ae exceptional witin the definitions
for behaviour exceptionalites. learing disabilities or physical disabities. The
categories of exceptionaliies are designed to capture a range of condiiors,

As the Mayor ofa resource-dependent community (forestry, mining, aquaculture), Ihave been
agreaily impressed by the well-researched articles by Vancouver writer Vivian Krause in recent
issues of the National Post(copies attached) She traces vast amounts of money being transferred
by U.S. Foundations to ant-industry Canadian Foundations for distribution to these activist,
‘groups in Canada.
| understand that these foundations and the Canadian recipients all enjoy “tax-free” status under
the guise of being “charitable.”
Having observed our resource companies and resource communities being vietims of some very
‘unkind campaigns by these so-called charities, I have yet to observe or experience any
“charitable” actions by them. In fact ther actions appear to be the antithesis of charity.
believe that a review should be undertaken ofall these organizations that claim to be
“charitable” to ensure that they meet te stringent “charitable” requirements of our Goverment,
If they do not meet the charitable standard that we expect, then ther tax-free status should be
rescinded. Is this possible?
